CALL TO ORDER:
Chairman McCoy called the Meeting to order at 5:OO p.m.
ROLL CALL:
Present: Chairman McCoy, Members Hall, Holmes, Rombotis and
Schlehuber.
Absent : None.

PLEDGE OF ALLEGIANCE was led by Chairman McCoy.
PUBLIC HEARINGS:
1. RP 85-19 - CALIFORNIA BUILDERS - Request for approval of
a redevelopment permit to construct a 70-unit hotel complex
above a commercial area with undergound parking at the
southeast corner of Carlsbad Boulevard and Beech Street
in sub-area 6 of the V-R zone.
Brian Hunter, Assistant Planner, gave the presentation as
contained in the staff report, using a transparency to show
the site and drawings to indicate the proposed structures.
The loading area has been designed into the project.
Chairman McCoy opened the public hearing at 5:05 p.m., and
issued the invitation to speak.
Charles Rowe, 4046 Garfield Street, office: 3138 Roosevelt
Street, partner, (and, if the project is approved, the
builder), addressed the Board stating this project would
be an enhancement to the City of Carlsbad.
In answer to query regarding a market survey, Mr. Rowe statec
he had not done a survey, but the City had conducted one.
The City will eventually need another full-time hotel.
Member Hall inquired whether food would be served on the
premises, and Mr. Rowe answered there was not adequate
parking at the present time to include a restaurant. It is
hoped additional parking will be acquired in the future to
allow a small restaurant.
Since no one else wished to speak on this item, the public
hearing was closed at 5:08 p.m.
In response to the market survey question, Chris Salomone
stated the information came from two sources and was of a
general nature. There was concern about the saturation
of hotels in Carlsbad. Staff hired a consultant, and his
opinion was this project was feasible because of the unique
location. The other information used was a study that had
been done for the Twin Inns project. This study dealt with
the saturation of hotel units in the village area and the
ability to attract tourists. The result also indicated a
hotel would be successful.
Member Hall inquired about the openings into the parking
structure, and was informed they were to be 7 ft. 6 in. high,
He stated the openings should be high enough for handicapped
parking regulations. A condition for delivery was also
mentioned, with reference to a memorandum written regarding
that. The applicant indicated he had seen this memorandum.

MEMBERS '
Design Review Board approved the Negative Declaration issued
by the Planning Director and adopted the following Resolutior
RESOLUTION NO. 068, APPROVING A REDEVELOPMENT PERMIT TO
CONSTRUCT A COMMERCIAL RETAIL AND SEVENTY UNIT HOTEL COMPLEX
OVER UNDERGROUND PARKING ON PROPERTY GENERALLY LOCATED ON THI
SOUTHEAST CORNER OF CARLSBAD BOULEVARD AND BEECH STREET.
Additional conditions: prior to issuance of building permits
refuse area is subject to the approval of the City Planning
Director.

redevelopment permit and a conditional use permit to develop
a 59-unit senior citizen apartment project at the southeast
corner of the Jefferson Street/Home Avenue intersection in
Sub-area 6 of the V-R Zone.
RP/CUP 86-3 - JEFFERSON HOUSE I1 - Request for a major
Chris De Cerbo, Assistant Planner, gave the presentation
as contained in the staff report, using a transparency
to show the site and drawings to indicate the project.
He added the balconies did protrude two feet into the setbacl
However, staff recommended approval of this intrusion since
additional passive space for prospective tenants had been
provided. The project was redesigned to relieve the massive
look on Jefferson Street by providing a 25-foot wide opening
in the middle of the building. The third floor and the corne
units on Jefferson Street were eliminated, reducing the
box-like appearance of the project.
Mr. De Cerbo discussed the parking, stating the ratio is
2.68 units per space.
Street has a ratio of one parking space per three units,
with the one on Chinquapin one space per 1.5 units.
Jefferson House I has one parking space per two units.
Of all existing senior citizen projects, this project would
be the most centrally located, with public transportation
readily available. This would give an alternative to the
tenants and would reduce the number of automobiles and
parking spaces required.
The senior citizen project on Tyler
Mr. De Cerbo concluded, stating vacancies are low and the
demand for such units is high.
In answer to query regarding parking surveys, Mr. De Cerbo
answered staff had observed traffic during the daytime at
Jefferson House I, and there was no parking problem. The
Board discussed the parking problems at Tyler Street, and stz
stated more parking space may be purchased for that facility.
Chairman McCoy opened the public hearing at 5:26 p.m., and
issued the invitation to speak.
William Rick, Rick Engineering, owners and developers of
the existing Jefferson House and this proposed project,
addressed the Board, giving the details of the proposed
project. He stated the closeness to the center of town
would provide a livable apartment at a low market price. The
project would be built around a courtyard and would provide
a sense of community without being isolated. Mr. Rick statec
Jefferson House I had been in operation approximately 18
months and had been very successful. Tenants must be at
least 62 years of age and able to take care of themselves.
He said the majority of tenants would be women and not own
their own automobile.

Mr. Rick continued, stating the location of this project
is ideal for tenants walking to the services they require.
He said they have 70 people on the waiting list for units, a
60 percent of those are Carlsbad residents. The market is
continuing to grow.
As far as parking, Mr. Rick said there should be no problem
with a full lot at any time. He added the project does
measure up to the housing goals and General Plan goals.
Chairman McCoy questioned the ten foot setback on Jefferson
Street, and was told Jefferson is considered the side yard,
with the front on Home Avenue.
Member Hall asked why there were two-bedroom units and
Mr. Rick stated some tenants want two bedrooms to spread
out in, with room for visitors. Member Hall asked about the
fence along the rear of the property and was told that
belonged to the neighbor.
Mike Hough, 1010 Home Avenue, property owner, expressed
concern about the appearance of the building. He felt
Jefferson House I needed some trim or something to make it
more attractive, and would not like to see another building
similar to that.
Mr. Rick answered Mr. Hough, stating this had been discussed
with staff and the architectural problem had been alleviated
as shown in the elevation drawings.
Since no one else wished to speak on this item, the public
hearing was closed at 5:43 p.m.
Member Schlehuber said he was concerned about the parking,
even though the site is close to downtown. He would like
staff to tell the ratios and how many parking spaces would
be needed at each level. Mr. De Cerbo stated 3.0 required
20 spaces and 2.5 required 25 spaces.
Member Holmes said this was an excellent location for this
type of building. However, he felt the building was too
high for the closeness of the space.
Member Rombotis explained there is a 16 foot setback, since
Jefferson Street has an 80 foot right-of-way.
Member Holmes stated he did not care for the project.
Member Hall said he could not support the project. He had
visited the Tyler Street project and they are trying to
purchase the adjoining lot to acquire more parking. He
felt there would be a parking problem. Also, the two-
bedroom units suggests guests, and they would also need
a place to park. Mr. Hall stated another objection was
the fence to the rear. He would ask for the fence to be
taken down and a hedge or landscaping put there.
Member Rombotis asked whether staff was comfortable with the
parking, and they stated San Diego is using a ratio of 4 to
one parking space.

Member Holmes stated he shared Member Hall's concerns. If
the parking is adequate, he said he could support the project
Member Hall asked whether staff had talked with the manager
at Tyler Street, as they have a waiting list for parking
spaces.
Design Review Board will continue and re-open the public
hearing on RP/CUP 86-3 - JEFFERSON HOUSE 11, on March 26,
1986, with staff to provide additional data on parking ratio5
with similar projects in Carlsbad and San Diego. Staff also
to address whether any future plans exist for widening
Jefferson Street.

4. RP 86-4 - DOMINO'S PIZZA - Request for a redevelopment
permit to renovate existing retail space at 2965 State
Street and change use to delivery and carry out only Pizza

Brian Hunter gave the presentation as contained in the staff
report, using a vicinity map to show the site.
Chris Salomone added the applicant would extend his business
hours to noon, but this did not change staff's recommendatior
Member Schlehuber handed a packet containing four photograph:
a memorandum from Rick Puttkammer for Domino's Pizza and
letters from the City of Oceanside and the City of Escondido
regarding Domino's Pizza support for community projects, to
the Minutes Clerk to be included in the record.
Member Rombotis said he supported staff's recommendation. Ht
would like to have this company in Carlsbad, but not at this
location. Other Members of the Design Review Board expressec
the same opinion and concurred with staff recommendation.
Design Review Board adopted the following Resolution:

Chris Salomone reported this was a temporary use for this
property and an information item.
Brian Hunter gave the staff presentation as contained in the
staff report.
Chris Salomone added if this is approved, he suggested the
time limit on the temporary use apply to the sign permit.

Design Review Board requested the applicant to tie the sign
in with the type used in that area to the satisfaction of
the Redevelopment Director.
Design Review Board approved staff recommendation to accept
approval for 25 feet of freestanding signage at 2981 State
Street, Tamarack Beach Resort Sales Office.
ADDITIONAL ITEM:
Election of Officers
Design Review Board elected Jerry Rombotis as Chairman for
the coming year, and Bob Holmes as Vice-chairman. The
election of future officers shall be yearly and correspond
with the appointments as soon as the appointments are made.
APPROVAL OF MINUTES: (one motion)
Minutes of the Meeting held January 15, 1986, were approved
as presented.

SUBJECT: RP 86-4 - DOMINOS PIZZA
After reviewing the redevelopment office's staff report and considering their
recommendation, Dominos Pizza would like to ask that the Design Review
Board reconsider resolution #69. We would like to offer our suggestions on
how the above mentioned use might meet the requirements of Village Center
Special Treatment Area - Sub-area 1.
The following critera and definitions are from the Village Design Manual":
Goal is to function as a major financial, speciality, commercial center for
the downtown area.
Within Sub-area 1, there will be the Village Center which will act as a focal
point for the subarea and become an attracting force for the redevelopment
project.
Design should be oriented to pedestrian traffic or pedestrian circulation.
Sub-area #1 is trying to accomplish "Village Towness" which by definition
is a unique feeling spawned by an emotional relationship between denizens
and their city. This feeling is founded upon a sense of belonging.
Dominos helps this area achieve these characteristics by:
1. Locating a highly promotional strong national credit tenant with rigid quality
controls and guidelines among the existing Village type tenants.
2. It will add a business to the area that should be likened more to a bakery
than a pizza parlor. Based on the bakery concept, it will add vibrancy and
excitement by contributing uniformly, well-dressed employees who are busy
taking telephone orders and preparing pizzas.
3. The facility itself will help to brighten up the area with its well-lit storefront,
clean kitchen-like appearance and red, white and blue colors. In the later
evening hours the well-lit storefront and spuratic trips of the delivery trucks
will hlep to add a feeling of safety and deter loitering and theft in the area.
4. The management of the business will add to the community overall by its
involvement in promotional events such as 1 OK runs and fundraising events,
such as the Carlsbad Police Department Chili Cook Off (85 E 861, from reviewing
the Village Design manual and discussing the use with planning. It is our
understanding that the approval of uses in the redevelopment area is subjective.
We believe that Dominos Pizza Bakery is a viable tenant for the area based
on the previously mentioned reasons.

5. This use will satisfy a need voiced by the 50 L phone calls from Carlsbad
area residents asking for a Dominos Pizza Bakery to service their area.
In addition, as the staff has commented, the use will not generate additional
traffic at peak hours, demand more parking than the typical retailer or in
anyway adversely effect the Village community.

I would like to take this opportunity to thank you and the Domino's Pizza
Organization for the community and program support that you have provided
to John Landes Comnunity Center.
Through the years, Domino's Pizza has proven to be the number one supporter
of Special Events and Recreation Programs. Domino's has sponsored such annual
events as; the Easter Egg Hunt, the Halloween Haunted House, Christmas and
4th of July Floats, Pizza Eating Contests as well as providing free gifts to
be utilized for tournaments and raffles.
The Domino's Organization is a caring, concerned corporation that puts the
community and it's needs above the goals and objectives of the Company.
It is very exciting to work with a National Corporation that is so involved
with the local community. You have helped tremendously to promote Recreation
Programs and activities in a positive and professional manner.
The City of Carlsbad would benefit greatly by allowing a Domino's in their fine
