Hall, K. Blackburn, M. Schumacher, C. Schumacher, M. Packard. ANNOUNCEMENT OF CONCURRENT MEETINGS: None. PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. INVOCATION: None. APPROVAL OF MINUTES: Minutes of the Regular Meeting held September 18, 2018 Minutes of the Special Meeting held October 16, 2018 Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve the minutes as presented. Motion carried unanimously, 5/0. PRESENTATIONS: Proclamations in recognition of Red Ribbon Week Council Member M. Schumacher read the proclamation and introduced Carlsbad Unified School District Student Service Specialist Rosemary Eshelman. Ms. Eshelman expressed her appreciation for Council's supporting Red Ribbon Week and presented the Proclamations to representatives of each school. Presentation on Memorial Signs for Fallen Officers Police Chief Neil Gallucci gave a brief background relating to Officers Billy Jack and Wesley Fox and the memorials that will be placed at intersections in their honor. PUBLIC COMMENT: Jean Camp expressed concerns relating to preserving open space in the Ponto area. Janine Keith, representing the San Diego Collie Club, requested assistance in securing MaGee Park for a dog show. Bill Jensen, representing the Rotary Club, and General Art Bartel of the Army Navy Academy, invited Council to the annual Veterans Day Parade on Sunday, November 11, 2018. Chas Wick expressed concerns that the City has not held a meeting to discuss open space calculations. Schumacher for their action at the October 23, 2018 Council Meeting relating to the McClellan Palomar Airport. Mary Lucid requested additional services and programs be offered at the Senior Center. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: None. CONSENT CALENDAR: ACTION: Motion by Mayor Pro Tern Blackburn, seconded by Council Member M. Schumacher, to approve Consent Calendar Item Nos. 1 through 5. Motion carried unanimously, 5/0. 1. REPORT ON CITY INVESTMENTS-Acceptance of report on City Investments as of September 30, 2018. (Staff contact: Nancy Sullivan, Administrative Services) 2. AGREEMENT WITH CDW GOVERNMENT LLC -Adoption of Resolution No. 2018-184 authorizing the City Manager to execute an agreement with CDW Government LLC, to provide implementation services for Servicenow's hardware asset management, and configuration management database applications and Servicenow Discovery, in an amount not to exceed $140,392. (Staff contact: Ruthann Pearlman, Information Technology) 3. AGREEMENTS WITH CORE BUSINESS TECHNOLOGIES -Adoption of Resolution No. 2018-185 authorizing the City Manager to exec_ute two agreements with Core Business Technologies to provide implementation services for an upgrade to the Core Cashiering System and provide hosting services, in a total amount not to exceed $566,060 for a five-year period. AGREEMENT WITH SUMTOTAL SYSTEMS LLC -Adoption of Resolution No. 2018-186 authorizing the City Manager to execute an agreement with SumTotal Systems LLC to provide implementation services for an upgrade to the City's time and attendance system in an amount not to exceed $286,840 for a three-year period. (Staff Contact: Doug Kappel, Information Technology) 5. AGREEMENT WITH CANNON PACIFIC SERVICES, INC. DBA PACIFIC SWEEPING -Adoption of Resolution No. 2018-187 authorizing execution of an agreement with Cannon Pacific Services, Inc., dba Pacific Sweeping, to provide citywide street sweeping services for an amount not to exceed $1,001,136. (Staff Contact: Michael O'Brien, Public Works) ORDINANCES FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: None. PUBLIC HEARINGS: None. October 30, 2018 Carlsbad City Council Regular Meeting Page 3 DEPARTMENTAL AND CITY MANAGER REPORTS: 6. PARK PLANNING UPDATE ON THE BUENA VISTA RESERVOIR SITE -Receive a park planning update on the Buena Vista Reservoir site, and direct staff to continue supporting Lennar Homes' pursuit of the park project, consistent with the terms of the Settlement and Community Benefit Agreements. (Staff contact: Kyle Lancaster, Parks & Recreation) City Manager's Recommendation: Receive the report and provide direction to staff. Parks & Recreation Director Chris Hazeltine and Park Services Manager Kyle Lancaster presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk) Council Member C. Schumacher confirmed with staff that restrooms could be added to the park at a later date should the City wish to construct them. Traci Gordon spoke in favor of adding a skate park area to the park site. Cameron Wetzler also spoke in support of adding a skate park area to the site. Josh Baroni suggested that the park site include a skate park area. Ian McDaniel spoke in support of adding a skate park area to the site. Jessie Donahue asked for inclusion of a skate park area in the proposed park. Mary Ann Viney expressed her appreciation for construction of the park. ACTION: Council received the presentation. 7. LOCAL MUNICIPAL AUTHORITY, CONTROL AND REVENUE -Consider taking action related to a 2018 League of California Cities Annual Conference Resolution, which calls upon the League to respond to increasing vulnerabilities to local municipal authority, control and revenue and to explore the preparation of a ballot measure and/or constitutional amendment that would strengthen local democracy and authority. (Staff contact: Jason Haber, City Manager Department) City Manager's Recommendation: Discuss and provide direction to staff. Assistant to the City Manager Jason Haber gave a brief overview of the report. Council Member C. Schumacher stated that the League of California Cities approved a resolution in response to increasing vulnerabilities to local control. She suggested that the City of Carlsbad support the resolution and take a more proactive role in shaping legislation in the future. October 30, 2018 Carlsbad City Council Regular Meeting Page 4 City Attorney Celia Brewer explained that the primary motivator for the Resolution at the League was housing. She explained that the League's goal was to expand and protect local control relating to housing. Council Member C. Schumacher requested that the Council have a conversation relating to drafting a letter of support for the League's efforts and secondly to be proactively involved with efforts to protect local control and to become an active voice on legislation. Council Member C. Schumacher also suggested creating a position at the City for a legislative staffer to maintain the City's Legislative Platform and to monitor and analyze bills that are being proposed. Mayor Hall suggested that staff return with options for proactive action relating to bills being proposed in Sacramento. City Manager Scott Chadwick suggested that staff return to Council at a later date with a comprehensive plan to include updating the Legislative Platform and potential resource allocation. ACTION: On a minute motion by Council Member C. Schumacher, seconded by Mayor Hall to write a letter in support of the League of California Cities resolution relating to maintaining local control. Motion carried unanimously, 5/0. ACTION: On a minute motion by Mayor Hall, seconded by Council Member C. Schumacher to direct staff to return with policy updates and budgetary options. Motion carried unanimously, 5/0. PUBLIC COMMENT (Continued): Athena Runner, President of Sagecreek High School PTSA, invited the Council to attend a PTA Art Exhibition on November 7, 2018 at Jefferson Elementary School at 4:30 p.m. Laura Drelleshak representing a group (Mary Ann Viney, Ed Biembel and Rich Numrich) expressed concerns relating to campaign contributions and how many local candidates are receiving funding from Committees outside Carlsbad. Carrie Welsh spoke in support of building a park near the Ponto area. Owen Rassman spoke in support of maintaining open space in the Ponto area. Mike Cates inquired how revenue generated from cell towers is spent. COUNCIL REPORTS AND COMMENTS: Mayor Hall and Council Members reported on activities and meetings of some committees and sub-committees of which they are members. October 30, 2018 Carlsbad City Council Regular Meeting Pages CITY MANAGER COMMENTS: In response to the September 11, 2018 request from Council to determine the feasibility of opening the beach restrooms at Pine and Tamarack earlier, City Manager Scott Chadwick announced that staff has determined that there would not be a cost impact for the contractor to open the restrooms earlier. Therefore, the restrooms will be opened at those locations at 7 a.m. without the need for bringing the item back to Council for formal action. CITY ATTORNEY COMMENTS: None. CITY CLERK COMMENTS: None. ANNOUNCEMENTS: Mayor Hall announced that Members of the City Council have been invited to and may be participating in the following events: Friday, Nov. 9, 2018 -11:00 a.m. -2:00 p.m. North County Philanthropic Volunteer Luncheon Omni La Costa Resort & Spa 2100 Costa Del Mar Rd.
