The meeting was called to order at 5:45 PM on November 17, 1983 by Vice
President Bob Sheppard (President Dominguez arrived later).

A motion was made, seconded and unanimously approved to accept the minutes as

Evaluation of Open House
There was a brief evaluation session on the open house held on October 27, 1983.
General consensus of the Foundation members was that it was well received and

Certification Subcommittee Report
At the last meeting, the subcommittee came up with some suggestions for the

The subcommittee's suggestions are as follows:
There should be a brief course with lots of hands-on as opposed to a
lecture series.
Keep the cost as inexpensive as possible so that more people can
participate.
Bill Levinson made a motion to accept the subcommittee's recommendations and
let the operators sit down with those suggestions and evaluate them and come
back to the next meeting with some firm guidance.

Bob Sheppard made a motion that the Foundation write some kind of thank you letter
to the cable companies thanking them and their respective staffs for their gen-
erous contributions of time, energy and money to make the open house a success.

Bob Sheppard suggested that the Foundation purchase a store of blank tapes and,
using Palomar College's library and perhaps the Carlsbad City Library's current
store of programs, copy some programs on them and donate this to the operators
to be used as fill-ins on the public access channel thus starting a library for
the public access channel. After some discussion, Bob Sheppard made a motion
that the Foundation purchase $500 worth of blank tapes (approximately 20 individual
tapes) for the purpose of establishing a store of back-up programming for the
public access channel. Sharon Strong seconded the motion.

some kind of solicitation letter to be sent to the businesses in our immediate
