HomeMy WebLinkAbout1987-10-05; Historic Preservation Commission; MinutesMINUTES Meeting of: HISTORIC PRESERVATION COMMISSION Time of Meeting: 5:OO p.m. Date of Meeting: October 5, 1987 Place of Meeting: City Council Chambers COMMISSIONERS \1 CALL TO ORDER: Chairman Robertson called the Meeting to order at 5:09 p.m. ROLL CALL: Present - Chairman Robertson, Commissioners Blackford, Christiansen, Howard-genes, Swenson and Ex- Officio Member McBane. Absent - None. Staff Present: Patty Cratty, Senior Management Analyst Lynn Fitzgerald, Management Analyst APPROVAL OF MINUTES: The Minutes of the Meeting held September 14, 1987, were approved as presented. INFORMATIONAL: 1. CHANGE IN SUPPORT STAFF Patty Cratty announced Lynn Fitzgerald will be assigned to this Commission starting with today's meeting. PUBLIC HEARINGS: 2. H-12 HOSP GROVE Lynn Fitzgerald gave the staff report, using a transparency to show the site, including a brief history of the grove. Ex-Officio Member McBane stated the Historic Site would include all the land the City owns in Hosp Grove. Chairman Robertson opened the public hearing at 5:25 p.m., and issued the invitation to speak. to speak on this item, the public hearing was closed. Since no one wished Chairman Robertson stated a better definition of Hosp Grove was needed, and the lists of land owned by the City and that to be purchased by the City should be combined. Historic Preservation Commission directed staff to re-word the title of the resolution to: "City-owned portions of Hosp Grovef1 and include a more complete list of the portions of lots, with descriptions. This item was continued to the November Meeting. H-11 AGUA HEDIONDA ADOBE Lynn Fitzgerald gave the staff report, which was to report on the Agua Hedionda Adobe meeting the criteria for designation as a Historic Point of Interest. Chairman Robertson opened the public hearing at 5:23 p.m., and issued the invitation to speak. speak on this item, the public hearing was closed. Since no one wished to Commissioner Howard-3ones suggested video documentation of the site. Historic Preservation Commission adopted the following Resolution: RESOLUTION NO. 09, RECOMMENDING APPROVAL OF THE AGUA HEDIONDA ADOBE AS A HISTORIC POINT OF INTEREST. 4. H-10 STAGE STOP Chairman Robertson gave the initial report on this item, stating the recommendation was made at the last Commission meeting to designate the Kelly barn as a Historic Point of Interest. There was another small structure with a plaque describing the site as the stage stop. Ex-Officio Member McBane commented the barn was a point of interest, but not the ground the barn stands on. Chairman Robertson stated he interviewed Irwin Kelly, who referred to the stage stop. Chairman Robertson opened the public hearing at 6:40 p.m., and issued the invitation to speak. A representative for Doug Avis stated when the plans are firm, they will be willing to move the building. Since no one else wished to speak on this item, the public hearing was closed at 5:50 p.m. Historic Preservation Commission adopted the following Resolution: RESOLUTION NO. IO, RECOMMENDING APPROVAL OF THE CARLSBAD STAGE COACH STOP AS A HISTORIC POINT OF INTEREST. NEW BUSINESS: 5. NOVEMBER MEETING AT KELLY BARN The Commission discussed the possibility of meeting at the Kelly barn in November, and decided to hold the first portion of the November 9 meeting at 2:30 p.m., at Council Chambers, and adjourn to the Kelly property to view the barn, take photographs and video tape an interview with Irwin Kelly. PALEONTOLOGICAL AND ARCHAEOLOGICAL GUIDELINES Lynn Fitzgerald presented a recommendation from Brian Hunter that the Historic Preservation Commission send an agenda bill to City Council requesting staff time be scheduled for preparation of an ordinancefguidelines on archeological and paleontological resources in the City. Historic Preservation approved this request and recommended that Brian Hunter coordinate a presentation, with the Museum of Man Specialist in both fields, for the City Council. INFORMATIONAL: 7. UPDATE OF COUNCIL/CHAIRPERSON MEETING Commissioner Christiansen reported on the meeting between Council Member Larson and the Chairpersons of the appointed Boards and Commissions. She stated the various problems of the Boards and Commissions were discussed, particularly with regard to more direction as to the function of each Commission or Board. 8. SANTA FE DEPOT Patty Cratty gave the report on this item, displaying memorabilia discovered underneath the depot. rehabilitation of the depot is almost complete. She stated the 9. CARRILLO RANCH Patty Cratty stated the RFP's can go out, and it is hoped there can be an adobe party. IO. TOOTSIE K RANCH SIGN Lynn Fitzgerald reported on the status of the Tootie K Ranch sign removal project, and the suggestion was made to have the sign be a part of the Village Faire Project. 11. HISTORIC RESOURCE DESIGNATION Kip McBane inquired whether there are any paleontological and archaeological sites on the Hunts' property. Commissioners agreed Brian Hunter should make a report before the Planning Commission on those sites. A memorandum was to be sent to Mr. Hunter from this Commission requesting such a report, and a review of the map at Museum of Man. The items to be reported on at the next meeting are St. Michael's Church and Calavera Lake. The Commissioner Howard-3ones commented everything could be a Point of Interest until it moves up to become a Landmark. The Commission requested an overhead showing the list of sites to be studied by the Historic Preservation Commission. COMMISSION LIABILITY Patty Cratty had consulted the Risk Manager and stated the City would defend the Commissioners in case anyone sued the Commission. 13. NOVEMBER AGENDA The Historic Preservation Commission will meet at the Council Chambers at 2:30 p.m., November 9, 1987, and adjourn to Irwin Kelly's property.
