Hall, K. Blackburn, M. Schumacher, C. Schumacher, M. Packard. INVOCATION: None. PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. APPROVAL OF MINUTES: None. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: None. PRESENTATION: None. CONSENT CALENDAR: ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Consent Calendar Item No. 1. Motion carried unanimously, 5/0. 1. ADVANCED MICROGRID DEMONSTRATION BUSINESS CASE GRANT FUNDING OPPORTUNITY Adoption of Resolution No. 2017-199 authorizing the City Manager to sign the Letter of Commitment to provide a demonstration site and match funding for the Advanced Microgrid Demonstration Business Case Grant Funding Opportunity. (Staff contact: Mike Grim, Public Works} PUBLIC COMMENT: Janette V. spoke regarding homeless and violence on the sidewalks where she runs. PUBLIC HEARINGS: None. DEPARTMENTAL AND CITY MANAGER REPORTS: 2. SAN ONOFRE NUCLEAR GENERATING STATION DECOMMISSIONING UPDATE -An update from Southern California Edison regarding the decommissioning of the San Onofre nuclear plant and consider authorizing a letter of support for H.R. 474 -The Interim Consolidated Storage Act of 2017. (Staff contact: Jason Haber, City Manager Department} City Manager's Recommendation: Receive the update and authorize letter of support for H.R. 474. Oct. 17, 2017 Carlsbad City Council Regular Meeting Page 2 Assistant to the City Manager Jason Haber and Jim Madigan from Southern California Edison gave a brief PowerPoint presentation (on file in the Office of the City Clerk). Mandy Sacatt from the Surf rider Foundation spoke in support of safe removal of the nuclear waste. Julia Chunn Heer requested Council outreach to Federal decision makers. ACTION: Motion by Council Member C. Schumacher, seconded by Council Member M. Schumacher, to accept the report and approve Item No. 2 with amended language adding verbiage from the Surfrider Foundation to read as follows, "Furthermore, the City of Carlsbad encourages Congress to enact legislation that not only authorizes new contracts for interim consolidated storage facilities, but also requires a permanent geologic repository to be sited and a mandatory timeline for solid waste transport and permanent storage." Motion carried unanimously, 5/0. 3. REAL ESTATE STRATEGIC PLAN PRESENTATION -Adoption of Resolution No. 2017-200 approving the Real Estate Strategic Plan -October 2017. (Staff contact: Curtis Jackson, City Manager Department) City Manager's Recommendation: Adopt the resolution. Assistant City Manager Gary Barberio and Real Estate Manager Curtis Jackson gave a brief PowerPoint presentation (on file in the Office of the City Clerk). Sunny Cooke from Mira Costa College Technology Career Institute thanked Council for allowing Mira Costa to rent the Las Pa/mas building but asked that their rent not be raised so as not to pass the cost on to the students. Farhad Sharifi spoke about the deficit of parks in the Southwest Quadrant of Carlsbad. Josh Goldman from Rouse Properties spoke about the new companies coming to the Shoppes at Carlsbad and future plans for the parking lots. Gary Nessim supported the sale of city owned properties and pre-authorizing the City Manager or Real Estate Manager to make decisions. Pat Bleha from North County Advocates asked that the properties mentioned be considered for parks. In response to Mayor Hall, Parks & Recreation Director Chris Hazeltine confirmed that there is a deficiency in parks and the development of Veteran's Park will satisfy the deficiency. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to adopt Resolution No. 2017-200. Motion carried unanimously, 5/0. THE SHOPPES AT CARLSBAD WEST PARKING LOT EXPANSION (PRE 2016-0014) -Adoption of Resolution No. 2017-201 denying authorization to Rouse Properties to file land use applications to develop a portion of the City owned parking lot for the Shoppes at Carlsbad with residential land uses. (Staff contact: Don Neu, Community & Economic Development) City Manager's Recommendation: Adopt the resolution. City Planner Don Neu and Bill Hofman from Hofman Planning gave a brief PowerPoint presentation (on file in the Office of the City Clerk). Josh Goldman spoke about requesting an application to add a mixed use property on the parking lot at the Shoppes at Carlsbad. Gary Nessim spoke against the proposed property in the parking lot of the Shoppes at Carlsbad. Paige DaCino expressed concerns relating to the residential density in the Village area. Pat Bleha with North County Advocates spoke in support of the proposal by Rouse Properties. Mary Anne Viney spoke in support of the proposed affordable housing project. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to adopt Resolution No. 2017-201. Motion carried unanimously, 5/0. This item was continued to the next earliest possible meeting. 5. CITY OF CARLSBAD HOMELESS RESPONSE PLAN Adoption of a resolution authorizing staff to prepare a Request for Proposals and solicit responses for resources and/or services to implement the Homeless Response Plan. (Staff contact: Debbie Fountain, Community & Economic Development) City Manager's Recommendation: Adopt the resolution. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to continue Item No. 5 to the next earliest possible meeting. Motion carried, 3/2 (M. Hall, C. Schumacher No). COUNCIL REPORTS AND COMMENTS: None. CITY MANAGER COMMENTS: None.
