PRESENTATIONS:
Proclamation in recognition of Arbor Week was led by Council member Schumacher.
Proclamation in recognition of Parks & Recreation Director Chris Hazeltine was led by Mayor Hall.
PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: None.
PUBLIC COMMENT:
Mary Lucid asked the Council to use their annual money for the Senior Center.
Nicholas Marsden spoke regarding the permit policy for non-motorized vessels.
Paige DeCino representing Preserve Calavera spoke regarding water testing at the lagoons and
invited them to the kick-off event for this project.
Pierre Coclut-Weinault spoke regarding the absence of commuter trains.
CONSENT CALENDAR:
Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Blackburn, to approve
Consent Calendar Item Nos. 1 and 2. Motion carried unanimously, 5/0.
1. APPROPRIATION OF FUNDS FOR FOXES LANDING LIFT STATION REPLACEMENT PROJECT -
Adoption of Resolution No. 2019-054 authorizing appropriation of additional funds from the
Sewer Replacement Fund No. 515 for the Foxes Landing Lift Station Replacement Project,
Capital Improvement Program Project No. 5526 in an amount not to exceed $350,000. (Staff

2. AUTHORIZE PROGRAMMING OF ROAD MAINTENANCE AND REHABILITATION ACCOUNT
FUNDS TO THE PAVEMENT MANAGEMENT PROGRAM -Adoption of Resolution No. 2019-055
April 23, 2019 Carlsbad City Council Regular Meeting Page 2
authorizing the programming of Road Maintenance and Rehabilitation Account funds to the
Pavement Management Program, Capital Improvement Program Project No. 6001, in Fiscal

ORDINANCE FOR INTRODUCTION:
3. ELIMINATE BICYCLE LICENSING PROGRAM -Introduction of Ordinance CS-352 modifying
Carlsbad Municipal Code Title 10, Chapter 10.56, by repealing Sections 10.56.030 related to
daily reports from secondhand bicycle dealers and repealing Sections 10.56.060, 10.56.070,
10.56.080, 10.56.100, and 10.56.110 related to bicycle registration and licensing. (Staff
contact: Jason Jackowski, Police Department)
City Manager's Recommendation: Introduce the Ordinance.
Lieutenant Jason Jackowski provided a PowerPoint presentation (on file in the Office of the
City Clerk).
City Attorney Celia Brewer titled the Ordinance.
Motion by Council Member Schumacher, seconded by Mayor Pro Tern Bhat-Patel, to
Introduce Ordinance No. CS-352. Motion carried unanimously, 5/0.
ORDINANCE FOR ADOPTION: None.
PUBLIC HEARING:
4. WEED ABATEMENT PROGRAM PUBLIC HEARING -Receive public comments and adopt
Resolution No. 2019-056 declaring as public nuisances weeds, rubbish and refuse upon
private property in the City of Carlsbad in conjunction with the City of Carlsbad Weed
Abatement Program. (Staff contact: Randy Metz, Fire Department)
City Manager's Recommendation: Take public input, close the public hearing and adopt the
Resolution.
Weed Abatement Specialist Monty Kalin stated he was available to respond to any questions.
Mayor Hall opened the duly noticed Public Hearing at 6:33 p.m.
Seeing no one wishing to speak, he closed the duly noticed Public Hearing at 6:34 p.m.
Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Blackburn, to adopt
Resolution No. 2019-056. Motion carried unanimously, 5/0.

DEPARTMENTAL AND CITY MANAGER REPORTS:
5. VILLAGE H PROPERTY STATUS UPDATE -Receive a report on the status of the Village H
property in the Calavera Hills neighborhood and provide direction as applicable. (Staff
contact: Kyle Lancaster, Parks & Recreation)
City Manager's Recommendation: Receive the update and provide direction to staff.
Parks Services Manager Kyle Lancaster and Parks and Recreation Director Chris Hazeltine
provided a power point presentation (copy on file in the Office of the City Clerk).
The following residents spoke in support of the update: Katherine Smoke, Stephanie (no
surname provided), Lonnie Smith, Aaron Janssen, Sherri Sullivan and Tim Hanks.
The following residents opposed the update: Walt Meier and Paige DeCino.
Diane Nygaard asked that the process of deciding how to move forward with the off-leash
dog park be done right without skipping any steps.
Motion by Council Member Schumacher, seconded by Mayor Pro Tern Bhat-Patel, directing
staff to initiate public outreach to engage residents in the development of a plan to integrate
an off-leash dog run as part of the Village H property. Staff was directed to commence the
public outreach (as soon as the process of recording the deed is complete), over the
subsequent 90 days and to include public noticing within 600 feet of the Village H
property. Council Member Schumacher requests that staff engage and incorporate resident
input about how best to integrate an off-leash dog run, not simply offer staff prepared
options for residents to select from. Return to City Council in the fall with public/staff
recommendations for consideration. Motion carried unanimously, 5/0.
6. SMART CITIES ROADMAP -CONNECTED CARLSBAD -Receive a report regarding Connected
Carlsbad and associated community engagement. (Staff contact: David Graham, City
Manager Department)
City Manager's Recommendation: Receive the report.
Chief Innovation Officer David Graham provided a PowerPoint presentation (on file in the
Office of the City Clerk).
Council received the report.
COUNCIL REPORTS AND COMMENTS:
Minute motion by Council Member Hamilton, seconded by Mayor Hall, to add two bills to the
legislative review, West Coast Ocean Protection Act, HR 310, and the California Clean Coast Act,
HR 279. Motion carried unanimously, 5/0.
CITY MANAGER COMMENTS: None.
CITY ATTORNEY COMMENTS: None.
