CALL TO ORDER:
Member McCoy called the meeting to order at 5:05 p.m.
ROLL CALL:
Present: Members McCoy, Hall and McFadden.
Absent: Members Holmes and Rombotis.

CONTINUED PUBLIC HEARING:
1. RP 86-22 - KELSO
Request for a major permit to develop a professional
office building at 2933 Roosevelt Street in subarea
1 of the Redevelopment Area.
This item was continued.
DEPARTMENTAL/CONTINUED:
2. RP 87-3 - COMMUNITY RESOURCE:
Request for a minor Redevelopment Permit to operate
a thrift store at the northwest corner of Roosevelt
Street and Oak Avenue.
Br-an Hunter gave the staff presentation on this item as
contained in the staff report, using slides to indicate
the site. This is a non-profit organization, with proceeds
from sales used to fund social service and counseling
activities for the North County area.
Mr. Hunter stated that normally development standards
would include parking on-site; but because there isn't any
parking and this was previously used as a commercial site,
staff supported the recommendation.

Mr. Hunter spoke on Condition #5 of the Resolution, stating
staff would like to amend that to read only the first
sentence: Plans, specifications, and supporting documents
for all improvements shall be prepared to the satisfaction
of the city Engineer. Normally, this condition would
include curb, gutter and sidewalks. Mr. Hunter used a
slide to indicate the eucalyptus trees within the City
right-of-way along Oak Avenue. There is a possibility the
standard improvements would not be required at this site.
The City will be maintaining those trees, in their present
location, and there is no date set for the installation of
sidewalks in the area. This will be done with Redevelopment
money.

At the time the City installs the improvements, the conditio]
as amended would meet the satisfaction of the City Engineer,
whose department was responsible for placing the condition
on the project.
Member McFadden inquired who was to put in the half-street
improvement, and Brian Hunter answered the condition was
on the property, and an either/or situation. It depends
on the nature of the lease. If the owner resfuses to do
the work, then the person wanting the project to go through
would be responsible.
Member McCoy opened the public hearing at 5:12 p.m., and
issued the invitation to speak. Since no one wished to
speak on this item, the public testimony portion was closed.
Member McFadden stated she could not think of any other
thrift store in that area, and felt this was a good interim
use, well-located for customers.
Member Hall inquired whether any improvements would be
made to the outside of the building, such as painting.
Sarah Rosenfeld, the applicant, stated the only thing they
could do would be add a sign, as the owner wants the buildin;
to remain white. Brian Hunter added there had been no
proposal to change the building in any way.
Member McCoy commented he noticed on the slide they had
parking along the side of the building. The new regulations
call for all of the business to be conducted inside the
building. He stated he would be very disappointed if he
saw boxes piled outside of the building. This is across
the street from the Boys and Girls Club and needs to be
a protected area for children in the area. Also, the land-
scaping is supposed to be maintained. Member McCoy added
he would like to see some landscaping there to improve
the general appearance. Member Hall concurred, reiterating
a coat of paint would also help.
Ms. Rosenfeld inquired what type of landscaping and where;
Member McCoy answered from the trees to the corner.
Design Review Board adopted the following Resolution:
RESOLUTION NO. 100, APPROVING A MINOR REDEVELOPMENT PERMIT
TO OPERATE A THRIFT STORE AT THE NORTHWEST CORNER OF
ROOSEVELT STREET AND OAK AVENUE.
Item 5a) "Full half street improvements of Oak Avenue along
the frontage of the project and transitions off site."

Condition to add landscaping from eucalyptus trees to the
corner on the Oak Avenue side of the building, to the
satisfaction of the Redevelopment Manager, added to the
Resolution.
Member McFadden questioned the calling of a meeting next
Wednesday, stating the Members should be contacted before
special meetings are called. Marty Orenyak stated the
item scheduled next week was to be returned to the Board
as quickly as possible.
