PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: None. PRESENTATION: None. CONSENT CALENDAR: ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Consent Calendar Item Nos. 1 through 5. Motion carried unanimously, 5/0. 1. REPORT ON CITY INVESTMENTS-Acceptance of report on City Investments as of October 31, 2017. (Staff contact: Nancy Sullivan, Administrative Services) 2. AMENDMENT TO LEASE AGREEMENT WITH SHOREHOUSE KITCHEN -Adoption of Resolution No. 2017-233 approving the first amendment to the Retail Lease Agreement with Shorehouse Kitchen Carlsbad, LLC to extend the opening date of Shorehouse Kitchen's Business from 120 days to 210 days after receiving building permits for the property located at 2833 State Street and authorizing the City Manager to ,execute the first amendment. AUTHORIZE BIDS FOR SEWER LIFT STATION GENERATOR REPLACEMENT -Adoption of Resolution No. 2017-234 approving the plans and specifications and authorizing the City Clerk to advertise for bids for the Generator Replacement Project, Project No. 3840. (Staff contact: David Hull, Public Works) 4. STRIPING PLAN MODIFICATION FOR THE AVENIDA ENCINAS VISTA/CARLSBAD INTERCEPTOR RELIEF SEWER -Adoption of Resolution No. 2017-235 approving the modification of the striping plans for the Vista/Carlsbad Interceptor Relief Sewer on Avenida Encinas, Project No. 3949. PURCHASE OF FURNITURE AND EQUIPMENT FOR PINE AVENUE PARK AND COMMUNITY CENTER -Adoption of Resolution No. 2017-236 authorizing the purchase of furniture and equipment from G/M Business Interiors in an amount not to exceed $172,668 for the Pine Avenue Park Community Center & Gardens Project, Project No. 4603. ORDINANCE AMENDING CMC 10.40.145 -TRAFFIC ENGINEER TO INDICATE LOCATIONS WHERE PARKING BEYOND MARKINGS OF SINGLE SPACE IS PROHIBITED -Adoption of Ordinance No. CS-328 amending section 10.40.145 of the Carlsbad Municipal Code. (Staff contact: Sheila Cobian, City Clerk Department) City Manager's Recommendation: Adopt the ordinance. Glen Bernard spoke in support of large vehicle parking. City Attorney Celia Brewer titled the Ordinance. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to adopt Ordinance No. CS-328. Motion carried unanimously, 5/0. PUBLIC COMMENT: Jose Corona thanked the City for installing the City of Carlsbad sign in the Village and requested a similar sign for the entrance to the Barrio. Mary Lucid invited Council to lunch at the Senior Center. Miceil/e Sampson spoke about the Cadencia Street project and traffic on her street. Clark followed up on his comments at the last meeting on the city's drug problem. He requested the recycle center and free food programs be taken away to help deter the homeless and drug use. Diane Nygaard, representing North County Advocates, spoke against the increased housing unit threshold from 20 units to 50 units and the lack of public trust. De'Ann Weimar, representing Friends of Aviara, expressed concerns relating to the increased housing unit threshold and going beyond the 600 foot public notice. PUBLIC HEARING: None. Mayor Hall adjourned to the Special Meeting of the Carlsbad Municipal Water District at 9:27 a.m. December 12, 2017 Carlsbad City Council Regular Meeting Page 3 DEPARTMENTAL AND CITY MANAGER REPORTS: 9. 2017 NORTH BEACH LIFEGUARDING AND LAW ENFORCEMENT PILOT PROGRAM REPORT - Receive the 2017 North Beach Lifeguarding and Law Enforcement Pilot Program Report. (Staff contact: Mike Davis, Fire Department) City Manager's Recommendation: Receive the report. Assistant to the City Manager Jason Haber and Division Chief Michael Calderwood gave a brief PowerPoint presentation (on file in the Office of the City Clerk). Kris Wright spoke in favor of providing lifeguard services on North Beach, to continue the program next year. Mayor Hall asked for an update on the conversation with the State Parks Department regarding the City's Letter of Intent. Parks & Recreation Director Chris Hazeltine responded that they were to have responded to our letter by October. The Letter of Intent response is still in Sacramento awaiting approval. ACTION: Council received the report. 10. ENERGY STORAGE SYSTEMS PRESENTATION -Receive an information presentation for City Council discussion regarding energy storage systems. (Staff contact: Jason Haber, City Manager Department) City Manager's Recommendation: Receive the presentation. Assistant to the City Manager Jason Haber gave a brief PowerPoint presentation (on file in the Office of the City Clerk). Mayor Hall requested that San Diego County Water Authority attend a future Council Meeting to do a presentation on the hydro project on San Vicente. He also asked for staff to produce an annual report showing all of the solar projects the city is involved in and what the outcomes, efficiencies and savings were along with comparisons with other cities. Jennifer Ramp, Dinah Willier and Warren Ruis, representing SDG&E, spoke about SDG&E's efforts to work with the City. Mayor Hall requested a report showing rooftop solar, city facilities on solar or hydro, electric cars, battery storage, etc. SDG&E stated they can provide this to the City. ACTION: Council received the presentation. December 12, 2017 Carlsbad City Council Regular Meeting Page 4 Public Comment: Glen Bernard requested that the Council develop a plan to underground utility wires sooner than 2053. He also asked Council to place an ordinance applicable to non-native trees and vegetation that do not block views. COUNCIL REPORTS AND COMMENTS: Mayor Pro Tern Blackburn and Council Members reported on activities and meetings of some committees and sub-committees of which they are members.
