Hall, K. Blackburn, M. Schumacher, C. Schumacher, M. Packard. ANNOUNCEMENT OF CONCURRENT MEETINGS: None. PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. INVOCATION: None. APPROVAL OF MINUTES: Minutes of the Special Meeting held September 11, 2018 Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve the minutes as presented. Motion carried unanimously, 5/0. PRESENTATIONS: None. PUBLIC COMMENT: Fred Sandquist of the Batiquitos Lagoon Foundation updated Council on the progress of Batiquitos Trail. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: None. CONSENT CALENDAR: None. DEPARTMENTAL AND CITY MANAGER REPORTS: The Mayor suggested and Council concurred to hear Item No. 2 at this time. 2. PRESENTATION FROM SAN DIEGO ASSOCIATION OF GOVERNMENTS (SAN DAG) BOARD CHAIR Receive a presentation from SANDAG Board Chair Terry Sinnott regarding recent regional accomplishments and an update on the SANDAG Executive Director recruitment. (Staff contact: Jason Haber, City Manager Department) City Manager's Recommendation: Receive the presentation. Assistant to the City Manager Jason Haber introduced Terry Sinnott from SANDAG. Mr. Sinnott reviewed a PowerPoint presentation (on file in the Office of the City Clerk) and gave an update on the recent regional accomplishments. September 18, 2018 Carlsbad City Council Regular Meeting Page 2 Fred Sandquist, with the Batiquitos Lagoon Foundation, stated that he is looking forward to working with SAN DAG and the City to improve the health of the lagoon. ACTION: Council received the presentation. ORDINANCE FOR INTRODUCTION: 1. COMPENSATION OF THE MEMBERS OF THE CITY COUNCIL -Introduction of Ordinance No. CS-340 amending Carlsbad Municipal Code Chapter 2.04, Section 2.04.010 regarding City Council compensation; and, Consider directing that the Ordinance be placed on a special or general ballot for approval by the electors. {Staff contact: Celia Brewer, City Attorney) Municipal Code Subcommittee Recommendation: Introduce the Ordinance and direct the Ordinance to be placed on a special or general ballot for approval by the electors. Jay Varon stated that he respects the stance that Council is taking. Kasey Cinciarelli stated the City needs highly informed officials and they should be paid a livable wage. City Attorney Celia Brewer titled the Ordinance. ACTION: Motion by Council Member Packard, seconded by Council Member C. Schumacher, to introduce Ordinance No. CS-340. Motion carried unanimously, 5/0. ACTION: Minute Motion by Council Member Packard, seconded by Council Member M. Schumacher, for staff to research costs of adding the item to a Special Election, and if not economical to place the item on the 2020 General Ballot. Motion carried unanimously, 5/0. ORDINANCES FOR ADOPTION: None. PUBLIC HEARINGS: None. DEPARTMENTAL AND CITY MANAGER REPORTS: Item No. 2 was heard at the beginning of the meeting. 3. CLIMATE ACTION PLAN ANNUAL REPORT -Receive the Climate Action Plan Report for Reporting Year 2, Fiscal Year 2017-18. (Staff contact: Michael Grim, Public Works) City Manager's Recommendation: Receive the Report. Environmental Manager James Wood introduced Senior Program Manager Mike Grim. Sr. Program Manager Grim reviewed a PowerPoint presentation (on file in the Office of the City Clerk) and gave an update on the Climate Action Plan. September 18, 2018 Carlsbad City Council Regular Meeting Page 3 Glenna Citron spoke in support of the residential ordinance for solar to be brought back. Michael McMahon, on behalf of the Sierra Club My Generation Team, spoke in support of residential and commercial solar. Fred Sandquist, of the Batiquitos Lagoon Foundation, spoke in favor of keeping the solar ordinance. Diane Nygaard, on behalf of Preserve Calavera, stated that the City needs to do more regarding requiring solar. ACTION: Council received the report. 4. AUTHORIZATION TO UPDATE THE CARLSBAD COMMUNITY FOREST MANAGEMENT PLAN - Adoption of Resolution No. 2018-168 authorizing staff to update the Carlsbad Community Forest Management Plan, in response to the General Plan Lawsuit Settlement Agreement. (Staff contact: Kyle Lancaster, Parks & Recreation) City Manager's Recommendation: Adopt the Resolution. Parks & Recreation Director Chris Hazeltine and Parks Service Manager Kyle Lancaster reviewed a PowerPoint presentation (on file in the Office of the City Clerk) and gave an update on the Forest Management Plan. Howard Krausz, representing North County Advocates, expressed concerns relating to the timing of the update. Diane Nygaard, representing Preserve Calavera, spoke in favor of taking better care of the heritage trees and planting new trees. ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to adopt Resolution No. 2018-168. Motion carried unanimously, 5/0. COUNCIL REPORTS AND COMMENTS: Mayor Hall and Council Members reported on activities and meetings of some committees and sub-committees of which they are members. CITY MANAGER COMMENTS: None. CITY ATTORNEY COMMENTS: None. CITY CLERK COMMENTS: None.
