MEETING PLACE: CITY COUNCIL CHAMBERS 1200 ELM AVE. \4 \r MEMBERS CALL TO ORDER: Meeting called to order by Chairperson Robertson at 5:05 P.M. ROLL CALL: Present: Chairperson Robertson, Commissioners Blackford, Christiansen, Howard-Jones, Swenson. Absent: Ex-Officio McBane STAFF PRESENT: Patricia A. Cratty, Senior Management Analyst/ Redeve 1 opmen t Brian Hunter, Planner APPROVAL OF MINUTES : Minutes of July 13, 1987 approved as amended: Item 3 page 2 - change "contract" with architect to "contact". Page 4 - Item 7 Carrillo Ranch. Change "restoration" of building to stabilization. Page 4 Item 9 - Change Loan Company to "The Loan Commit tee 'I Motion by Swenson to approve minutes. (All Ayes) ITEM I: MR. RON MAY - ARCHEOLOGICAL PRESENTATION Item carried to later in meeting presenter had not arrived. ITEM 2: CARRILLO RANCH SUB-COMMITTEE PROPOSAL Cultural Arts Manager, Connie Beardsley, read from report concerning uses for Carillo Ranch. Ms. Beardsley stated that at the suggestion of the Arts Commission an idea was presented to have Arts Commission, Parks and Recreation Commission and Historic Preservation Commission come up with ideas of future uses for Carrillo Ranch. Discussion held on possibility of obtaining grant from National Endowment of the Arts. Idea raised to have each of three commission have two members to form a sub- committee to discuss this item. Commission discussed with Ms. Beardsley and staff 3n the design and interest of private/public cooperation with design and use of Carillo Ranch. MINUTES HISTORIC PRESERVATION AUGUST 10, 1987 Page 2 - Ms. Beardsley suggested that Commission may want to hire a consultant to look into this matter. Commissioners stated that they had strong feelings on use, design and preservation of Carrillo Ranch site. Discussion held on the possibility of having shops at site. Commission discussed difficulty of access to site and future development of adjacent property. Member Christiansen expressed concern regarding long range use and stabilization of structures. Consensus of Commission was support of Carrillo Ranch Sub-Committee Proposal. ITEM I: MR. RON MAY - ARCHEOLOGICAL PRESENTED Mr. Ron May gave presentation regarding the assurance of protecting archeological sites. Mr. May spoke on preserving sites and gave brief summary of his back ground. prehistoric sites and problems encountered on educating people on the preservation of archeological sites. Mr. May stated that less than 3% of the County has been sampled. Mr. May gave an overview of archeology and interest to the public which includes historic sites. Mr. May referred to reports and ordinances used in determining sites and benefits to property owners in having land dedicated as an archeological site. Discussion held on importance of preserving sites. Mr. May talked about pre-application permits and monitoring of sites. Mr. May also stated that the City should have a set of maps with all recorded sites. Discussion held on applying for certified local government status which would let City become eligible for monies, which is divided among other agencies at a rate of 10% of State Money received. Suggestion made on uses of funds as an example to inventory sites and what is out there. Mr. May stated that he envisioned a photographic inventory and museum of sites. Discussion held on Mr. May stated he would mail a copy of the proposed County guidelines for designation. Discussion on Carrillo Ranch site and its preservation. ITEM 3: PROTECTION OF TREES Staff member Hunter gave presentation on trees and shrubs in public right of way. Mr. Hunter referred to document distributed to Commission stating that this feel within the jurisdiction of Parks and Recreation. Mr. Hunter also referred to ordinance from other cities that he had obtained. Discussion held on permit procedure on protection of trees. Staff Member Cratty discussed procedure needed to carry an ordinance forward covering this item. Chairperson suggested that staff develop a draft (model) ordinance for Carlsbad t protect trees in public right of way and on private property and return to their September 14, meeting. \r MEMBERS MINUTES HISTORIC PRESERVATION COMMISSION AUGUST 10, 1987 Page 3 Commission member Howard-Jones stated she had received a call from a Council Member about trees or Adams Street that had been taken down. ITEM 4: HISTORIC RESOURCE DESIGNATION Staff member Cratty discussed sites to be presented to Commission at their September 14, meeting for historic points of interest designation. Discussion held on St. Michael's Church, Kelly Barn, and Calavera Lake Dam, Hosp Grove. Commission also discussed Frazier House. It was pointed out that the Kelly Barn site be a landmark designation if owner consents. Discussion held on Tootsie K and possibility of using Redevelopment funds to move sign. Staff Member Cratty mentioned that she would bring those sites discussed for historic points of interest. Discussion held on 3640 Adams Street which is owned by the Schwab's. Member Howard- Jones stated they still owned property. ITEM 5: CARLSBAD SCHOOL OFFICES/SENIOR CITIZEN'S CENTER Staff member Cratty gave verbal report stating it was tentatively scheduled for Council for the 18th pending agreement with School District and City. Staff Member Cratty stated that the Council awards the contract. Chairperson felt Commission get in contact with design architect as soon as contract awarded. Staff Member Cratty stated she has advised City staff that Commission was interested in speaking with them. ITEM 6: GAUS HOUSE Discussion held on documentation of Gaus House and arrangement of photos and tour. Staff Member Cratty stated that Joe Skymba would photograph and do video. Discussion held on relocation of Gaus House and another site is being looked into. Suggestion made to put house on Laguna Drive where Christafuson house was. Cost factor was discussed in moving house and cost of lots to move house on. Discussion held on possibility of finding a lot that would allow a "granny flat" type use for house. ITEM 7 AND 8: SANTA FE DEPOT REHABILITATION Staff Member Cratty stated that notice to proceed for Muro Construction to rehabilitate depot cannot be given until documents are notarized. She stated that notarized contract should be in - in the morning and Notice to Proceed can be given. Staff also stated that he has been given 65 days but requested it be done as much as possible by September 12. There will be a meeting every Friday at Depot at 8:OO A.M. to keep current on progress. Diary will be kept on progress by architect and City MEMBERS MINUTES HISTORIC PRESERVATION COMMISSION AUGUST 10, 1987 Page 4 CARRILLO RANCH GRANT Staff Member Cratty stated that City has received final approval for $90,000 grant. Contract documentE should be coming from State so an architect can be sought. Parks and Recreation staff will be assistin5 Chairperson Robertson showed article on a restoratior project award given to Mr. Sanchez for work with adobe and historic projects. Staff Member Cratty stated procedures in awarding of contract and design. Ms. Cratty also stated that contract will be administred out of Redevelopment the same as depot contract. Staff stated that the state will work with staff and architect that is selected. Staff will also send Memos to Parks and Recreation Director to keep their Commission up to date. ITEM 9: CONRAD SCHMITT STUDIOS - RESTORATION Video presentation was given showing restoration projects by Conrad Schmitt Studios. ITEM 10: SEPTEMBER AGENDA Commission discussed items for September Agenda to include Certified Local Government Application and procedure for plaques. By Proper Motion Meeting Adjorned at 7:50 P.M.
