ANNOUNCEMENT OF CONCURRENT MEETINGS: None. Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 PLEDGE OF ALLEGIANCE: Mayor Pro Tern Blackburn led the Pledge of Allegiance. INVOCATION: None. APPROVAL OF MINUTES: None. PRESENTATIONS: None. DEPARTMENTAL AND CITY MANAGER REPORTS: 1. ACCESS TO CITY OF CARLSBAD BEACHES. PARKS AND TRAILS AND GOLF COURSE -Receive a report on access to City of Carlsbad beaches, parks, trails and golf course City Manager's Recommendation: Provide direction to staff. Fire Chief Michael Calderwood, Parks & Recreation Director Kyle Lancaster and Police Chief Neil Gallucci presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). City Clerk Barbara Engleson read emailed public comments into the record from the following residents in favor of the opening of beaches, parks and trails: Christine Davis, Tom White, Jacob Dent, Richard L'Heureux, Blake Bolton, Sylvia Ramirez, Merri Adams, Paige Thunstrom, Bryan Thunstrom, Philip Urbina, Kris Wright, Gavin Schmitt, Gretchen Vurbeff, Mark O'Donnell, Brittany Bohner, David Garrett, Jessica McDermott, Greg DeGraw, Denny Cooper, Joshua Collins, Scott Sarem, Jennifer Dawson, Jeff Andrews. City Clerk Services Manager Sheila Cobian read emailed public comments into the record from the following residents in favor of the opening of beaches, parks and trails: Donna Cicone, Karen Bruno, Janice Kennard, Raymond Ramirez, Richard L'Heureux, Kelly Lauro, Vickey Syage, Tonia Senoo, Floyd and Diane Isley, Darci and Jeremy Paul, Jessica Price, Ken Alexander, Jennifer Argenti, Jodi Good, Liam Ferguson, Jim Hoffman, Daniel Zimmermann, Scodd Davison, Athena Runner, Howard Cross, Brown Family, Wyatt Andrews. May 1, 2020 Carlsbad City Council Special Meeting Page 2 City Clerk Barbara Engleson read emailed public comments into the record from the following residents in opposition to the opening of beaches, parks and trails: Hope Nelson, Jan Neff-Sinclair, Pierre Cochet-Weinandt, Efren Sojonas, Diane Nygaard, Fred Sandquist. City Clerk Services Manager Sheila Cobian read emailed public comments into the record from the following residents in opposition to the opening of beaches, parks and trails: Diane Rivera, Art and Patricia Kinberg, Graham Thorley, Elizabeth Banks, Mott Upland. Minute Motion by Mayor Pro Tern Blackburn, seconded by Mayor Hall, to follow staff recommendation to open the beaches on May 4, 2020 at 9 A.M. with the caveat that this is done in coordination with the CA State Parks opening of the CA State beach in Carlsbad and striking the CA State trails from staff's recommendation. Motion carried, 4/0. Minute Motion by Mayor Pro Tern Blackburn, seconded by Mayor Hall, to follow staff recommendation to open city trails on May 4, 2020 at 2 P.M. Motion carried, 4/0. Minute Motion by Mayor Pro Tern Blackburn, seconded by Mayor Hall, to follow staff recommendation to open city parks on May 4, 2020 at 2:00 P.M. and to strike the reference to CA State parks in staff's recommendation. Motion carried, 4/0. COUNCIL REPORTS AND COMMENTS: Council Member Schumacher shared that the SAN DAG meeting she attended noted that four of the five criteria the County evaluates prior to moving to the next phase of reopening have been met. One criterion, testing, remains shy of the goal. Council Members thanked the community for working together to do what is best for the community. CITY MANAGER COMMENTS: None. CITY ATTORNEY COMMENTS: None. CITY CLERK COMMENTS: The City Clerk announced that if members of the public submitted emails that were not read in their entirety due to time constraints, those emails will be made part of the record in their complete form.
