Blackburn, M. Schumacher, C. Schumacher, M. Packard. INVOCATION: None. PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. APPROVAL OF MINUTES: None. PRESENTATION: None. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: None. PUBLIC COMMENT: Phil Armstrong, Architect with Lightfoot Planning Group, spoke about Parks Month and the Park Challenge. Graham Thorley expressed concerns relating to the motion made by Mayor Pro Tem Blackburn on April 10, 2018. CONSENT CALENDAR: 1. AGREEMENT WITH MASTER CONCEPTS, LLC DBA MASTER SPORTS -Adoption of Resolution No. 2018-051 authorizing execution of an agreement for youth basketball program administration with Master Concepts, LLC DBA Master Sports, in an amount not to exceed a total of $364,000 for the initial two-year term. (Staff contact: Mike Pacheco, Parks & Recreation) Recreation Services Manager Mike Pacheco and Recreation Area Manager Kevin Granse reviewed a PowerPoint presentation (on file in the Office of the City Clerk). ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Resolution No. 2018-051 authorizing execution of an agreement for youth basketball program administration with Master Concepts, LLC DBA Master Sports. Motion carried unanimously, 5/0. ORDINANCES FOR INTRODUCTION: None. April 17, 2018 Carlsbad City Council Regular Meeting ORDINANCES FOR ADOPTION: None. PUBLIC HEARING: None. DEPARTMENTAL AND CITY MANAGER REPORTS: Page 2 2. 2018 CITY COUNCIL GOALS -Adoption of Resolution No. 2018-052 affirming the 2018 City Council Goals and direct City staff to develop a proposed fiscal year 2018-19 City Council Goals Work Plan. (Staff contact: Jason Haber, City Manager Department) Assistant to the City Manager Jason Haber gave a brief presentation (on file in the Office of the City Clerk). Jean Camp with the Ponto Beach/rant Development Review Committee gave a brief PowerPoint presentation regarding enhancing Carlsbad's coastline strategies and goals. Mayor Hall asked staff to respond to the presenter regarding the Southwest Quadrant, open space and parks. Community & Economic Development Director Debbie Fountain and Parks & Recreation Director Chris Hazeltine responded that staff will report back to Council. Council Member C. Schumacher commented that AB 805, the SANDAG Reorganization Bill, will be benefitting the Railroad Trenching Goal. City Manager's Recommendation: Adopt the resolution. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to adopt Resolution No. 2018-052 affirming the 2018 City Council Goals and direct City staff to develop a proposed fiscal year 2018-19 City Council Goals Work Plan. Motion carried unanimously, 5/0 (M. Hall recused himself from Goals 3 and 5). 3. AB 3119-SAN DIEGO UNIFIED PORT CONSOLIDATION ACT-Authorize the Mayor to execute a letter of opposition to AB 3119 -the San Diego Unified Port Consolidation Act (Gonzalez Fletcher). (Staff contact: Jason Haber, City Manager Department) City Manager's Recommendation: Authorize the Mayor to execute a letter of opposition to AB 3119. Hope Nelson from Citizens for a Friendly Airport spoke regarding the airport and motion to oppose AB 3119. ACTION: Motion by Council Member M. Schumacher, seconded by Mayor Pro Tern Blackburn, to authorize the Mayor to execute a letter of opposition to AB 3119. Motion carried, 4/1 (C. Schumacher-No). April 17, 2018 Carlsbad City Council Regular Meeting Page 3 COUNCIL REPORTS AND COMMENTS: Mayor Hall and Council Members reported on activities and meetings of some committees and sub-committees of which they are members. MINUTE MOTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher to add Sanctuary Cities with a report and staff recommendations to a future agenda.
