ANNOUNCEMENT OF CONCURRENT MEETINGS: None. Council Chamber 1200 carlsbad Village Drive carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. INVOCATION: None. APPROVAL OF MINUTES: Minutes of the Special Meeting held Feb. 11, 2020. Minutes of the Regular Meeting held Feb. 11, 2020. Minutes of the Regular Meeting held Feb. 25, 2020. Motion by Mayor Pro Tern Blackburn, seconded by Council Member Bhat-Patel, to approve the minutes as presented. Motion carried unanimously, 4/0. PRESENTATIONS: Presentation of proclamation in recognition of Women's History Month. Council Member Bhat-Patel read the proclamation. Presentation of proclamation in recognition of Census Aware Day 2020. Council Member Schumacher read the proclamation. PUBLIC COMMENT: City Clerk Barbara Engleson read the public comments received from the following individuals into the record: Teri Jacobs wrote about crimes being committed by some members of the homeless population. She also thanked the City Manager for his leadership during the COVID-19 outbreak. Wing Cheung wrote about the need for the public to have access to outdoor recreation during the COVID-19 pandemic. He suggested increasing the enforcement of social distancing efforts at parks and beaches rather than closing the facilities entirely. Mike Perry wrote about the nuisance complaint that was filed against the HOA of Camino Hills. He urged the City and the HOA to resolve the complaint quickly. March. 24, 2020 Carlsbad City Council Special Meeting Page 2 Jenna Didier wrote about the need for the City of Carlsbad to review and revise the contracts that are used for commissioning public art. She stated that new revisions will safe-guard future artists. Sondra Morison and Brian Watts wrote in support of Jenna Didier's issue and urged the City Council to revise the contracts that are used for commissioning public art. PUBLIC REPORT OF ACTION TAKEN IN CLOSED SESSION: None. CONSENT CALENDAR: Motion by Mayor Pro Tern Blackburn, seconded by Council Member Bhat-Patel, to approve Consent Calendar Items No. 1, 2 and 3. Motion carried unanimously, 4/0. 1. RESCIND NINE CITY COUNCIL POLICIES -Adoption of Resolution 2020-049 rescinding City Council Policy Nos. 15, 16, 23, 24, 29, 31, 42, 46 and 50. (Staff contact: Cindie McMahon, City Attorney Department and Sheila Cobian, City Clerk Services) 2. 2019 HOUSING ELEMENT ANNUAL PROGRESS REPORT -Adoption of Resolution No. 2020- 050 accepting the 2019 Housing Element Annual Progress Report. (Staff contact: Corey Funk, Community Development) 3. DECLARATION OF PUBLIC NUISANCES IN KEEPING WITH THE CITY'S WEED ABATEMENT PROGRAM -Adoption of Resolution 2020-051 declaring weeds and rubbish upon private property in the City of Carlsbad to be as public nuisances under the terms of the City of Carlsbad's Weed Abatement Program and scheduling a public hearing on the topic for April 21, 2020. (Staff contact: Randy Metz, Fire) 4. AUTHORIZE AGREEMENTS FOR THE SOUTH CARLSBAD BOULEVARD CLIMATE ADAPTATION PROJECT -Adoption of a resolution authorizing execution of the State Coastal Conservancy Grant Agreement and University of California Research Agreement and acceptance of grant funds. (Staff contact: Mike Grim, Public Works) This item was continued to a date uncertain. ORDINANCES FOR INTRODUCTION: None. ORDINANCES FOR ADOPTION: None. PUBLIC HEARINGS: None. DEPARTMENTAL AND CITY MANAGER REPORTS: 5. APPOINTMENT TO THE PLANNING COMMISSION -Adoption of Resolution 2020-052 appointing one member to the Planning Commission. (Staff contact: Tammy McMinn, City Clerk Services) March. 24, 2020 Carlsbad City Council Special Meeting Page 3 City Manager's Recommendation: Adopt the resolution. Peter Merz wrote about his qualifications to serve on the Planning Commission. Motion by Mayor Hall, seconded by Council Member Blackburn, to adopt Resolution No. 2020-052 appointing Peter Merz to the Planning Commission. Motion carried unanimously, 4/0. PUBLIC COMMENT (CONTINUED): City Clerk Barbara Engleson read the public comments received from the following individuals into the record: Susan Carmen wrote about frequent rent increases and urged the City Council to implement a policy freezing rent increases for six months during the COVID-19 pandemic. COUNCIL REPORTS AND COMMENTS: In response to an inquiry from Council Member Schumacher, City Attorney Celia Brewer explained that staff are working on a staff report regarding evictions and foreclosures to be presented at the April 7, 2020 City Council Meeting. Council Member Schumacher spoke about supporting small businesses and thanked staff for their work. She also encouraged the public to stay home and stay safe. Council Member Bhat-Patel thanked staff and thanked the public for their patience. Council Member Blackburn thanked staff and the public. Mayor Hall thanked the community and reminded the public that their safety is the number one priority. He also asked City Manager Scott Chadwick for the opportunity to form a City Council Ad-Hoc Subcommittee to focus on creating an economic stimulus for local businesses. City Manager Scott Chadwick responded by asking the City Council to make a motion for the formation of the Ad-Hoc Subcommittee. Minute Motion by Mayor Hall, seconded by Council Member Schumacher, to form a City Council Ad- Hoc Subcommittee to focus on creating an economic stimulus for local businesses. Motion carried unanimously, 4/0. CITY MANAGER COMMENTS: City Manager Scott Chadwick thanked the City Council for their continued support during the COVID-19 pandemic. He also thanked the community and staff, and gave praise to the Emergency March. 24, 2020 Carlsbad City Council Special Meeting Page 4 Operations Staff, Assistant Director of Emergency Services David Harrison, and the Communications Department. CITY ATTORNEY COMMENTS: City Attorney Celia Brewer echoed the same sentiments previously stated and said she was proud of the team of public servants serving the City of Carlsbad. CITY CLERK COMMENTS: City Clerk Barbara Engleson thanked City Clerk Services Manager Sheila Cobian and her staff for utilizing the Zoom software for the City Council meeting and their continued work.
