HomeMy WebLinkAbout2019-11-25; City Council Legislative Subcommittee; MinutesCity Council Legislative Subcommittee Meeting Minutes November 25, 2019-10:00 a.m. {city of Carlsbad Carlsbad City Hall Council Chamber -1200 Carlsbad Village Drive, Carlsbad CA 92008 CALL TO ORDER & ROLL CALL Jason Haber, Intergovernmental Affairs Director, called the meeting to order and all committee members (Mayor Matt Hall and Mayor Pro-Tem Priya Bhat-Patel) were present. Cindie McMahon, Assistant City Attorney, provided an overview of the committee's requirements concerning Brown Act compliance. PUBLIC COMMENT None. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS None. NEW BUSINESS Item 1. Legislative Subcommittee -Duties & Workplan Recommendation: Review City Council Resolution No. 2019-137 -Authorizing the formation of a standing City Council Legislative Subcommittee, discuss the Subcommittee's duties and workplan, including a schedule for future meetings, and provide direction to staff. The committee concurred to set the committee's regular meetings to occur at 9:00 a.m. on the second Tuesday of each month Item 2. City Council Policy No. 39 -Legislative Program Recommendation: Review City Council Policy No. 39 -Legislative Program, discuss potential amendments to recommend to the City Council, and provide direction to staff. The committee concurred to prepare and consider a draft amendment to Council Policy No. 39 for discussion at a future City Council workshop, and adoption at a future City Council meeting. The amended policy should include a committee role consistent with that described in City Council Resolution No. 2019-137. The policy should clarify the role of the Intergovernmental Affairs Director in reviewing and presenting bills for committee and City Council consideration. The amended policy should clarify the committee's role in engaging and informing the broader Carlsbad community (residents, businesses, community stakeholders and partner agencies) on legislative matters. The policy should contemplate the city sponsoring new Carlsbad-specific legislation. The amended policy should also clarify how the city's legislative platform will be used as a basis for prioritizing and acting upon legislative and other advocacy efforts. The committee requested a list of regional partner agencies and professional associations that provide legislative advocacy on matters important to the city. Suggested such triggers should relate to fiscal, workload, service-related matters; not political or partisan issues. Item 3. City of Carlsbad Legislative Platform Recommendation: Review the City of Carlsbad Legislative Platform, discuss potential amendments to recommend to the City Council, and provide direction to staff. The committee concurred to develop a draft workplan and schedule for reviewing and drafting an update to the city's legislative platform for committee consideration, discussion at a future City Council workshop, and adoption at a future City Council meeting. The League of California Cities' framework for organizing and addressing legislative policy matters should be mirrored in restructuring the city's platform. Staff should identify any platform position statements that are outdated or obsolete. The committee noted the following specific issues to include in a restructured platform: Community Choice Energy, Environmental Quality, Housing, Public Safety, Legal Proceedings, Libraries, Coastal Issues and Sea Level Rise. Item 4. Monitoring State and Federal Legislation Recommendation: Discuss monitoring of State and Federal proposed legislation to inform Subcommittee recommendations to the City Council to identify high priority bills and advocacy positions on bills not addressed by the Legislative Platform; provide direction to staff. The committee concurred to continue the practice of receiving monthly legislative updates from the city's legislative consultants, with more frequent briefings to the committee, as needed. Staff should monitor and maintain awareness of legislative activity among regional partner agencies, including NCTD, the San Diego County Water Authority, SANDAG, and others. The city's need for resources to provide federal legislative support should be brought to the committee for consideration at a future meeting. Item 5. Local and Regional Legislative Needs Recommendation: Discuss the identification of local and regional legislative needs to recommend bill sponsorship opportunities to the City Council and provide direction to staff. The committee identified regional transportation matters, veteran housing, mental health services, and Camp Pendleton as potential opportunities for regional collaboration and issues potentially in need of legislative and funding support. The committee requested information on the 2020 Proposition 13 overhaul initiative and other emerging issues for consideration at a future committee meeting. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS None. ADJOURN NEXT MEETING: The next meeting is scheduled for Tuesday, December 10, 2019, at 9:00 a.m.
