HomeMy WebLinkAbout1987-07-13; Historic Preservation Commission; Minutes.- MINUTES Meeting of: HISTORIC PRESERVATION COMMISSION Time of Meeting: 5:OO p.m. Date of Meeting: 3uly 13, 1987 Place of Meeting: City Council Chambers COMMISSIONERS CALL TO ORDER: Chairman Robertson called the Meeting to order at 5:07 p.m. ROLL CALL: Present - Chairman Robertson, Commissioners Blackford, Christiansen and Swenson. Ex-Officio Member McBane arrived at 5:37 p.m. Absent - Commissioner Howard-3ones. Staff Present: Chris Salomone, Community Redevelopment Manager Brian Hunter, Associate Planner APPROVAL OF MINUTES: The Minutes of the Meeting held 3une 8, 1987, were approved as presented. PUBLIC HEARING : (Cont inued ) 1. H-8 TWIN INNS Continued public hearing on proposed designation of Twin Inns as a historic Landmark -- owner has requested withdrawal of application. Chairman Robertson reported the applicant does not want the Twin Inns designated as a historic landmark at this time. project is approved. They will re-apply as soon as the Village Faire Chairman Robertson opened the public hearing at 5:09 p.m. Since no one wished to speak on this item, the public hearing was closed. The Historic Preservation Commission directed staff to bring this item back when the permit has been approved for the major project. OLD BUSINESS: 2. HISTORIC RESOURCE DESIGNATION To dicuss various historic resources for possible landmark or point of interest designation. Chairman Robertson reported he had spoken with Pat Kelly regarding Rancho Agua Hedionda Hacienda, and the owner does not want to designate the site at this time. Commissioner Christiansen discussed the corner where a house was built on Christiansen Way and Washington. This was the carriage house, which was turned into a house after the main house was burned. Chairman Robertson asked the Commissioners to add this to their list of prospective sites. Commissioner Christiansen will report to the Commission on August 10 on the status of the property. St. Michael's Church - Commissioner Christiansen will try to get this site designated, as it was the first church in Carlsbad. Carlsbad Union Church/Gaus House - this will be discussed under Item R4 of the Agenda. Kelly Barn - Chairman Robertson stated Commissioner Howard- Jones was talking with the owners. Calavera Lake and Dam - This item was on Commissioner How Jones' list. Chris Salomone recommended the Commission contact the Planning Department regarding this site. Hosp Grove - Kip McBane was researching this item. Brian Hunter said the City Attorney said the Calavera Lak- and Dam site had to be sold. property and is an asset of the water department. CARLSBAD SCHOOL DISTRICT OFFICES/SENIOR CITIZENS CENTER To discuss Carlsbad School District Office site and the proposed Senior Citizens Center. Chairman Robertson attended the architectural selection meeting for the Senior Center and approved of the choice made. He will contract the architects and tell them this Commission would like to meet with them. 4. GAUS HOUSE To discuss possible move/razing of Gaus House. The site is now a point of interest, and in answer to a question as to whether the house could be designated a historic landmark no matter where it was located, staff indicated this could be made a condition on the person receiving the house. However, staff should not put too many conditions on the house and frighten off any prospective applicants. Commissioner Christiansen noted the requirement for the church to identify and photograph the inside and outside of the buildings, and staff indicated this was not comopleted at this time. PROTECTION OF TREES To discuss possibility of developing regulations to protect significant trees. Kip McBane reported the City is slowly losing trees, and he felt it would be helpful if this Commission would propose an ordinance to protect significant trees of historical interest. These trees could be identified as landmarks. Kip McBane added he felt an important This item was continued to the August meeting. INFORMATIONAL: 6. SANTA FE DEPOT REHABILITATION To update Commission on status of Depot Rehabilitation. Chris Salomone reported the bid opening on the depot was last Friday, and there were six bids. An Agenda Bill has been prepared, and the rehabilitation should be progressing, with an eye on the 1887 Day celebration, September 12. Commissioner Howard-Jones has stated she would like to see the plaque for the depot ready for September 12. By consensus, the Commission instructed staff to work with Commissioners Howard-Jones and Christiansen to have an appropriate plaque ordered for the Depot in a timely manner. A. Chris Salomone reported the $90,000 grant has been approved and will be received for restoration of the buildings. 8. ITEMS FOR 3ULY AGENDA Informational update of items discussed for 3uly Agenda. Chairman Robertson stated there will be speaker at the August meeting on some of the things that can be done with the archeological sites in Carlsbad and discuss guidelines. Chris Salomone stated a feasibility study on the theater will be financed half and half, with the owner of the theater paying one half and a loan company the other half. There will be a report on this at the August Meeting. Commissioner Christiansen showed photographs and newspaper articles on the sand castles. The area will be fenced and lights installed, and the area will be signed to identify contributors. She will report further on this at the August Meeting.
