COMMISSIONERS
CALL TO ORDER:
Chairman Robertson called the Meeting to order at
ROLL CALL:
5:07 p.m.
Present - Chairman Robertson, Commissioners Blackford,
Christiansen, Swenson and Ex-Officio Member
McBane. Commissioner Howard-Jones arrived at 5:56
p.m.
Absent - None.
Staff Member Present:
Lynn Fitzgerald, Management Analyst
Chairman Robertson welcomed the high school students present
from Mayor Lewis' History Class.
INFORMATIONAL:
1. PACIFIC RIM COUNTRY CLUB AND RESORT
Lynn Fitzgerald reported the Pacific Rim Country Club and
Resort project had been approved by City Council December
8, 1987. The Historic Preservation Commission had made a
request to Chris De Cerbo, Associate Planner, to be advised
of the consultant selected to work on the Data Recovery Plan
for this project, in order to have input and be informed of
excavation activity.
The Planning Department replied they would inform the
Commission of the consultant selected and would provide the
proposed data recovery program for review and comment before
it was officially accepted. It was also suggested the
Historic Commission monitor the excavations, since Planning
Staff would not be actively involved.
The question was raised how this Commission could monitor
the excavations, without the assistance of experts in the
field to interpret the criteria.
The Commission directed Ms. Fitzgerald to contact Ron May
for his input and get names of experts to help with the
monitorinq at the site. Staff was also asked to research
available funds to hire a monitor.
2. ARCHEOLOGICAL AND PALEONTOLOGICAL GUIDELINES
Lynn Fitzgerald stated the Agenda Bill requesting Council
to direct staff to compile Archeological and Paleontological
guidelines will go before Council before the end of the
month. She stated the recommendation had been made to have
someone from the public sector assist with these guidelines,
rather than someone from private industry.
The Commission suggested the urgency should be mentioned in this Ordinance in order to have the guidelines in place as
soon as possible. The Commission also requested the Agenda
Bill be sent here first for review. It was also suggested
that an archeological and paleontolqical resource
presentation be made at Council at the time the Agenda Bill
is presented.

In answer to Commission query regarding the Planning
Commission watching developments for sensitive areas,
staff indicated there is no Planner assigned to the
Historic Preservation Commission at this time. Ms.
Fitzgerald was requested to call Brian Hunter to ascertain
whether he knew of a Planner with a similar background to
his--and also send a letter to the Planning Director
asking for another Planner to be assigned to this
Commission. That letter is to tell of this Commission's concern with the archeological and paleontological
checkinq and the need for a Planner with that type of
background. The Planning Director letter should also
express concern for those developments where substantial
revisions are being made to existing tentative maps with
regard to the archeological and paleontological sites.
The guidelines should address these kinds of concerns in
order to make oertain no changes are made without
consideration given to the map indicating those sites.
3. HISTORIC RESOURCE SEMINAR
Lynn Fitzgerald called attention to the proposed outline for the Cultural Resources Seminar by 3ohn Parker included
in the packet. Mr. Parker is available for February or
March for this seminar, and the cost would be $150. The
consensus of the Commissioners was to hold the seminar on
Friday, March 11, 1988. The suggestion was made to have a
three-hour morning session, a break for lunch, and an
afternoon session. This would enable some people to
attend a half day. It was felt the seminar should have
some local reference, and Roy May could help Mr. Parker
tie this together.
The Commissioners were asked to let Ms. Fitzgerald know of
any other topics they would like to include in the
seminar.
4. CALAVERA HILLS PARK
Lynn Fitzgerald stated she had been in contact with Dave
Bradstreet, Parks & Recreation Director, and Connie
Beardsley, Arts Program Manager, regarding an art piece for Calavera Hills Park to commemorate the historic site
and the activities that took place on that site.
stated she would approach the Arts Commission with a
request that a member of this Commission be on the
committee to choose an artist. Ms. Fitzgerald felt this
Commission should give the committee a brief history of
what was there and then let the artist interpret that.

The Commissioners felt the selection of the committee
should be returned to each Commission for input before a
final decision is made. Also, this should be a
commemorative art object to indicate the life on that
site.
5. CARRILLO RANCH
Lynn Fitzgerald referred to the letters in the packet
regarding the restoration of Carrillo Ranch, and stated the RFP's will be sent out again. Several research reports
need to be addressed. An SDSU student will be used on the
historic research repport. The survey report needs more

on page one of Marion Mitchell-Wilson’s letter regarding
the reduction in the amount of water used in maintenance
of the grounds and buildings.

stated a letter had been sent to the Parks & Recreation
Department regarding this. A copy of that letter will
be included in the next packet.

6. LAWBAUGH DONATION
Staff reported this donation offer had been withdrawn.
7. SITE DESIGNATION REPORT
Lynn Fitzgerald reported the Gaus House street vacation
had been approved by Council and within 90 days the
church must find someone to take the house.
Commissioner Christiansen stated the Johnsons want the
house and are waiting for the time they can have it
moved onto their property.
Ms. Fitzgerald stated the church is to pay half of the
moving cost.
The Commission directed Ms. Fitzgerald to write a letter
on behalf of the Commission to the Union Church, with
copies to the Planning Department, stating the CUP
requirements and deadlines, mentioning that the
Commission has an interested party--the 3ohnsons.
This Commission would agree to the acceptance of the
house by any person as long as it is understood it would
become a historic landmark. At the present time, the
church has refused to allow anyone to go through the
house, as it is rented. It was stated the church will
need to pay off the mortgage on the house before it is
moved.
The suggestion was made that since this is now within
the 90-day period for acceptinq offers to take the
house, that perhaps the Gaus sisters could now visit the
house and a video tape could be made.
Ms. Fitzgerald was directed to write a memorandum to the
City Attorney to ascertain the next action by this
Commission. There is someone willing to take the house
and the Commission would like to know how to proceed to
lock that in.
The Red Apple Inn-Army/Navy Academy, 2585 Carlsbad
Boulevard, might be considered as a point of interest.
They are not willing to have this become a landmark.
This does have to go before the Board of the Academy for
approval.
The question was raised whether there was a brochure
available to hand to people to explain just what
becoming a historic landmark does involve as far as what
can or cannot be done to property. This would help
explain the situation to people clearly and perhaps
eliminate some of the apprehension that seems to exist
with regard to allowing property to become a historic
landmark.

Historic Preservation Commission appointed Commissioner
Howard-Jones as representative from this Commission to
attend the April Board Meeting of the Army/Navy Academy and
talk with Colonel Cline regarding the designation of the Red
Apple Inn as either a historic landmark or historic point of
interest .
Steve Densham told Ms. Fitzgerald that no action could be
taken on the Schutte House - Twin Inns - 2878 Carlsbad
Boulevard, until the Village Faire project has been built.
The Commission directed staff to invite Mr. Densham to the
next Commission meeting.
Design Review Board was aware the Historic Preservation
Commission should be consulted on projects involving
historic sites.
The question was asked whether the
Lynn Fitzgerald reported on the items ready to be sent to
Council for designation as landmarks or points of interest.
The Tootsie K Ranch sign is ready to be moved to the
Carrillo Ranch. A volunteer group is needed to remove the
debris from in front of the sign.
