CALL TO ORDER; Chairman Hall called the Meeting to order at 8:50 p.m.
ROLL CALL was taken by the City Clerk as follows:
Present: Commission Members Hall, Packard, Wood, Blackburn and Douglas.
Absent: None.
PUBLIC COMMENT; None.
PUBLIC HEARING:
12. AB #436 - APPROVE THE CARLSBAD PUBLIC HOUSING AUTHORITY ANNUAL PLAN FOR FISCAL
YEAR 2013-2014 AND THE REVISED ADMINISTRATIVE PLAN.
Housing Program Manager Bobbi Nunn gave the staff report and presented the PowerPoint
presentation (on file in the office of the City Clerk).
Ms. Nunn responded to questions from Commission Members regarding Section 8 portability, and new
restrictions and regulations from the U.S. Department of Housing and Urban Development.
Chairman Hall opened the duly noticed public hearing at 9:04 p.m.
No-one came forward to speak. Chairman Hall closed the public hearing at 9:04 p.m.

On a motion by Vice Chair Packard, the Commission adopted
RESOLUTION NO. 524. authorizing the Chairperson of the Community
Development Commission to execute the Public Housing Agency (PHA)
Certifications of Compliance with the PHA plans and related regulations and
approving the Annual PHA Plan for Fiscal Year 2013 and the Administrative
Plan for the Section 8 Housing Choice Voucher Program for submission to
the U.S. Department of Housing and Urban Development (HUD).
Commission Members Hall, Packard, Wood, Blackburn and Douglas.
None.

By proper motion, the Special Meeting of April 2, 2013 was adjourned at 9:05 p.m.
