CONSENT CALENDAR:
ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to
approve Consent Calendar Item Nos. 1 and 2. Motion carried unanimously, 5/0.
1. REPORT ON CITY INVESTMENTS -Acceptance of report on City Investments as of December
31, 2017. (Staff contact: Nancy Sullivan, Administrative Services)
2. NORTH COUNTY REGIONAL BRIDGE HOUSING SYSTEM Adoption of Resolution No. 2018-
021 authorizing the appropriation and expenditure of $25,000 in Housing Trust Funds to
support the North County Regional Bridge Housing System in providing assistance to the
homeless community. (Staff contact: Courtney Pene, Community & Economic Development)

PUBLIC COMMENT:
Laurie Boone gave a report on her positive experiences at the Crossings and Batiquitos Lagoon.
Patrick Gravitt expressed concerns about the car meetup group at the new Von's shopping center.
Debra Simpson requested that the Village H trail area permit dogs to be off-leash.

3. COUNTY OF SAN DIEGO'S PROPOSED MASTER PLAN UPDATE AND DRAFT ENVIRONMENTAL
IMPACT REPORT FOR MCCLELLAN-PALOMAR AIRPORT -View County of San Diego
presentation regarding its proposed master plan update for McClellan-Palomar Airport and
the accompanying draft environmental impact report; and receive a presentation from the
law firm of Kaplan Kirsch Rockwell regarding the City of Carlsbad's authority related to the
County's proposed master plan. (Staff contact: Celia Brewer, City Attorney's Office)
City Manager's Recommendation: Receive the presentations.
Assistant to the City Manager Jason Haber introduced the narrated video produced by the
county which provided an overview of their proposed master plan update.
City Attorney Celia Brewer introduced the city's outside counsel Peter Kirsch and Sarah
Rockwell from Kaplan Kirsch Rockwell who presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk). Outside counsel provided an overview of
airport law and the city's regulatory authority as it relates to the airport. They also discussed
the implications of Carlsbad Municipal Code Section 21.53.015 and Conditional Use Permit
172 in detail and discussed some of the opportunities available to the city to influence airport
improvements and operations on behalf of the residents.
Michael Schertzer group representative on behalf of Frank Sung and Kim Bryant, spoke about
the airport master plan.
Shirley Anderson spoke about traffic studies and the right to vote.
Vickey Syage spoke about the importance of having the right to vote.
Suzie Thorley group representative on behalf of Dee Forsbees and Janell Cannon, expressed
her concerns with accommodating one airline.
Raymond Bender group representative on behalf of Elizabeth Banks and Barbara Campbell,
spoke about the different concerns he listed in a letter to the council.
Graham Thorley spoke about the noise complaints statistics in San Diego County regarding
the airport.
Vincent Nelson played an audio tape from Bill Horn.
Hope Nelson compared John Wayne Airport and Palomar McClellan Airport.
Simon Angel requested that the citizens of Carlsbad be given a vote.
Kristine Wright group representative on behalf of Bob Derderian and A. Reysberger, spoke
about the impact that the expansion will have on the citizens' quality of life.

Sigrid Tehrani questioned why airplanes are landing in an airport that is not designed for
them.
Noel Breen requested that the people be allowed a vote.
Bruce Macklin expressed his concern with the noise from the airport.
Robin Gartman spoke about her support for the airport expansion.
Carole White spoke about the convenience of being able to use Palomar Airport.
Council requested that staff return at a future meeting with the feasibility and costs of
conducting an advisory election.
Council Member C. Schumacher made a motion that a Council Ad Hoc Committee be formed
to work with staff on preparing the comment letter that will be submitted to the County.
Motion failed due to lack of a second.
ACTION: Council received the presentations.

Mayor and Council Members reported on activities and meetings of some committees and sub-
committees of which they are members.
