CALL TO ORDER
Chair Bob Bender called the meeting to order at 4:45 pm.
L APPROVAL OF MINUTES
ACTION: Vice Chair Williamson moved to approve the minutes of January 11, 2007. Chair
Bender seconded the motion.
DISCUSSION: Vice Chair Williamson clarified in Item II, "A Community Makes Music/Music
Makes a Community", paragraph two should read: "Vice Chair Williamson also
asked the applicant how the schools within the City of Carlsbad would benefit...."

A. Grant Applications for Consideration
1. ""Environmental Film Festival"
Applicant: Winifred Meiser
Amount Requested: $5,405.00
Request to fund the televised presentation of the Environmental Film Festival, which is the
first of its kind in this region. The festival offers independent filmmakers a chance to show
their concem for environmental issues as well as providing local, first hand sources of
information to help alleviate environmental problems in our community.

Member Pieratt asked how proceeds to be donated to "Through Children's Eyes" are
eamed. Applicant Meiser stated proceeds are eamed through entry fees. Member Pieratt
asked why the applicant is soliciting for sponsorships. Vice Chair Williamson asked the
applicant where the shoot will take place. The applicant stated it will take place in the
courtyard of the library to segue into the festival.
Time Wamer Advisor Augustenborg asked the applicant how many applicants have
submitted their reels and if the Board is able to see the quality of some of them. Applicant
Meiser said she would arrange to have a compilatioii of all the films submitted for the
festival. City Staff Liaison Vedder suggested the ev mt does not have to be recorded live -
interviews in theory could be done after the event. \'edder also stated the City Attomey's
office should counsel regarding the releases of the films and the films' music to be
rebroadcast for public access television. The applic nt stated she has a release on her
applications. The board concurred the release does i ot cover any music that may not be
licensed for rebroadcast. Member Urbina asked Ai ;j;ustenborg what clauses are in the
current applications regarding rebroadcast of films. City Staff Liaison Vedder interjected
the City Attomey's office is in the process of revi ev. ing the clause and in the interim will
review each application where rebroadcast of films "pply.
ACTION: Vice Chair Williamson motioned approval. Member Urbina seconded the
motion.
DISCUSSION: Vice Chair Williamson stated the script as it is in the application is not
clear and there needs to be more information added. Williamson also stated the review of
the festival films for quality and music license concems shall be done prior to the project
being approved. Chair Bender stated the script is lacking in detail and the host is not
designated. Applicant Meiser stated a designated host has been chosen and can submit the
qualifications. The Foundation's Board asked the Applicant to come back to the next
meeting with more detail to the script, a compilation of some or all of the entries, and the
qualifications of the host. Augustenborg also suggested to the applicant to obtain editing
rights from the festival's entries.
ACTION: Vice Chair Williamson withdrew motion
B. Update on "A Community Makes Music / Music Makes a Community"
Presenter: Judy Pisciotta
Pisciotta updated the Board regarding fiinds raised for the subject grant application as well as the
concerts performed to date. Pisciotta stated she will continue to update the Board via phone or e-
mail. The Board concurred.
3. Review and file the City's Monthly Financial Report for the CCTVF
Reviewed and filed after discussion of the outstanding grants and grants under production.

Time Wamer's Ned Augustenborg updated the Board on high school boys and girls sports
coverage.

The Board agreed to table discussion of the proposed name change of the Carlsbad Community
Tdevision Foundation until next meeting.
VL PUBLIC COMMENT
Mr. Norm Duncan asked the Foundation if there is a method for public availability of archived
grant projects. The Board agreed to agenda this item for the next meeting.
VII. DATE OF NEXT REGULAR MEETING
The date of the next regular meeting was set for Thursday, March 15, 2007 at 4:45 p.m. at the
offices of Time Wamer Cable.
