APPROVAL OF MINUTES:
Minutes of the Regular Meeting held May 14, 2019.
Motion by Mayor Pro-Tern Bhat-Patel, seconded by Council Member Blackburn, to approve the
minutes as presented. Motion carried unanimously, 5/0.
PRESENTATIONS:
Presentation in recognition of donation from Friends of the Library. Mayor Hall introduced
Library & Cultural Arts Director Heather Pizzuto and Friends of the Library President Linda Swink
to give an overview of the donation.
Proclamation in Recognition of Parks & Recreation Month. Council Member Barbara Hamilton
presented the proclamation to Interim Parks & Recreation Director Kyle Lancaster and Vice Chair
of the Parks & Recreation Commission Jengi Martinez. Both thanked the Council, Parks &
Recreation staff, and Parks & Recreation Commission.
PUBLIC COMMENT:
Pierre Cochete Weincuidt spoke in support of the June 2019 LGBTQ Proclamation and thanked
Council Member Hamilton for her efforts in the Village and Barrio.
Jes Henricks spoke against the perpetuity element of the June 2019 LGBTQ Proclamation.
Mary Lou Henry spoke in support of the June 2019 LGBTQ Proclamation.
Steven Linke spoke in opposition to Item No. 5 regarding the road mobility element.

CONSENT CALENDAR:
Item Nos. 5 and 8 were pulled for discussion.
Mayor Pro Tern Bhat-Patel stated she would be abstaining from the vote on Consent Calendar

Consent Calendar Item Nos. 1 through 4, 7, and 9. Motion carried unanimously, 5/0. Item No. 6
4/0/1 (Bhat-Patel -Abstain).
1. ANNUAL LEVY OF BENEFIT ASSESSMENTS FOR THE BUENA VISTA CHANNEL MAINTENANCE
DISTRICT BENEFIT AREA NO. 1 FOR FISCAL YEAR 2019-20-Adoption of Resolution No. 2019-
113 authorizing the annual levy of benefit assessments for the Buena Vista Channel
Maintenance District Benefit Area No. 1 for Fiscal Year 2019-20. (Staff contact: Jill Moya,

2. LEASE AGREEMENT WITH BAKER PARKING, LLC -Adoption of Resolution No. 2019-114
authorizing the execution of a lease agreement with Baker Parking, LLC for the property
located at 2065 Camino Vida Roble, commonly known as the Hawthorne Property. (Staff
contact: Curtis Jackson, Real Estate)
3. ACQUISITION OF 2636 HANCOCK CIRCLE AND APPROPRIATION OF CDBG FUNDS -Adoption
of Resolution No. 2019-115 authorizing the City Manager to execute all required documents
to complete acquisition of 2636 Hancock Circle, Carlsb~d, California, an affordable housing
resale unit, and appropriating Community Development Bl<;>ck Grant funds in the amount of
$275,000 and authorizing the Deputy City Manager Administrative Services to appropriate
funds to complete purchase of real property. (Staff contact: Debbie Fountain, Community

4. ACCEPTANCE OF DONATION FROM FRIENDS OF THE LIBRARY -Adoption of Resolution No.
2019-116 accepting a Fiscal Year 2019-20 donation of $99,040 and a pledge of $38,185 in
additional support from the Friends of the Carlsbad Library to the City of Carlsbad Library &

5. AWARD A CONTRACT TO RAMONA PAVING AND CONSTRUCTION FOR THE 2018 PAVEMENT
OVERLAY PROJECT -Adoption of Resolution No. 2019-117 accepting bids and awarding a
contract to Ramona Paving and Construction for the construction of the 2018 Pavement
Overlay, Capital Improvement Program (CIP) Project No. 6001-18OL in an amount not to
exceed $2,243,236. (Staff contact: Emad Elias, Public Works)
6. ADVERTISE FOR BIDS FOR THE FISCAL YEAR 2019-20 SLURRY SEAL PROJECT -Adoption of
Resolution No. 2019-118 approving the plans and specifications and authorizing the City Clerk
to advertise for bids for the FY 2019-20 Slurry Seal, Capital Improvement Program (CIP)
Project No. 6001-19SS. (Staff contact: Emad Elias, Public Works)
7. AWARD OF CONTRACT FOR CONSTRUCTION OF THE STREET LIGHTING REPLACEMENT
PROGRAM PHASE I -Adoption of a Resolution No. 2019-119 accepting bids and awarding a
contract to International Line Builders, Inc., for construction of the Street Lighting
Replacement Program Phase I, Capital Improvement Program (CIP) Project No. 6062, in an

8. AWARD OF CONTRACT TO SELECT ELECTRIC, INC. FOR CONSTRUCTION OF RECTANGULAR
RAPID FLASHING BEACONS PROJECT -Adoption of Resolution No. 2019-120 accepting bids
and awarding a contract to Select Electric, Inc. for construction of rectangular rapid flashing
beacons, Capital Improvement Program {CIP) Project No. 6070, in an amount not to exceed

9. AUTHORIZE MEMORANDUM OF UNDERSTANDING WITH NORTH COUNTY TRANSIT DISTRICT
FOR TEMPORARY USE OF RIGHT-OF-WAY-Adoption of Resolution No. 2019-121 authorizing
execution of a Memorandum of Understanding between the City of Carlsbad and North
County Transit District (NCTD) for temporary use of the NCTD right-of-way to construct the
Agua Hedionda Sewer Lift Station, Capital Improvement Program (CIP) Project No. 3886.

5. AWARD A CONTRACT TO RAMONA PAVING AND CONSTRUCTION FOR THE 2018 PAVEMENT

Council Member Hamilton expressed concern on the design of the roadway based on the
traffic impact analysis used.
In response to an inquiry from Mayor Hall, Deputy City Manager Paz Gomez explained the
potential timeline delays if the proposal to award the contract was postponed.
Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Blackburn, to approve
Consent Calendar Item No. 5. Motion carried, 4/1 (Hamilton -No).
Council Member Schumacher requested this item be pulled for discussion.
8. AWARD OF CONTRACT TO SELECT ELECTRIC, INC. FOR CONSTRUCTION OF RECTANGULAR

Council Member Schumacher expressed gratitude to staff for addressing the concerns of the
community.
Motion by Council Member Schumacher, seconded by Council Member Blackburn, to
approve Consent Calendar Item No. 8. Motion carried unanimously, 5/0.

ORDINANCE FOR ADOPTION:
10. ADOPTION OF ORDINANCE NO. CS-355 -CARLSBAD RACEWAY SPECIFIC PLAN /TESLA-SALES
AND SERVICE CENTER -Adoption of Ordinance No. CS-355 adopting the Carlsbad Raceway
Specific Plan (SP 2018-0001) on property generally located north and south of Lionshead
Avenue between Melrose Drive and the eastern city boundary within the Carlsbad Raceway
Business Park in Local Facilities Management Zone 18. (Staff contact: Sheila Cobian, City Clerk
Services)
City Manager's Recommendation: Adopt the Ordinance.
City Attorney Celia Brewer titled the Ordinance.
Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Blackburn, to adopt
Ordinance No. CS-355. Motion carried unanimously, 5/0.
PUBLIC HEARINGS:
11. STREET LIGHTING AND LANDSCAPING DISTRICT NO. 1-Adoption of Resolution No. 2019-122
confirming the diagram and assessment and providing for the levy of the annual assessment
for Fiscal Year 2019-20 for Street Lighting and Landscaping District No. 1, a Special
Assessment District. (Staff contact: Jill Moya, Administrative Services)
City Manager's Recommendation: Take public input, close the Public Hearing and adopt the
Resolution.
Manager Roxanne Muhlmeister and Senior Accountant Jill Moya presented the report and
reviewed a PowerPoint presentation (on file in the Office of the City Clerk).
Mayor Hall opened the duly noticed Public Hearing at 6:43 p.m.
Seeing no one wishing to speak, Mayor Hall dosed the duly noticed Public Hearing at 6:44
p.m.
Motion by Mayor Pro Tern Bhat-Patel, seconded by Council Member Blackburn, to adopt
Resolution No. 2019-122. Motion carried unanimously, 5/0.

Resolution No. 2019-123. Motion carried unanimously, 5/0.
DEPARTMENTAL AND CITY MANAGER REPORTS:
13. 2019 CARLSBAD BIENNIAL BUSINESS SURVEY RESULTS-Receive a report on the results of the
Carlsbad Biennial Business Survey and an update on the city's major industry clusters. (Staff
contact: Joe Stewart, Community & Economic Development)
City Manager's Recommendation: Receive the report.
Economic Development Manager Christie Marcella, Management Analyst Joe Stewart, and
President of BW Research Partnership Josh Williams presented the report and reviewed a
PowerPoint presentation (on file in the Office of the City Clerk).
ACTION: Council received the report.
14. TRAFFIC IMPACT ANALYSIS METHODOLOGIES -Receive an informational report on the
Growth Management Plan (GMP) and circulation performance standard, the 2015 General
Plan Mobility Element adoption, and traffic impact analysis methodologies. (Staff contact:
Sean Haeri, Public Works)
City Manager's Recommendation: Receive the report.
Transportation Director Sean Haeri, Principal Planner Dave de Cordova, and Consulting Traffic
Engineer Dawn Wilson of Michael Baker International, presented the report and reviewed a
PowerPoint presentation (on file in the Office of the City Clerk).
Steven Linke, (representing a group: Frank Sung; Janell Cannon; and Kris Wright), expressed
concerns relating to the report and reviewed a PowerPoint presentation (on file in the Office
of the City Clerk).
Diane Nygaard, representing Preserve Calavera, stated that the report needs to be more
comprehensive.
Council Member Schumacher expressed concerns on the design of the roadway based on the
traffic impact analysis and methodologies used.
In response to an inquiry from Council Member Schumacher, Consulting Traffic Engineer
Dawn Wilson of Michael Baker International explained that various industry methodologies

and requirements are utilized consistently in accordance with regional guidelines when
analyzing traffic impact and roadway segments.
ACTION: Council received the report.
PUBLIC COMMENT: Continuation of the Public Comments
Raul Villamar spoke in opposition to the Village and Barrio Master Plan.
