Blackburn, M. Schumacher, C. Schumacher, M. Packard. INVOCATION: None. PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. APPROVAL OF MINUTES: None. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: No reportable action. PRESENTATION: None. CONSENT CALENDAR: None. WAIVER OF ORDINANCE TEXT READING: This is a motion to waive the reading ofthe text of all ordinances and resolutions at this meeting. ORDINANCES FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: 1. AMENDING CARLSBAD MUNICIPAL CODE CHAPTER 1.20 -Adopt Ordinance No. CS-329 repealing Chapter 1.20-City Council Procedure and replacing it with Chapter 1.20 Meetings. {Staff contact: Sheila Cobian, City Clerk Department) City Manager's Recommendation: Adopt the Ordinance. City Attorney Celia Brewer titled the Ordinance. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to adopt Ordinance No. CS-329 repealing Chapter 1.20 -City Council Procedure and replacing it with Chapter 1.20 -Meetings. Motion carried, 5/0. PUBLIC COMMENT: Mary Lucid spoke about safety at the Senior Center. PUBLIC HEARING: None. Mayor Hall adjourned to the Special Meeting of the Public Financing Authority at 9:04 a.m. January 16, 2018 Carlsbad City Council Regular Meeting Page 2 Mayor Hall reconvened the Regular City Council Meeting at 9:04 a.m. DEPARTMENTAL AND CITY MANAGER REPORTS: 3. NORTH BEACH LIFEGUARD SERVICE OPTIONS-Provide policy direction to guide the city's next steps regarding the provision of lifeguard services on North Beach. (Staff contact: Jason Haber, City Manager Department) City Manager's Recommendation: Receive the report and provide direction to staff. Assistant to the City Manager Jason Haber and Fire Chief Mike Davis presented a PowerPoint presentation (on file in the Office of the City Clerk). ACTION: Minute Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Policy Decision 1 to provide lifeguard services on North Beach. Motion carried unanimously, 5/0. ACTION: Minute Motion by Mayor Pro Tern Blackburn, seconded by Council Member C. Schumacher, to approve Service Option No. 3 -inhouse staff should perform services. Motion failed, 2/3 (Hall/M. Schumacher/Packard -No). ACTION: Motion by Council Member M. Schumacher, seconded by Council Member Packard to approve Service Option No. 4 and direct staff to pursue the interim in-house program with bid solicitation. Motion carried unanimously, 5/0. Council Member C. Schumacher asked to receive clarification from staff regarding revenue generating options, i.e. Jr. Lifeguard; cost and placement of lifeguard towers; and the future impact on Station No. 1. Mayor Hall requested a comparison of the north and south beaches. City Attorney Celia Brewer read the Council into Closed Session at 10:26 a.m. 4. CONFERENCE REGARDING EVALUATION OF APPOINTED PUBLIC EMPLOYEES -To discuss and consider the performance evaluation and annual contract negotiation of the City Manager and the City Attorney pursuant to Government Code sections 54956 and 54957.6. City Negotiators: Council Member Mark Packard and Council Member Michael Schumacher. (Staff contact: Celia Brewer, City Attorney) ACTION: No reportable action. COUNCIL REPORTS AND COMMENTS: None.
