Absent - Commissioner Swenson. Plaques for Historic Sites Chairman Robertson reported on the type of plaque for designated sites, stating he felt the Commission should endorse the bronze plaque costing approximately $250. any time any individual site is thought to be one worthy of a more extensive-type plaque, this could be discussed on an individual basis and decided at that time. Chairman Robertson felt the City would not approve the expensive- type plaque discussed at the last meeting. The plaque described at the $250 level, was approximately 10" x 12" with eight lines of type. .t Chairman Robertson stated he would like to have the type of plaque chosen by the next meeting and then discuss each case individually as plaques are determined for each site. The Historic Preservation Commission adopted the recommendation to purchase plaques for approximately $250, to be made out of bronze, identifying the site, City of Carlsbad Historic Site, the name and year of contruction. Any other information allowed on the plaque will be determined on a individual basis. Historic Resource Designation Chairman Robertson said the Commission sent a letter dated April 9, 1987, to the Mayor and City Council Members regarding the two Members of this Commission to be included on the Selection Committee for the design of the Senior Citizens Center/School District Office. Commissioner was given a copy of the letter. Each Patty Cratty reported 3ohn Cahill had stated the Committee had already been selected, and there was no Member of this Commission included on that Committee. She will speak with Frank Mannen for clarification on the selection of members for that Committee. If there is no result from this call, it was felt the Mayor should be contacted about this. The statement had been made that this Commission would be represented on that Selection Committee, and this Commission wishes to pursue that matter. Carlsbad Union Church-Gaus House Chairman Robertson stated the Union Church--Gaus house owners are not going to consent to designation as a historic site. These will have to be historic points of interest. Brian Hunter agreed, stating the owners felt there was nothing significant designated through the environmental review on this property. They will have to comply with the request by this Commission to have a video tape of the buildings before they are removed. Brian Hunter stated 3ohn Cahill had told Chris Decerbo, Project Planner, to hold off the conditions on the Union Church, as they might want to include additional conditions to require them to help pay for the parking lot for the Senior Center which would be located across the street. They would be given credit for on-street parking by providing part of the cost of the parking lot on the Senior Center site. The church proposal as submitted did not meet the parking standards. Kip McBane suggested the building could be relocated, and there is still time to do this. Commissioner Christiansen suggested an objective consultant be hired that would not be one chosen by the developer. This might result in a different opinion as far as historic value. Kip McBane suggested this Commission could have a list of historians and the developer could choose from that list. Brian Hunter suggested this Commission could have the owners pay for the opinion, but have the selection of the people to give this opinion to come through this Commission and through City Planning. He stated all that needed to be done was to add this condition to the criteria. St. Michael's Church Commissioner Howard-3ones reported on St. Michael's Church, stating they are still deciding and have made no decision at this point. L \ MINUTES HISTORIC PRESERVATION COMMISSION April 13, 1987 Page 3 COMMISSIONERS OLD BUSINESS/CONTINUED ITEMS: (continued) Frazier's Well-Alt Karlsbad Commissioner Christiansen stated that Frazier's Well-Alt Karlsbad, is already a California Historical Site, and needs to be added to the City's list. Carlsbad Theater Patty Cratty reported the Carlsbad Theatre will be having a feasibility study done to determine the needs of the community. A consultant will be working with this Commission and the State Commission to establish a national status, if possible. Chairman Robertson expressed his thought that this Commission needed to go to Council with more sites. He felt the Union Church and Gaus House should be taken to Council. The possibility of moving the buildings was discussed again, particularly the Gaus House. This could be part of the mitigation if a site could be found. owner could be required to pay the cost of moving the house to another site. If a private buyer could be found to maintain the house as a historical site, this would be ideal. Brian Hunter added that if this group sponsored the moving of this building, there would be no fees to pay. Commissioner Howard-3ones suggested it could be moved to the Pine Street site. Chairman Robertson stated he was filling out the form for the Union Church as a point of interest. Commissioner Howard-3ones stated she would contact St. Michael's Church again to have this designated as either a historical site or a point of interest. Chairman Robertson asked for the sites discussed to be written up into Resolution form by the next meeting . National Preservation Week Patty Cratty gave the report on this item, stating the Commission has the option of doing nothing or asking the Mayor to issue a Proclamation. They could coordinate with the Heritage Celebration, or have a special event of their own. Commissioner Howard-3ones suggested having some sort of activity at their May meeting. Kip McBane suggested something could be done with regard to the rededication of City Hall. This could be an ad hoc landmark of democracy. city ha1 and this Commission could meet at Heritage Hall and have the Mayor attend that meeting. Ms. Cratty said she would have to check whether or not the hall would be available for the meeting . Kip McBane suggested a photograph of the old city hall, bringing it up to the present. Commissioner Howard-3ones added to that, stating she had a drawing of Heritage Hall and that could be mounted with a color photograph of the present City Hall. This could then be presented to City Council. The Commission decided to hold their May meeting at Heritage Hall, if possible. At the same time, some of the historic sites could be selected for a tour and the day would end with a barbecue at Carillo Ranch. The Commissioners discussed dates, and after quite a bit of discussion, decided on Wednesday, 3une 3rd, with the tour to start at 2:OO p.m., and the barbecue to start at 6:30 p.m. discussion and selection of the sites for the tour. Re-appointment of Commission Member Chairman Robertson announced Kay Christiansen had been re- appointed as a Commissioner on the Historic Preservation Commission for a term of four years. 6. Santa Fe Depot Patty Cratty reported the final plans will be ready April 27. There will be some lighting for the dock and the building; also some underground flood lights. Ms. Cratty gave the schedule for the permits and construction, with September 6th as the date for the re-dedication of the depot. the interior work. She stated the Chamber of Commerce has money to do In answer to Commission query regarding the color of the paint for the outside of the depot, Ms. Cratty stated this will be up to the Depot Committee to decide. If they go with the California Southern, that would be green and white. If the Santa Fe colors are used, they will be the colonial gold, green trim and venitian red roof. She stated the suggestion had been made to go back to wooden floors to make the building more authentic. Ms. Cratty distributed copies of an article from the San Diego Daily Transcript, telling about the work of Wayne Donaldson, who is the architect on this project. 8. Carrillo Ranch Chairman Robertson announced the City and the Commission had received $90,000 grant money for Carrillo Ranch. The State commented this was the best application for a grant they have ever received. soon as the budget is adopted.
