Hatt, K. Blackburn, M. Schumacher, C. Schumacher, M. Packard. INVOCATION: None. PLEDGE OF ALLEGIANCE: Council Member Blackburn led the Pledge of Allegiance. APPROVAL OF MINUTES: Minutes of the Regular Meeting held April 17, 2018. Minutes of the Special Meeting held April 26, 2018-M. Hall abstained due to absence from this meeting. Minutes of the Regular Meeting held May 15, 2018. ACTION: Motion by Mayor Pro Tern K. Blackburn, seconded by Council Member M. Schumacher, to approve the minutes of the April 17 and May 15 meetings as presented. Motion carried, 5/0. PRESENTATIONS: Proclamation in recognition of Public Works Week Mayor Hall presented the proclamation to Public Works Director Elaine Lukey proclaiming May 20 through May 26, 2018 as National Public Works Week. Presentation in recognition of a donation from the Carlsbad Library and Arts Foundation Mayor Hall introduced Library & Cultural Arts Director Heather Pizzuto and Carlsbad Library & Arts Foundation President Gita Nassiri. A donation for $124,530 was presented to the City. PUBLIC COMMENT: Mary Lucid asked Council for funding for a full-time assistant for the Senior Center. Glenn Bernard spoke about an article regarding policy makers in Sacramento from the Union Tribune. Isiah Titus spoke about Mira Costa Rugby. Julie Adjour thanked Public Works for work on the corner of Oak and Madison. Julie Peebles Peterson with Ron pas spoke regarding the budget for the Monroe Street Pool. May 22, 2018 Carlsbad City Council Regular Meeting Gil Alvarado spoke about creating a South Village in the Barrio. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: None. CONSENT CALENDAR: Page 2 ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Consent Calendar Item Nos. 1 through 8. Motion carried unanimously, 5/0. 1. MEMORANDUM OF UNDERSTANDING TO IMPLEMENT INNOVATE 78 INITIATIVE -Adoption of Resolution No. 2018-072 authorizing the City Manager to approve a Memorandum of Understanding among the Cities of Carlsbad, Escondido, Oceanside, San Marcos and Vista for the purposes of continuing to implement the Innovate 78 Economic Development Initiative in an amount not to exceed $38,000. DONATION FROM CARLSBAD LIBRARY AND ARTS FOUNDATION -Adoption of Resolution No. 2018-073 authorizing the acceptance of a donation from the Carlsbad Library and Arts Foundation in the amount of $124,530. ADVERTISE FOR BIDS FOR 2018 PAVEMENT OVERLAY, PROJECT NO. 6001-18OL-Adoption of Resolution No. 2018-074 approving the plans and specifications and authorizing the City Clerk to advertise for bids for the 2018 Pavement Overlay. (Staff contact: Emad Elias, Public Works) 4. ADVERTISE FOR BIDS FOR PALOMAR AIRPORT ROAD WIDENING, PROJECT NOS. 6043 AND 6044 Adoption of Resolution No. 2018-075 approving the plans and specifications and authorizing the City Clerk to advertise for bids for the Palomar Airport Road widening at Paseo Del Norte and approving an additional appropriation of Transnet Local Funds in the amount of $388,000. (Staff contact: Daniel Zimny, Public Works) 5. AMENDMENTS TO AGREEMENTS WITH ARCADIS U.S., INC. AND BROWN AND CALDWELL, INC. Adoption of Resolution No. 2018-076 authorizing execution of Amendment No. 4 to the professional services agreement with Arcadis U.S., Inc. for construction management and inspection services, and the execution of Amendment No. 13 to the professional services agreement with Brown and Caldwell, Inc. for design engineering and construction support services, all for the Agua Hedionda Sewer Lift Station and Vista Carlsbad Interceptor Sewer, Reaches VCllB -VC15, Project Nos. 3492, 3886, and 3949. CONSTRUCTION OF FOXES LANDING LIFT STATION REPLACEMENT, PROJECT NO. 5526 - Adoption of Resolution No. 2018-077 authorizing the appropriation of additional funds in the amount of $567,000 for the Foxes Landing Lift Station Replacement and increasing the construction contingency for the project by $526,000. FOR PREPARATION OF SUSTAINABLE MOBILITY PLAN Adoption of Resolution No. 2018-078 authorizing execution of a professional services agreement with Chen Ryan Associates, Inc. for an amount not to exceed $365,000 for the preparation of the Sustainable Mobility Plan. ADVERTISE FOR BIDS FOR RECYCLED WATER PHASE Ill INSTALLATION, PROJECT NO. 5205-B- Adoption of CMWD Resolution No. 1593 approving plans and specifications and authorizing the Secretary to the Board to advertise and receive bids for the Recycled Water Phase Ill Installation of recycled water services. (Staff contact: Cathy Nhothsavath, Public Works) ORDINANCES FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: None. PUBLIC HEARING: None. DEPARTMENTAL AND CITY MANAGER REPORTS: 9. APPROVAL OF FISCAL YEAR 2018-19 ADMINISTRATIVE BUDGET FOR HOMELESS RESPONSE PLAN -Adoption of Resolution No. 2018-079 approving the Fiscal Year 2018-19 Administrative Budget for the Homeless Response Plan in the amount of $452,000, and authorizing the City Manager or designee to execute a professional services agreement with Interfaith Community Services to provide for licensed professional social worker services for the homeless residents of Carlsbad. (Staff contact: Marie Jones-Kirk, Community & Economic Development) City Manager's Recommendation: Adopt the Resolution. Program Manager Marie Jones-Kirk and Police Sgt. Bryan Hargett presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Greg Anglea with Interfaith Community Services thanked Council for implementing an outstanding program. Holly Nelson with Interfaith Community Services shared an outreach opportunity that she experienced. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Resolution No. 2018-079. Motion carried unanimously, 5/0. 10. FISCAL YEAR 2018-19 PRELIMINARY OPERATING BUDGET PRESENTATION -Accept the report and set the Public Hearing for June 12, 2018. (Staff contact: Helga Stover, Administrative Services) May 22, 2018 Carlsbad City Council Regular Meeting Page 4 City Manager's Recommendation: Accept the report and by minute motion set the Public Hearing for June 12, 2018. Chief Operations Officer Scott Chadwick gave an overview of the upcoming presentation and introduced Administrative Services Director Chuck McBride and Finance Manager Helga Stover to present the report and review a PowerPoint presentation (on file in the Office of the City Clerk). ACTION: Minute Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to receive the report and set the Public Hearing for June 12, 2018. Motion carried unanimously, 5/0. 11. PRESENTATION OF DRAFT ARTS AND CULTURE MASTER PLAN -Receive a presentation on the current draft of the Arts & Culture Master Plan in order to inform and provide opportunities for the City Council to comment on the proposed plan. (Staff contact: Richard Schultz, Library & Cultural Arts) City Manager's Recommendation: Receive the presentation and provide comments. Cultural Arts Manager Richard Schultz and Library & Cultural Arts Director Heather Pizzuto presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). ACTION: Council received the report. 12. APPROVAL OF CITY OF CARLSBAD EMERGENCY OPERATIONS PLAN -Adoption of Resolution No. 2018-080 approving the City of Carlsbad Emergency Operations Plan. (Staff contact: David Harrison, Fire Department) City Manager's Recommendation: Adopt the Resolution. Emergency Preparedness Coordinator David Harrison, Fire Chief Mike Davis and retired Police Lieutenant Don Rawson presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Resolution No. 2018-080. Motion carried unanimously, 5/0. This item was taken out of order by Mayor Hall. 15. PLANNING COMMISSION APPOINTMENT-Adoption of Resolution No. 2018-084 appointing Linda Geidner to the Planning Commission. (Staff contact: Tammy McMinn, City Clerk Services Department) City Manager's Recommendation: Adopt the Resolution. Schumacher, seconded by Mayor Pro Tern Blackburn, to approve Resolution No. 2018-083 appointing Linda Geidner to the Planning Commission. Motion carried unanimously, 5/0. 13. PARKS & RECREATION COMMISSION APPOINTMENT-Adoption of Resolution No. 2018-081 appointing Amy Livingston to the Parks & Recreation Commission. (Staff contact: Tammy McMinn, City Clerk Services Department) City Manager's Recommendation: Adopt the Resolution. ACTION: Motion by Mayor Hall, seconded by Mayor Pro Tern Blackburn, to approve Resolution No. 2018-081. Motion carried unanimously, 5/0. 14. HISTORIC PRESERVATION COMMISSION APPOINTMENTS-Adoption of Resolution No. 2018- 082 appointing Sam Souri to the Historic Preservation Commission. (Staff contact: Tammy McMinn, City Clerk Services Department) City Manager's Recommendation: Adopt the Resolutions. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Resolution No. 2018-082 appointing Sam Souri to the Historic Preservation Commission. Motion carried unanimously, 5/0. Due to lack of applicants, Mayor Hall requested that staff advertise for more applicants for the other vacant position. COUNCIL REPORTS AND COMMENTS: Mayor Pro Tern Blackburn and Council Members reported on activities and meetings of some committees and sub-committees of which they are members.
