Blackburn, M. Schumacher, C. Schumacher, M. Packard. INVOCATION: None. PLEDGE OF ALLEGIANCE: Council Member Packard led the Pledge of Allegiance. APPROVAL OF MINUTES: None. PRESENTATIONS: None. PUBLIC COMMENT: There were no speakers at this time. CONSENT CALENDAR: ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Consent Calendar Item No. 1. Motion carried unanimously, 5/0. 1. APPROVAL OF AMENDMENT TO AGREEMENT WITH FOUNTAINHEAD DESIGN, INC. -Adopt Resolution No. 2018-069 authorizing Amendment No. 1 to the agreement with Fountainhead Design, Inc. to add $23,389 for a total agreement amount not to exceed $117,389 for the completion of public artwork at Pine Avenue Community Park, Project No. 4603. (Staff contact: Richard Schultz, Library & Cultural Arts) ORDINANCES FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: 2. AMENDMENT TO CARLSBAD MUNICIPAL CODE SECTION 10.40.080 -ANGLE PARKING ON BEECH AVENUE -Adoption of Ordinance No. CS-331 amending Carlsbad Municipal Code Section 10.40.080 to establish angle parking on Beech Avenue. (Staff contact: Sheila Cobian, City Clerk Department) City Manager's Recommendation: Adopt Ordinance No. CS-331. City Attorney Celia Brewer titled the ordinance. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to adopt Ordinance No. CS-331. Motion carried unanimously, 5/0. May 15, 2018 Carlsbad City Council Regular Meeting Page 2 PUBLIC HEARING: None. DEPARTMENTAL AND CITY MANAGER REPORTS: 3. FISCAL YEAR 2018-19 CITY COUNCIL GOALS WORK PLAN -Adopt Resolution No. 2018-070 approving the Fiscal Year 2018-19 City Council Goals Work Plan. (Staff contact: Jason Haber, City Manager Department) City Manager's Recommendation: Adopt the resolution. Assistant to the City Manager Jason Haber presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Goal Work Plan Part II. Motion carried, 4/0/1 (M. Hall -Absent due to a possible conflict of interest). ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Packard, to adopt Resolution No. 2018-070. Motion carried unanimously, 5/0. 4. POLICE RANGER PROGRAM UPDATE -Receive an update on the Police Ranger Program and adopt Resolution No. 2018-071 to continue the Police Ranger Program. (Staff contact: Cindy Anderson, Police Department) City Manager's Recommendation: Receive the update and adopt the resolution. Police Captain Mickey Williams presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Deborah Mossa of the Batiquitos Lagoon Foundation expressed her appreciation for the Rangers and their assistance in keeping dogs on leashes. Fred Sandquist with the Batiquitos Lagoon Foundation recommended approval of the item. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Resolution No. 2018-071. Motion carried unanimously, 5/0. PUBLIC COMMENT: Continuation of the Public Comments. Geoff Less spoke in support of an off-leash recreation area in Village H. May 15, 2018 Carlsbad City Council Regular Meeting Page 3 COUNCIL REPORTS AND COMMENTS: Mayor Pro Tern Blackburn and Council Members reported on activities and meetings of some committees and sub-committees of which they are members.
