Meeting of: DESIGN REVIEW BOARD Time of Meeting: 5:OO p.m. Date of Meeting: Noventer 14, 1984 Place of Meeting: City Council Chambers
CALL m ORDER:
The Meeting was called to order at 5:OO p.m. by Chairman McCoy.
PLEDGE OF ALLEGIANCE was led by Chairman McCoy.
Present: Chairman McCoy, Menbers Flohotis, Holmes and Marcus. Mer Schlehuber arrived at 5:33 p.m.
Absent: None.
Staff Members Present:
Chris Salmne, Cormunity Redevelopment Manager Dan Hentschke, Assistant City Attorney Walter Brawn, Civil Engineer

1. RP 84-9 - BESAW - Request for approval of a
Redevelopent Permit to develop an office building at the southeast oomer of Jefferson Street and Grand Avenue.
Chris Salmne, Cormunity Redevelopent Manager, gave the staff report on this item, stating the Board wanted the parking to oonply with the de. A plan has been presented to bring the parking up to de.
Mr. Salomone stated on the Jefferson side at the
northwest oorner, the landscaping and entryway into the
building encroach into the right-of-way, and staff felt there should be a oondition of approval to eliminate the encroachments. The min encroachments are the stairs at the northwest oorner of the building.
Mr. Salomone ooncluded that this would be a good addition to that oomer; it has de parking and on-site and additional parking on the street of eight spaces. He reoormrended approval as redesigned.

Chairman McCoy qxned the public hearing at 5:05 p.m.

Mr. Jack McKeown, 1515 Morena, San Diego, spoke as the architect on this project. He stated it was possible to
relocate the stairs if the City felt this was a hazard. However, he asked the City to shaw syrrpathy and allow the steps to remain to inprove the landscaping and adjacent to the driveway entrance into the garage. He stated they were having a problem with the sloping and ranping into the garage. would be designed with a non-slip surface and they auld
remove the textured paving feature, which could be as hazardous as the steps. He added the encroachment is in the area the City wanted to abandon at the last meeting.

encroachment in the right-of-way, because when the City owns the land, they want it as incident-free as
possible. He urged the Board not to put a tripping

referred to page 5, Item 25 b, and referred to the 170 square feet for the parking stall.

Mr. Brown stated the requirement as shown had been discussed and the applicant had stated he would supply the proper-sized spaces, and he was surprised that the applicant auld not now do that,
Mr. Joe Lukoski, using a transparency showing the site, stated a letter had been written to the City Engineer
asking for a waiver of this condition. Each stall is wider than eight and a half feet, but they are short-
they are about 164 or 165 square feet for each space.
Mer Holmes discussed the 14-inch column and asked whether it amld be at dawn by using a different shape. Mr. Besaw stated that would be difficult because of the lateral loads.
Mr. Besaw gave the history of the project and the changes made to meet City standards. talk With the structural engineer about the size of
columns and whether ur not they could be reduced. If the 20 feet is needed, Mr. Besaw felt they would have
to start over on the project.

Since no one else wished to speak on this item, the
public hearing was closed at 5:24 p.m.
Mer&er Marcus mcurred with Menber Holmes that since this was a new project, it should be done right the first time, and save the giving of variances for the
older buildings.
Design Review Board -roved the Negative Declaration
issued by the Land Use Planning Manager and adopted the following Resolution:

with follawing changes:
There is to be no encroachment; and modify 25 b, taking out the 170 square feet.
Mr. Besaw stated he paid $400 in June to have that strip
of land vacated, and now wanted a refund. Mr. Salomone
said staff would make an application for the refund.
2. RP 84-17 JAUREGUI (7- Market) - Rquest for a Minor Redevelopment Pedt to rehabilitate an existing
one-story structure at 3292 Rmsevelt Street to cperate a market-deli and bakery.
Chris Salomne gave the staff report on this item, using a transparency to show the site, and a short slide
presentation showing the market and the entryways.
Chairman McCoy qxned the public hearing at 5:32 p.m.
and issued the invitation to speak.
Sophia Esmvada, daughter of the owner, spoke in favor of the project, stating her Mother had owned the
business for over 40 years.
Since no one else wished to speak on this item, the
public hearing was closed at 5:33 p.m.
Member Holmes stated the mansard roof should go across where the bakery is located, and the applicant agreed.

Review of alterations to historic Cohn House and its compatibility with surrounding structures.
Chris Salomne gave the staff report on this item, using a transparency to show the project site. A

the Board to oonsider these design changes. this was not in oonformance with the historic aspect of the building.

Chris Salomone stated on the Nielsen project, the senior housing project located between Tyler and Roosevelt, in sub-area 4 of the Redevelopment area, there was a question by the applicant due to the denial

Member Ronbotis omnented that the Committee would be directed to pay particular attention to that area because of the difficulty in approving projects there.
The Design Review Board voted to rewnd to the General Plan Study Connittee that special attention be given to subarea 4 in the Redevelopment area due to the difficulty in approving projects in the area due to the oonflicting zones.
By proper mtion, the Design Review Board Meeting was adjourned at 5:50 p.m.
