(5/0) CONSENT CALENDAR:None. WAIVER OF ORDINANCE TEXT READING: This is a motion to waive the reading of the text of all ordinances and resolutions at this meeting. PUBLIC HEARING: 13. AB #22,337 —Approval of Resolution No.2016-130 of the City Council adopting the final Operating Budget and Capital Improvement Program for FY 2016-17 for the City of Carlsbad and establishing controls on changes in appropriations for the various funds; and Approval of Resolution No. 1552 of the Board of Directors of the Carlsbad Municipal Water District adopting the water district final Operating Budget and Capital Improvements Program for FY 2016-17; and Approval of a Resolution No. 535 of the Community Development Commission of the City of Carlsbad adopting the final Operating Budget of the Housing Authority for FY 2016-17; and Approval of Resolution No. 2016-131 of the City Council of the City of Carlsbad establishing the FY 2016-17 appropriation limit as required by Article XIIIB of the California State Constitution and State law; and Approval of Resolution No.2016-132 of the City Council of the City of Carlsbad adopting changes to the Master Fee Schedule; and June 28, 2016 Page 2 COMMUNITY DEVELOPMENT COMMISSION, CARLSBAD MUNICIPAL WATER DISTRICT BOARD, CITY COUNCIL, CARLSBAD PUBLIC FINANCING AUTHORITY, AND CITY OF CARLSBAD AS SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY Approval of Resolution No. 2016-133 of the City Council of the City of Carlsbad determining that the FY 2016-17 Capital Improvement Program Budget is consistent with the General Plan based upon the findings; and Approval of Resolution No. 2016-134 of the City Council of the City of Carlsbad approving the City of Carlsbad's share of the Fiscal Year 2016-17 Capital and Operating Budget of the Encina Wastewater Authority; and Approval of Resolution No. 2016-135 of the City Council of the City of Carlsbad approving adjustments to the FY 2015-16 Operating Budget; and Approval of Resolution No. 2016-136 of the City Council of the City of Carlsbad, acting as the Successor Agency for the Carlsbad Redevelopment Agency, approving the Operating Budget of the Carlsbad Redevelopment Obligation Retirement Funds for FY 2016-17; and Approval of Resolution No. 1553 of the Board of Directors of the Carlsbad Municipal Water District, approving adjustments to the FY 2015-16 Capital Improvement Program Budget; and Approval of Resolution No. 2016-137 of the City Council of the City of Carlsbad appropriating funds to prepay obligations of the Carlsbad Public Financing Authority's 2006 Series A Revenue Bonds (Carlsbad Municipal Golf Course Project); and Approval of Resolution No.71 of the Board of Directors of the Carlsbad Public Financing Authority appropriating funds to prepay obligations of the Carlsbad Public Financing Authority's 2006 Series A Revenue Bonds (Carlsbad Municipal Golf Course Project); and Approval of Resolution No.2016-138 of the City of Carlsbad establishing a General Fund Pension Stabilization assignment of $10,000,000. Director of Administrative Services Chuck McBride and Finance Manager Helga Stover provided the report via PowerPoint presentation. Chair/President/Mayor Hall opened the duly noticed Public Hearing at 6:50 p.m. Laura Drashel spoke in favor of the City participating in fully funded pension plans. Carl Pope spoke in support of the Crossings Golf Course becoming self-sustaining once the bonds are paid off. Robert Wilkinson spoke in support of the City creating a Grand Promenade in the downtown area. Seeing no one else wishing to speak, Chair/President/Mayor Hall closed the Public Hearing at 6:59 p.m. June 28, 2016 Page 2 COMMUNITY DEVELOPMENT COMMISSION, CARLSBAD MUNICIPAL WATER DISTRICT BOARD, CITY COUNCIL, CARLSBAD PUBLIC FINANCING AUTHORITY, AND CITY OF CARLSBAD AS SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY In response to an inquiry Chair/President/Mayor Hall,Director McBride stated that there were approximately 56,000 rounds of golf played at the Crossings in the past fiscal year which is about the maximum amount of rounds that could be played. The Commission/Board/Council/Authority expressed their appreciation for staff's comprehensive presentation. ACTION:Motion by Vice Chair/Vice President/Mayor Pro Tern Wood,seconded by Commissioner/Board Member/Council Member Schumacher to adopt City Council Resolution Nos.2016-130,2016-131,2016-132,2016-133,2016-134,2016-135,2016-136, 2016-137, 2016-138; and, Carlsbad Municipal Water District Resolution Nos.1552 and 1553; and,Community Development Commission Resolution No.535;and,Public Financing Authority Resolution No. 71.Motion carried unanimously (5/0).
