ANNOUNCEMENT OF CONCURRENT MEETINGS: Mayor Hall announced that the Council will
be serving as the Community Development Commission for Public Hearing Item No. 4.

INVOCATION: None.
PLEDGE OF ALLEGIANCE: Mayor Pro Tern K. Blackburn led the Pledge of Allegiance.
APPROVAL OF MINUTES:
Minutes of the Regular Meeting held February 13, 2018.
Minutes of the Special Meeting held February 27, 2018.
Motion by Mayor Pro Tern K. Blackburn, seconded by Council Member M. Schumacher, to
approve the minutes as presented. Motion carried unanimously, 5/0.
PRESENTATION:
Proclamation in recognition of Earth Month
Council Member C. Schumacher presented the proclamation to Environmental Manager James
Wood. Mr. Woods invited the community to join one of the cleanup efforts as celebration of
Earth Month.
Presentation in recognition of Carlsbad Fire Department Foundation for Chemical
Decontamination Chambers
Mayor Hall presented the certificate to Chairman of the Carlsbad Fire Department Foundation
Pat Mccready and Fire Chief Mike Davis. Mr. Mccready and Fire Chief Davis thanked the Council
and staff for their assistance.
PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: None.
PUBLIC COMMENT:
Simone Maclellan spoke in support of gun violence prevention.

Hannah Williams provided her speech that was held at a previously given town hall meeting in
support of gun violence prevention.
Glenn Bernard expressed his views on generous people.
Megan Chavez provided statistics on gun violence and expressed her support in taking action
towards gun violence prevention.
Cindi Clemon expressed her support for gun safety and provided a copy of the CSBA Sample School
Safety Resolution.

5. MCCLELLAN-PALOMAR AIRPORT DISCUSSION -Discuss City Council goals and objectives
concerning McClellan-Palomar Airport and the County of San Diego's Airport Master Plan
Update, and direct staff on implementation of next steps. (Staff contact: Jason Haber, City
Manager)
City Manager's Recommendation: Discuss and provide direction to staff.
Assistant to the City Manager Jason Haber presented the report.
Peter Kirsch from Kaplan Kirsch Rockwell guided the discussion and assisted in identifying
Council goals and objectives related to the airport and clarified some options for next steps
in pursuing those goals and objectives.
Group representative Hope Nelson, on behalf of Rich Numrich and Vincent Nelson, spoke
regarding the comment letter.
Shirley Anderson expressed her support to have an open conversation and support private
pilots and planes.
Group representative Ray Bender, on behalf of Frank Sung and Vickey Syage, expressed his
support in keeping the airport as is and opposed the expansion.
Group representative Kristine Wright, on behalf of Patricia Amador and Rich Breyer, expressed
her opposition for an advisory vote.
Sue Loftin expressed her opposition for an advisory vote and stated that it would be a waste
of taxpayer's dollars.
Deb Beddoe in support of the expansion as it benefits the business community.
Noel Breen spoke in favor of holding a workshop to obtain a better work product.
Stacy King spoke in favor of the Palomar Airport remaining a 82 airport.

Josh Mazur spoke in support of the master plan and expansion.
Michael Schertzer expressed his thoughts on the Council having the ability to decide.
Stephanie Jackels spoke on behalf of Vista residents and their concerns of the airport
expansion.
Motion by Mayor Pro Tern K. Blackburn, seconded by Council Member M. Schumacher, to
authorize the City Manager to enter into discussions with the County over terms acceptable
to the Council related to the possible runway extension and to initiate stakeholder dialogue
for additional input into the operations of the airport. Based on the results of these
discussions, the City Manager is directed to return with an action plan which addresses this
Council's objectives, less AB3119. Motion carried, 5/0.
Motion by Council Member M. Schumacher, seconded by Council Member Packard, to have
staff draft a letter of opposition for AB 3119 and bring back as an item for a future agenda.

CONSENT CALENDAR:
Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve
Consent Calendar Item Nos. 1 and 2. Motion carried unanimously, 5/0.
1. POST-RETIREMENT HEALTHCARE TRUST -Adoption of Resolution No. 2018-048 approving
mandatory employee contributions to the Post-Retirement Healthcare Trust (TRUST) for
Carlsbad Firefighters' Association, Inc. (CFA) employees promoted to fire safety management
and approving City contributions to the trust for CFA employees promoted to fire safety
management. (Staff contact: Donna Hernandez, Administrative Services)
2. ROAD MAINTENANCE AND REHABILITATION ACCOUNT FUNDS -Adoption of Resolution No.
2018-049 authorizing the programming of Road Maintenance and Rehabilitation Account
funds to the Pavement Management Program and Concrete Repair Program, Project Nos.
6001 and 6013. (Staff contact: Jonathon Schauble, Public Works)

PUBLIC HEARING:
3. PUBLIC COMMENT ON 2018-2019 COMMUNITY DEVELOPMENT BLOCK GRANT FUNDING
RECOMMENDATIONS -Acceptance of comments on the housing and community
development needs of lower income households within the City of Carlsbad and the
proposals submitted for funding under the 2018-2019 CDBG Program. (Staff contact:
Courtney Pene, Community & Economic Development)

City Manager's Recommendation: Take public input and close the public hearing.
Management Analyst Courtney Pene presented the report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
Mayor Hall opened the duly noticed Public Hearing at 8:03 p.m.
Socorro Anderson spoke in support of Showers of Blessings and provided a handout (on file in
the Office of the City Clerk) and background information regarding the organization.
Mary Baker spoke about the clinics, ran by students, that provide free care to uninsured or
underinsured individuals.
Mayor Hall closed the duly noticed Public Hearing at 8:09 p.m.
Council accepted comments.
4. FISCAL YEAR 2018 PUBLIC HOUSING AGENCY ANNUAL PLAN AND REVISED ADMINISTRATIVE
PLAN -Adoption of Community Development Commission Resolution No. 540 authorizing
the execution of the Public Housing Agency (PHA) Certifications of Compliance with the PHA
Plans and related regulations and approving the Annual PHA Plan for Fiscal Year 2018 and the
Administrative Plan for the Section 8 Housing Choice Voucher Program for submission to the
U.S. Department of Housing and Urban Development (HUD). (Staff contact: Bobbi Nunn,
Community & Economic Development)
City Manager's Recommendation: Take public input, close the public hearing and adopt the
resolution.
Senior Program Manager Bobbi Nunn presented the report and reviewed a PowerPoint
presentation (on file in the Office ofthe City Clerk).

Motion by Mayor Pro Tern K. Blackburn, seconded by Council Member M. Schumacher, to
adopt Resolution No. 540. Motion carried unanimously, 5/0.
