MINUTES
Meeting of: DESIGN REVIEW BOARD
Time of Meeting: 5:OO p.m.
Date of Meeting: June 3, 1987
Place of Meeting: City Council Chambers
CALL TO ORDER:
Vice-chairman Holmes called the meeting to order at
5:OO p.m.
PLEDGE OF ALLEGIANCE was led by Vice-chairman Holmes.
ROLL CALL:
Present: Vice-chairman Holmes, Board Members
Hall, McCoy and McFadden.
Absent: Chairman Rombotis.
Staff Members Present:
Chris Salomone, Community Redevelopment Manager
Brian Hunter, Associate Planner
Mike Holzmiller, David Hauser, Marty Orenyak and
Dee Landers.
DEPARTMENTAL:
The Design Review Board voted to take Item #2 out of
order at this time. The remainder of the meeting will
be devoted to discussion on the preliminary review for
Village Faire.
2. RP 816-9 - WILLIS - Timing of undergrounding of
utilities on Tyler Street between Elm Avenue
and Oak Avenue and its effect on RP 86-9.
Chris Salomone gave the staff report stating the
overhead utilities in the area have one pole blocking
two of the parking spaces on the project. Staff is
working with SDG&E to underground the poles and SDG&E
is designing the project at this time. Construction
could be a year to eighteen months away.
The applicant is ready to final this project within six
to eight weeks and has requested relief of those two
spaces, since they will be undergrounded eventually,
and allow the building department to final his project.
Discussion among the Board Members determined they felt
two years would be ample time to allow for the
completion of the undergrounding.
Design Review Board approved the request of the
applicant to waive the required access to the two
parking spaces blocked by the utility pole, pending the
undergrounding of utilities within a two-year period.

The Minutes of the Meeting held May 6, 1987, were
approved as presented.
The Minutes of the Meeting held May 20, 1987, were
approved as presented.

1. RP 87-6 VILLAGE FAIRE - Preliminary design review
for proposed 75,710 square foot retail center
bounded by Carlsbad Boulevard, Elm Avenue and
Washington Street.
Vice-chairman Holmes announced staff wanted the
opinions and recommendations of the Design Review Board
on this project to allow for an acceptable set of plans
to be submitted for approval.
Chris Salomone gave the staff report, using a
transparency to show the proposed project.

project, showing an artist's rendering of the buildings
and samples of the materials and colors to be used.

The following comments were made:
It was questioned whether this was the best possible
use for this important corner, and the feasibility of
retail stores in a shopping center.
The use of so much grey was questioned, with the
recommendation made for more brick on the buildings.

huge mass of grey to the pedestrian.

Comment was made it was felt the applicant was trying
to get too much out of the project. It was suggested
to reduce the project size to give more parking.
Concern was expressed about having more details on the
architecture.
The ratio on compact car parking was high, and it was
suggested the compact car parking should be spread
around the entire project.
The impact on Rotary Park needs to be considered, with
Washington Street a big question mark. If other people
need that parking, it would not be proper to allow this
project to take that parking for their use.
Staff stated they would work with the applicant and
return with plans at another meeting on this item.
