APPROVAL OF MINUTES: Minutes of the Joint Special Meeting held December 5, 2017 Minutes of the Special Meeting held December 12, 2017 Minutes of the Special Meeting held January 9, 2018 Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve the minutes as presented. Motion carried unanimously, 5/0. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: No reportable action. PRESENTATION: None. CONSENT CALENDAR: ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Consent Calendar Item Nos. 3 through 5. Motion carried unanimously, 5/0. APPROVAL OF AGREEMENT FOR SCOPING AND SPACE PLANNING ANALYSIS SERVICES FOR A NEW CITY HALL -Adopt a resolution authorizing the execution of an agreement with MIG, Inc. to provide scoping and space planning analysis services for a new city hall in an amount not to exceed $278,105, Project No. 4008. {Staff contact: Curtis Jackson, City Manager Department) This item was pulled for discussion by Council Member C. AMENDMENT TO COUNCIL POLICY NO. 77 -Adopt a resolution amending Council Policy No. 77 regarding Sister City relationships involving the City of Carlsbad and approving funding for membership in Sister Cities International. SETTLEMENT OF WORKERS' COMPENSATION CLAIM: MICHAEL ROY -Adoption of Resolution No. 2018-009 authorizing the settlement of the Workers' Compensation claim of Michael Roy. {Staff contact: Donna Hernandez, Administrative Services} January 23, 2018 Carlsbad City Council Regular Meeting Page 2 4. SETTLEMENT OF WORKERS' COMPENSATION CLAIM: CARRIE ZAVALA -Adoption of Resolution No. 2018-010 authorizing the settlement of the Workers' Compensation claim of Carrie Zavala. FY2016 HOMELAND SECURITY GRANT PROGRAM -Adoption of Resolution No. 2018-011 accepting and appropriating funds through the FY2016 Homeland Security Grant Program and authorizing the Police Department to participate in an existing contract between the County of San Diego and Motorola Solutions, Inc. in an amount not to exceed $478,609. (Staff contact: Cindy Anderson, Police Department) CONSENT CALENDAR ITEMS PULLED FOR DISCUSSION: This item was pulled for discussion by Council Member C. Schumacher. 1. Schumacher's inquiry, Assistant City Manager Gary Barberio provided information regarding the scope and timeline of the project. ACTION: Motion by Council Member C. Schumacher, seconded by Council Member M. Schumacher, to approve Resolution No. 2018-007. Motion carried unanimously, 5/0. This item was pulled for discussion by Council Member C. Schumacher. 2. AMENDMENT TO COUNCIL POLICY NO. 77 -Adoption of Resolution No. 2018-008 amending Council Policy No. 77 regarding Sister City relationships involving the City of Carlsbad and approving funding for membership in Sister Cities International. ORDINANCES FOR ADOPTION: None. PUBLIC COMMENT: Ryan Janicki spoke about the importance of the Village H Trail to his family. Bob Knuuttila spoke about cannabinoids and elderly healthcare in Carlsbad. SECOND DWELLING UNIT CODE AMENDMENT (ZCA 2016-0001/LCPA 2016-0001) - Introduction of Ordinance No. CS-330 acknowledging receipt of the California Coastal Commission's Resolution of Certification including suggested modifications for LCPA 2016- 0001, and approving the associated suggested modifications to the Zoning Ordinance and Local Coastal Program. Case No.: ZCA 2016-0001/LCPA 2016-0001 (PUB16Y-0002). {Staff contact: Corey Funk, Community & Economic Development) City Manager's Recommendation: Take public input, close the public hearing and introduce the ordinance. Associate Planner Corey Funk presented the report and r,eviewed a PowerPoint presentation (on file in the Office of the City Clerk). Mayor Hall opened the duly noticed Public Hearing at 6:28 p.m. Seeing no speakers, Mayor Hall closed the duly noticed Public Hearing at 6:29 p.m. City Attorney Celia Brewer titled the Ordinance. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to introduce Ordinance No. CS-330. Motion carried unanimously, 5/0. 7. JEFFERSON LUXURY APARTMENTS -PROJECT NO. RP15-17/CDP 15-38 -Adoption of Resolution No. 2018-012 approving a Major Review Permit and Coastal Development Permit for the demolition of four, single-story office buildings and the construction of a four-story, 11-unit residential apartment building, including two (2) affordable housing units and a subterranean parking garage located at 3039 Jefferson Street in Land Use District 2 of the Village Review Zone, the Village Segment of the Local Coastal Program and within Local Facilities Management Zone 1. Case No.: RP 15-17/CDP 15-38 (Dev 15067). (Staff contact: Shannon Harker, Community & Economic Development) City Manager's Recommendation: Take public input, close the public hearing and adopt the resolution. CARLSBAD STUDENT LEADER ACADEMY UPDATE-Receive an update on the Carlsbad Student Leader Academy. (Staff contact: Courtney Pene, Community & Economic Development) City Manager's Recommendation: Receive the update. Interim Community & Economic Development Director Debbie Fountain and Management Analyst Courtney Pene presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). ACTION: Council received the update on the Carlsbad Student Leader Academy. 9. BEACH PRESERVATION COMMITTEE APPOINTMENT-Adoption of Resolution No. 2018-013 appointing one member to the Beach Preservation Committee. (Staff contact: Tammy McMinn, City Clerk Department) City Manager's Recommendation: Adopt the resolution. ACTION: Motion by Mayor Hall, seconded by Mayor Pro Tern Blackburn to adopt Resolution No. 2018-013 appointing Kathleen Steindlberger to the Beach Preservation Committee. Motion carried -4/1 (C.
