HomeMy WebLinkAbout2020-02-11; City Council Legislative Subcommittee; MinutesCity Council Legislative Subcommittee Meeting Minutes Feb. 11, 2020 -9:00 a.m. {city of Carlsbad Carlsbad City Hall Council Chamber -1200 Carlsbad Village Drive, Carlsbad CA 92008 CALL TO ORDER & ROLL CALL Mayor Hall called the meeting to order and al/ Subcommittee members (Mayor Matt Hall and Mayor Pro- Tern Priya Bhat-Patel) were present. Jason Haber, Intergovernmental Affairs Director, and Cindie McMahon, Assistant City Attorney, were also present. PUBLIC COMMENT None. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS None. NEW BUSINESS Item 1. Approval of Minutes Recommendation: Approve the minutes of the Dec. 10, 2019, Subcommittee Meeting. The minutes were approved unanimously. Item 2. City of Carlsbad Legislative Platform Recommendation: Review the City of Carlsbad Legislative Platform, receive preliminary input from city departments; discuss potential Subcommittee amendment recommendations, organizational framework, and updated review schedule; and provide feedback to staff. The Subcommittee reviewed the Preliminary Draft City of Carlsbad 2020 Legislative Platform and Updated Proposed Review Schedule. The Subcommittee conducted an in-depth review and discussion of the Legislative Platform. The Subcommittee suggested several amendments, including an interest in potentially adding position statements related to: bluff stabilization, group homes, airports, Regional Housing Needs Assessment a/location methodology, mental health support for persons experiencing homelessness, economic analysis of proposed legislation and ballot measures, single-use plastics and Styrofoam, and preserving the autonomy of the North County Transit District. Item 3. Legislative Update Recommendation: Receive informational update on emerging state and federal legislative matters. Staff provided a status update on SB 50 (Wiener) and ongoing legislative efforts to pass a housing production bill during the current session. New legislation being proposed in response to AB 5 (Gonzalez) was also discussed. Potential 2020 ballot measures concerning the Prop 13 "split roll" and rent control expansion were discussed. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS None. ADJOURN NEXT MEETING: The next meeting is scheduled for Tuesday, March 10, 2020, at 9:00 a.m.
