ANNOUNCEMENT OF CONCURRENT MEETINGS: Mayor Hall announced that the City Council
would be serving as the Carlsbad Public Financing Authority for Consent Calendar Item No. 5.
PLEDGE OF ALLEGIANCE: Mayor Pro Tern Bhat-Patel led the Pledge of Allegiance.
INVOCATION: None.
APPROVAL OF MINUTES:
Council Member Schumacher requested that the Minutes of the Regular Meeting held February
26, 2019 be returned to staff to add additional detail relating to Item No. 5 and the motion she
made relating to the preparation of a Resolution of Intention.

Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Blackburn, to approve the
minutes as presented, with the exception of the Minutes of the Regular Meeting held February
26, 2019. Motion carried unanimously, 5/0.
PRESENTATIONS:
Proclamation to former Planning Commissioner Marty Montgomery.
Proclamation to former Planning Commissioner Jeff Segall.
Mayor Hall presented proclamations to Jeff Segall and Marty Montgomery in recognition of their
service on the Planning Commission.
PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: City Attorney Celia Brewer announced
there was no reportable action from Closed Session.
PUBLIC COMMENT:
Paul Publico thanked the Parks & Recreation Department and Director Chris Hazeltine for
supporting the Friday Night Lights flag football league.

Mary Lucid spoke in support of additional resources for the Senior Center. She also encouraged
the City Council to consider appointing seniors that participate in Senior Center activities to the
Senior Commission. She expressed concerns that about four of the five Senior Commissioners do
not use the Senior Center.
Laurie Boone spoke about the Flower Fields and gave a brief overview of the history of the fields.
In closing, she encouraged the residents of Carlsbad to visit the Fields.
Brian Connor spoke about total quality management in local government.
CONSENT CALENDAR:
Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Blackburn, to approve
Consent Calendar Item Nos. 1 through 4. Motion carried unanimously, 5/0.
1. REPORT ON CITY INVESTMENTS-Acceptance of report on City Investments as of December
31, 2018. (Staff contact: Melissa Hoover, Administrative Services)
2. APPROVAL OF AGREEMENT FOR LANDSCAPE PLAN CHECK AND INSPECTION SERVICES -
Adoption of Resolution No. 2019-026 approving a professional services agreement with
Dugmore Design Studio Landscape Architecture to provide landscape plan check and
inspection services in an amount not to exceed $250,000 per year. (Staff contact: Laureen
Ryan, Community & Economic Development).
3. AUTHORIZE PURCHASE OF NINE REPLACEMENT VEHICLES FROM U.S. FLEET SOURCE -
Adoption of Resolution No. 2019-027 authorizing the purchase of nine replacement vehicles
from U.S. Fleet Source in the amount of $263,718. (Staff contact: Shawn Gaskari, Public
Works).
4. AUTHORIZE PURCHASE OF 32 ARCHER 1200 BARRIERS-Adoption of Resolution No. 2019-028
approving the purchase of 32 Archer 1200 barriers through Meridian Rapid Defense Group in
an amount not to exceed $332,277.26. (Staff contact: Mickey Williams, Police).
This item was pulled for discussion by Council Member Schumacher.
5. AUTHORIZE BIDS FOR LAKE LINER REPLACEMENT PROJECT AT THE CROSSINGS MUNICIPAL
GOLF COURSE -Adoption of a Public Financing Authority Resolution approving the contract
documents, plans and specifications for The Crossings at Carlsbad Municipal Golf Course Lake
Refurbishment Project and authorizing the City Clerk to advertise for public bids (Contract
No. PWS 19-690 PKS). (Staff contact: Kyle Lancaster, Parks and Recreation).

CONSENT CALENDAR ITEM PULLED FOR DISCUSSION:
5. AUTHORIZE BIDS FOR LAKE LINER REPLACEMENT PROJECT AT THE CROSSINGS MUNICIPAL
GOLF COURSE -Adoption of Public Financing Authority Resolution No. 77 approving the
contract documents, plans and specifications for The Crossings at Carlsbad Municipal Golf
Course Lake Refurbishment Project and authorizing the City Clerk to advertise for public bids
(Contract No. PWS 19-690 PKS). (Staff contact: Kyle Lancaster, Parks & Recreation).
Parks & Recreation Director Chris Hazeltine and Parks Services Manager Kyle Lancaster
provided a brief overview of the staff report.
In response to an inquiry from Board Member Schumacher, Manager Lancaster explained
that although the leak to the liner had been identified, the water had not been turned off due
to irrigation needs. He further explained that the water level was reduced.
Board Member Schumacher confirmed with staff that the leak resulted in a $45,000 utility
loss.
Motion by Board Member Schumacher, seconded by Board Member Blackburn, adopted
Public Financing Authority Resolution No. 77. Motion carried unanimously, 5/0.
ORDINANCE FOR INTRODUCTION:
6. ENTERTAINMENT LICENSE ORDINANCE UPDATE-Introduce Ordinance No. CS-351 amending
Carlsbad Municipal Code Chapter 8.09 -Entertainment Licenses. (Staff contact: Claudia
Huerta and Christie Marcella, Community & Economic Development).
City Manager's Recommendation: Introduce the Ordinance.
Village Manager Claudia Huerte, Police Lieutenant Greg Koran and City Attorney Walter Chung
presented the report and reviewed a PowerPoint presentation (on file in the Office of the City
Clerk).
Simon Angel suggested that exceptions be included in the proposed Ordinance so that it does
not apply to the area known as the Barrio.
Julie Ajdour requested that more community outreach take place regarding noise and
maximum permissible volume.
City Attorney Celia Brewer titled the Ordinance.
Motion by Council Member Schumacher, seconded by Mayor Pro Tern Bhat-Patel, to introduce
Ordinance No. CS-351. Motion carried unanimously, 5/0.

7. ENERGY CONSERVATION AND ELECTRIC VEHICLE CHARGING INFRASTRUCTURE ORDINANCES
Adopt Ordinance No. CS-347 amending Carlsbad Municipal Code Chapters 18.21 and 18.30
regarding requirements for energy efficiency measures and photovoltaic systems in new or
existing residential and non-residential buildings, and water heating systems in new
nonresidential buildings, Project No. MCA 17-0002 (PUB17Y-0013); and,
Adopt Ordinance No. CS-348 amending Carlsbad Municipal Code Chapter 18.30 regarding
requirements for water heating systems in new residential buildings, Project No. MCA 17-
0002 (PUB17Y-0013); and,
Adopt Ordinance No. CS-349 amending Carlsbad Municipal Code Chapter 18.21 regarding
requirements for electric vehicle charging infrastructure for new and existing residential
building sites and new nonresidential building sites, Project No. MCA 17-0002 (PUB17Y-0013).

adding Chapter 18.51 (Transportation Demand Management) to Title 18 of the Carlsbad
Municipal Code. (Staff contact: Jason Geldert and Christie Marcella, Community & Economic
Development).
City Manager's Recommendation: Adopt the Ordinance.

DEPARTMENTAL AND CITY MANAGER REPORTS:
9. 2018 EMPLOYEE ENGAGEMENT SURVEY -Receive a report on the results of the 2018
Employee Engagement Survey. (Staff contact: Julie Clark, Human Resources)
City Manager's Recommendation: Receive the report.
Senior Management Analyst Drew Cook introduced Colleen Casey of Blessing White who
reviewed the 2018 Employee Engagement Survey PowerPoint presentation (on file in the
Office of the City Clerk).
ACTION: Council received the report.
10. ACCEPTANCE OF ANNUAL HOUSING ELEMENT PROGRESS REPORT -Adoption of Resolution
No. 2019-029 accepting the annual Housing Element Progress Report for January 2018
through December 2018. (Staff contact: Corey Funk, Community & Economic Development).
City Manager's Recommendation: Adopt the Resolution.
Associate Planner Corey Funk and City Planner Don Neu prese_nted the report and reviewed a
PowerPoint presentation (on file in the Office of the City Clerk).
Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Blackburn, to adopt
Resolution No. 2019-029. Motion carried unanimously, 5/0.
11. MID-YEAR ADJUSTMENT TO THE· FISCAL YEAR 2019 BUDGET TO INCREASE OPERATIONAL
EFFICIENCY, TRANSPARENCY AND PUBLIC ENGAGEMENT -Adopt Resolution No. 2019-030
approving changes to a classified job specification and adding resources to the Fiscal Year
2019 Operating Budget to meet increasing needs for City Council inquiry responses,
community engagement, City Council administrative support and puplic information. (Staff
contact: Kristina Ray, Communications)
City Manager's Recommendation: Adopt the Resolution.
City Manager Scott Chadwick presented the staff report and reviewed a PowerPoint
presentation (on file in the Office of the City Clerk).
In response to a request from Council Member Hamilton, City Manager Chadwick confirmed
that staff would provide an update to City Council at a later date regarding how the new system
for addressing Council Inquiries is working.
Council Members Schumacher, Blackburn and Bhat-Patel spoke in support of staff's
recommendation.
Mayor Hall expressed concerns relating to expense associated with increasing staffing levels
as outlined by the City Manager.
Motion by Council Member Schumacher, seconded by Council Member Blackburn, to adopt
Resolution No. 2019-030. Motion carried, 4/1 (Hall -No).

COUNCIL REPORTS AND COMMENTS:
On a minute motion by Council Member Hamilton, seconded by Council Member Schumacher,
directed staff to bring back an agenda item to revisit the Short-Term Vacation Rental Ordinance
in a timeframe after the budget cycle, pending legislation at the state level. Motion carried, 4/1
(Hall -No).
On a minute motion by Council Member Hamilton, seconded by Council Member Schumacher,
directed staff to return to City Council within 45 days with an agenda item to discuss the outreach
process and restrictions on the Village H trail. Motion carried unanimously, 5/0.
Council Member Schumacher announced that she will be holding a Town Hall Meeting on Sunday,
April 14 from 2 - 4 p.m. at the Carlsbad City Library on Dove Lane in the Gowland Meeting Room.
Mayor Pro Tern hat-Patel announced that she attended a SAN DAG Board retreat. She also stated
that she would be holding a Town Hall Meeting on Sunday, April 7 from 1:30 - 3 p.m. at the
Carlsbad City Library on Dove Lane in the Gowland Meeting Room.
Council Member Blackburn stated that he attended a workshop at Encina Wastewater Authority.
Mayor Hall announced that the settlement with Metropolitan is slowly moving forward.
