HomeMy WebLinkAbout1987-12-14; Historic Preservation Commission; MinutesMINUTES Meeting of: Time of Meeting: 5:OO p.m. Date of Meeting: December 14, 1987 Place of Meeting: City Council Chambers CALL TO ORDER: Chairman Robertson called the Meeting to order at 5:OO p.m. ROLL CALL: Present - Chairman Robertson, Commissioners Blackford, Howard Jones, Christiansen , Swenson , Ex-Officio Member McBane arrived at 5 : 10 p . m. Absent - None. Staff Members Present: Patricia Cratty , Senior Management Analyst Brian Hunter, Associate Planner Approval of Minutes : Minutes of the November .9, 1987, meeting were approved as corrected. CONTINUED ITEM: 1. CARRILLO RANCH UPDATE Staff Member Cratty reported that three proposals had been received on Carrillo Ranch ranging from $9,990 to $37,050. Officials from the State Historic Preservation Office visited the Site and subsequently request that more documentation of a historical nature be done as part of the grant. Staff will rewrite the Request for proposal using the State's new guidelines. Ex-Officio Member McBane presented a proposal from Ms. Catherine Daugherty for an arboretum at Carrillo Ranch. The proposed project would be approximately 100 acres including the Ranch and be similar to the Los Angeles Arboretum. The Commission voted to support the concept of an arboretu with the understanding that the Commission first concern is historic preservation. INFORMATIONAL: 2. PACIFIC RIM COUNTRY CLUB AND RESORT Member Blackford presented an update stating that he had presented the Cornmission recommendation to Council to add conditions for archeological preservation on the project. No action was taken by Council to change project conditions, Commission discussed possibility of Commission, Board and Committee Members addressing Council prior to the general public. Commission asked that staff write a letter infarming Council that an agenda bill will be forthcoming with Commissions recommendation that staff be directed to develope archeologic and paleontological guidelines. y MEMSERS Howard- Jones Blackford Chris tiansen Robertson S wenson ! _- MINUTES December 14, 1987 HISTORIC PRESERVATION COMMISSION Page 2 MEMBERS Commissioner Howard-Zones stated that Larry Clemens of Pacific Rim had said his firm would underwrite a display for archeological finds from their property and other sites. Commission asked that Member Howard-Jones write a letter to Mr. Clemens thanking him for his proposal. 3. SITE DESIGNATION STATUS REPORT Commission voted to add archeological sites SDi 691, 692 and 10439 to the Historic Resource List. 4. CERTIFIED LOCAL GOVERNMENT Chairperson Robertson stated that the deadline for the Certified Local Government grant application had been extended to January 11, 1988. After discussion, the Commission voted to add two items to the grant request: 1) hiring a student intern to do historical research and 2) consultant to prepare archeological and paleontological guidelines. 5. 1988-89 BUDGET REQUEST FOR HISTORIC PRESERVATION Staff Member Cratty'stated that a budget will again be submitted for the Commission. be requested. INTERPRETIVE CENTER FOR CALAVERA HILLS PARK Chairperson Robertson referred to correspondence from Parks and Re creation Director regarding the proposed interpretive center for Calavera Hills Park. Commission discussed the need for a theme at the Park that would incorporate the history of the area. Jones will discuss this with staff from the Parks Department Commissioner Howard- 7. CULTURAL RESOURCE SEMINAR Commission discussed the need to have the seminar as soon as possible with the hope that appropriate persons will attend. 8. INVITATION TO THE STATE HISTORICAL RESOURCES COMMI S SI ON Commission noted correspondence from the State Commission that they would not be able to attend a local meeting in 1988. The Commission voted to invite the State Commission to hold a meeting in Carlsbad during 1989. 9. EIR DISTRIBUTION Commission discussed the need to review EIR's early in the process in order to address Historic Preservation before EIR's are accepted. 10. LAWBAUGH DONATION Chairperson Robertson stated that the Mayor and City Manager are still dieussing the possibility- of a donation. . MINUTES December 14, 1987 HISTORIC PRESERVATION COMMISSION 11. NEWSPAPER FILE Chairperson Robertson stated that historically significant articles will be in subsequent agenda packets. 12. JANUARY CALENDAR Commission agreeded to put discussion of Army/ Navy Academy on the agenda for consideration as a historic landmark.
