PUBLIC COMMENT:
Bonnie Dominguez thanked Council for honoring her and Mr. Dominguez as Citizens of the Year.
Larry Posner expressed concerns relating to adequate housing throughout the state of California.
PUBLIC HEARINGS:
1. FINAL PUBLIC HEARING REGARDING CONSIDERATION OF ORDINANCE IMPLEMENTING BY-
DISTRICT ELECTIONS PURSUANT TO GOVERNMENT CODE SECTION 34886 ELECTIONS CODE
SECTION 10010 -That the City Council hold the fifth of five public hearings regarding the
implementation of by-district elections and introduce for first reading Ordinance No. CS-322
implementing a by-district electoral system, voting district boundaries and election sequence.

City Manager's Recommendation: Take public input, close the public hearing and introduce
the ordinance.
City Attorney Celia Brewer introduced the item and Demographer Douglas Johnson and
Attorney Alan Fenstermacher.
Mr. Johnson gave a brief overview of the report and stated that staff is recommending a
minor revision to the Cohen-Flock 1 map as explained in the Supplemental Information report
distributed on July 17, 2017 (on file in the office of the City Clerk) that divides a census block
and moves 111 people into Voting District 2 to keep the Terramar Homeowners' Association
intact.
Council Member Packard confirmed that the result of the change would move the line for
District 2 to include all of the Terra mar Association.

Council Member C. Schumacher expressed concerns relating to the changes being proposed
to the Cohen-Flock 1 map.
Mr. Fenstermacher explained that the changes being proposed to the map are viewed as
"clean-up" changes and legal under the Elections Code.
In response to an inquiry from Council Member M. Schumacher, Mr. Johnson explained that
the "clean-up" would result in an improved population balance.
Mayor Hall opened the duly noticed Public Hearing at 9:10 a.m.

Mayor Pro Tern Blackburn spoke in support of placing all of Terramar into District 2.
Council Member M. Schumacher also spoke in support of moving Terra mar into District 2.
Council Member C. Schumacher expressed concerns relating to the verbiage in Section 4 of
the proposed Ordinance that gives the City Clerk, City Manager and City Attorney authority
to adjust district boundaries. She suggested that a quantitative boundary definition be
established for substantive changes.
Council Member Packard stated that the maps have been well thought out and provide a very
good starting point for the next four years. He stated that he is looking forward to seeing
how this works and can support the map as presented with Terra mar to be included in District
2.
In response to Council Member C. Schumacher's suggestion, Mr. Johnson explained that staff
would notify the City Council of any changes to the maps. He further explained that the
Registrar of Voters may require minor changes relating to parcel and census block
technicalities.
Council Member C. Schumacher stated she would like clarification and specificity relating to
the changes that could be authorized by Section 4 of the Ordinance.
City Attorney Celia Brewer suggested the following minor language modification to address
the concerns raised by Council Member C. Schumacher:
SECTION 4. # Only when necessary to facilitate the implementation of this
Ordinance, ~ the City Clerk -is-authorized to make technical adjustments to the district
boundaries that do not substantively affect the populations in the districts, the eligibility of
candidates, or the residence of elected officials within any district. The City Clerk shall consult
with the City Manager and City Attorney concerning any technical adjustments deemed
necessary and shall advise the City Council of any such adjustments required in the
implementation of the districts.

On a motion by Council Member C. Schumacher, seconded by Council Member M.
Schumacher, the City Council voted 4/1 (M. Packard -No) to amend the ordinance language
as follows:
SECTION 4. U Only when necessary to facilitate the implementation of this
Ordinance, ~ the City Clerk 45-authorized to make technical adjustments to the district
boundaries that do not substantively affect the populations in the districts, the eligibility of
candidates, or the residence of elected officials within any district. The City Clerk shall consult
with the City Manager and City Attorney concerning any technical adjustments deemed
necessary and shall advise the City Council of any such adjustments required in the
implementation of the districts.
City Attorney Brewer titled the Ordinance for introduction.
ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher
to introduce Ordinance No. CS-322 as amended. Motion carried, 4/1 (C. Schumacher -No).
This item was continued to August 22, 2017 at the request of the appellant.
2. APPEAL OF NOTICE AND ORDER TO REPAIR PROPERTY AT 3745 ADAMS STREET-That the City
Council hold a public hearing and approve a resolution denying the appeal of Catherine Bryan
of the Notice and Order to Repair the property at 3745 Adams Street and upholding the
Notice and Order to Repair. (Staff contact: Mike Peterson, Community & Economic
Development and Heather Stroud, City Attorney Department)
City Manager's Recommendation: Continue the item to the Regular Meeting of August 22,
2017.
ACTION: Council continued item to the Regular Meeting of August 22, 2017.
