APPROVAL OF MINUTES:
Minutes of the Regular Meeting held August 15, 2017.
Minutes of the Regular Meeting held September 12, 2017.
Minutes of the Special Meeting held September 28, 2017.
Motion by Council Member Packard, seconded by Council Member M. Schumacher, to approve
the minutes as presented. Motion carried unanimously, 4/0/1 (Hall -Absent).
PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: City Attorney Celia Brewer announced
that there was no reportable action.
PRESENTATION:
Presentation of retirement proclamation in recognition of Glen Van Peski.
Council Member Packard presented a proclamation to retiring Community and Economic
Development Director Glen Van Peski.
Presentation of proclamations in recognition of Red Ribbon Week.
Mayor Pro Tern Blackburn presented proclamations to students in recognition of Red Ribbon
Week.
CONSENT CALENDAR:
ACTION: Motion by Council Member M. Packard, seconded by Council Member M. Schumacher,
to approve Consent Calendar Item Nos. 1 through 4. Motion carried, 4/0/1 (Hall -Absent).
1. AWARD OF CONTRACT FOR OCEAN STREET BEACH ACCESS -Adoption of Resolution No.
2017-202 waiving the mobilization/demobilization unit price differential as a minor
irregularity; awarding a contract for the Ocean Street Beach Access Improvements Project
(CIP No. 6057) to Blue Pacific Engineering & Construction, Inc., in an amount not to exceed
$3,097,500; appropriating $262,019 in additional funds for construction costs; and
authorizing the City Manager to sign letters assuming the maintenance of two of the public
access easements near the intersection of Oak Ave. and near the intersection of Cypress Ave.

2. ADVERTISE FOR BIDS FOR SIMSBURY SEWER EXTENSION -Adoption of Resolution No. 2017-
203 approving plans and specifications and authorizing the City Clerk to advertise for bids for
the Simsbury Sewer Extension, Project No. 5533. (Staff contact: Mark Biskup, Public Works)
3. ADVERTISE FOR BIDS FOR ADA TRANSITION PLAN VILLAGE IMPROVEMENTS -Adoption of
Resolution No. 2017-204 approving plans and specifications and authorizing the City Clerk to
advertise for bids for the ADA Improvement Program, Project No. 6049-17. (Staff contact:
Emad Elias, Public Works)
4. APPROVAL TO PURCHASE TWO AMBULANCES -Adoption of Resolution No. 2017-205
authorizing the purchase of two replacement ambulances from Lifeline Emergency Vehicles
for $471,271. (Staff contact: Shawn Gaskari, Public Works)

PUBLIC COMMENT:
Glen Bernard encouraged the Council to sell the parking lot located at the mall on El Camino Real.
Sarah Morgan representing the Carlsbad Student Leadership Academy invited the Council and
residents to participate in the Bridge Beach Clean Up on Oct. 27 at 3:30 p.m.
Frank Silva invited the Council and residents to attend the Nov. 11 Veterans Day Event at the Army
Navy Academy.
PUBLIC HEARING:
5. AUTO REPAIR & AUTO STORAGE AMENDMENT (ZCA 2017-0004/LCPA 2017-0004)-Adoption
of Resolution No. 2017-206 adopting findings to determine that the project (ZCA 2017-
0004/LCPA 2017-0004) is within the scope of the previously certified general plan
environmental impact report (EIR 13-02); and
Introduction of Ordinance No. CS-326 approving an amendment to the zoning ordinance and
local coastal program to: 1) allow for auto repair within the P-M Planned Industrial Zone
subject to approval of a minor conditional use permit; 2) change the permit required for auto
storage in the C-M Heavy Commercial -Limited Industrial Zone, M Industrial Zone and P-M
Planned Industrial Zone from a conditional use permit to a minor conditional use permit; and
3) establish screening requirements for auto repair and auto storage uses. Case Name: Auto
Repair and Auto Storage Amendment; Case No.: ZCA 2017-0004/LCPA 2017-0004 (PUB17Y-

City Manager's Recommendation: Take public input, close the public hearing, adopt the
resolution and introduce the ordinance.
Associate Planner Carl Stiehl presented the report and reviewed a PowerPoint presentation
(on file in the Office of the City Clerk).

Seeing no one else wishing to speak, Mayor Pro Tem Blackburn closed the duly noticed
Public Hearing at 6:34 p.m.
City Attorney Celia Brewer titled the Ordinance.
ACTION: Motion by Council Member Packard, seconded by Council Member M. Schumacher,
to introduce Ordinance No. CS-326. Motion carried, 4/0/1 (Hall -Absent}.
ACTION: Motion by Council Member Packard, seconded by Council Member M. Schumacher,
to adopt Resolution No. 2017-206. Motion carried, 4/0/1 (Hall -Absent}.
Mayor Pro Tem Blackburn adjourned to the Special Meeting of the Carlsbad Municipal Water
District Board at 6:35 p.m.
Mayor Pro Tem Blackburn reconvened the Regular City Council Meeting at 6:36 p.m.
DEPARTMENTAL AND CITY MANAGER REPORTS:
This item was continued from the Regular Meeting of October 17, 2017.
7. CITY OF CARLSBAD HOMELESS RESPONSE PLAN -Adoption of Resolution No. 2017-207
authorizing staff to prepare a Request for Proposals and solicit responses for resources and/or
services to implement the Homeless Response Plan. (Staff contact: Debbie Fountain,
Community & Economic Development}
City Manager's Recommendation: Adopt the resolution.
Housing & Neighborhood Services Director Debbie Fountain, Police Captain Matt Magro and
Police Sergeant Bryan Hargett presented the staff report.
Gary Nessim spoke in favor of providing portable showers and restrooms for the homeless
population in the Carlsbad community.
Simon Angel also spoke in favor of providing portable facilities to the homeless population.
Council discussion ensued regarding their support for the effort staff has made in developing
the Response Plan.
Council Member C. Schumacher suggested that Council authorize staff to place portable
restrooms where they deem appropriate to address the immediate needs of the homeless
population in Carlsbad.
ACTION: Minute Motion by Council Member C. Schumacher, Second by Mayor Pro Tern
Blackburn to authorize staff to place portable restrooms where they deem necessary. Motion

8. CARLSBAD TRIBAL, CULTURAL & PALEONTOLOGICAL RESOURCES GUIDELINES -Receive a
presentation on the Carlsbad Tribal, Cultural and Paleontological Resources Guidelines.
Project No.: SS 16-06. {Staff Contact: Teri Delcamp, Community & Economic Development)
City Manager's Recommendation: Receive the presentation, hear public testimony and
provide Council comments regarding the guidelines.
Principal Planner Teri Delcamp presented the report and reviewed a PowerPoint presentation
{on file in the Office of the City Clerk).
Speaker in support of staff's recommendation: Al Cerda Jr. representing the San Luis Rey Band
of Mission Indians.
Council expressed their appreciation for staff's efforts in developing the Guidelines.
ACTION: Council received the report.
COUNCIL REPORTS AND COMMENTS:
Mayor Pro Tern Blackburn and Council Members reported on activities and meetings of some
committees and sub-committees of which they are members.
Mayor Pro Tern Blackburn made a minute motion, seconded by Council Member C. Schumacher
to direct the City Manager to return with a future agenda item for options to construct memorials
in honor of former Carlsbad Police Officers Wesley Fox and Billy Jack who lost their lives in the
line of duty. Motion carried, 4/0/1 {Hall -Absent)
