HomeMy WebLinkAbout1988-09-12; Historic Preservation Commission; MinutesMINUTES Meeting of: HISTORIC PRESERVATION COMMISSION Time of Meeting: 5:OO p.m. Date of Meeting: September 12, 1988 Place of Meeting: City Council Chambers COMMISSIONERS CALL TO ORDER: Chairman Blackford called the Meeting to order at 5:OO p.m. ROLL CALL: Present - Chairman Blackford, Commissioners Christiansen, Howard4ones, Robertson and Swenson. Ex-Offici Member Marcus was present. Absent None. Staff Members Present : Chris Salomone, Housing & Redevelopment Directc APPROVAL OF MINUTES 2 The Minutes of the Regular Meeting held August 8, 1988, were approved as presented. CHAIRMAN ' S REPORT : None. OLD BUSINESS : 1. UPDATE ON DEPOT INTERIOR Chris Salomone presented copies of the interior plans for the depot and explained that the Thursday Rotary Club was working upstairs at the depot and had restored the freight room to its origiml condition. He added that a wooden floor will be installed to resemble the origi M 1 pla nk floor. stated she has a trunk that should be placed in the freight room. Mr. Salomone concluded his report with a description of how plans are progressing for the furnishing of the depot. Commissioner Christia nsen 2. SUB-COMMITTEE REPORTS Calavera School Display Chse Commi ssioner H owa rd-3ones ref erred to the reduced copy of the display contained in the Agenda and showed a poster of the copy. Commissioner Robertson suggested framing the copy of the text by Mr. Kelly and displaying that separately, if possible . Discussion by the Commissioners determined that the print on the poster should be larger to emble more people to read it at one time. out the printed copy into three columns and form a base for the drawing of the schoolhouse. Joint Workshop with City Council Chairman Blackford reported there was no date set as yet for the joint workshop. 3. CARRILLO RANCH Commissioner Robertson reported it was possible to get copies of the old movie posters that were used in theaters and other Leo Carrillo memorabelia from Tom Hatten. He will continue to pursue this. Copies of Leo Carrillo comic books were distributed for the Commissioners to peruse. Dale May had gotten these comic books and donated them to the City. Joan Kindle showed a photograph of Leo Carrillo and stated she would have a negative rmde from it and felt it would be possible to have copies made to sell. 4. HISTORIC RESOURCE/SITE DESIGNAT ION Stonecutters House Commissioner Christiansen had talked with the family regarding the stonecutting equipment and she will keep in contact with them and ask about documenting the equipment a nd works. Shipley-Ward House Chairman Blackford stated the Commission was being asked to concur with the issuance of the demolition permit and he did not agree. Chris Salomone stated the house is a health and safety hazard at this time. Chairman Blackford said he wanted it publicly known that it was an improper action to destroy this historic house and that this Commission did not want this type of thing to happen again. the workshop with the Council. He suggested this topic be discussed in Historic Preservation Commission directed staff to send a letter to the Building Department reluctantly concurring with the issuance of the demolition permit for the Shipley-Ward House, and regretting the circumstances. A copy of this letter is to be sent to Mike Holzmiller, Planning Director, requesting that the existing building be documented and historic mterial gathered, and requesting that the site be developed in a similar ma nner. 3ames Kelly House Commissioner Robertson reported he would be talking with the family the end of this week and will report further at the next meeting. PACIFIC RIM ARCHEOLOGICAL SITES Chairman Blackford called attention to the letter from "a concerned citizen", copy of which ms included in the packet. Chris Salomone stated that Brian Hunter's wife is present at the Pacific Rim site and watching for the archeological sites. The Commissioners felt they should be informed as to what is happening on that site. Mr. Salomone stated he would request as much information as possible and for conti nui ng up& tes . Commissioner Swenson stated that this is a situation where guidelines are necessary and those guidelines do not exist. Chairman Blackford stated this Commission should have a report on this matter and should also have a new staff person to get work started on guidelines. NEW BUSINESS: 6. ROTARY PARK Chris Salomone showed the tentative site plan for Rotary Park, indicating where the different items would be displayed, such as the gazebo; the Tootsie-K Sign; the chickens and a work of art by games Hubbell, with plaques approved by this Commission. Mr. Salomone asked the Commission for a recommendation for placement of the Tootsie-K Sign, and it nas recommended to place it over the walkway from the parking lot toward the gazebo. Mr. Salomone added that there is a model of the Village Faire and Rotary Park on display in the lobby at Neimns. 7. CALIFORNIA PRESERVATION FOUNDATION CONFERENCE This Conference will be held October 1, 1988, in San Diego. and Mr. Salomone asked the other Commissioners to call his office if they would like to attend. Commissioner Robertson indicated he would attend, INFORMATIONAL : 8. SAVE OUR HERITAGE ORGANIZATION CONFERENCE Commissioners Christiansen and Robertson attended this conference and distributed Raterial to the Commission. 9. SENIOR CENTER GROUNDBREAKING The groundbreaking for the Senior Center/School District Offices building will be held Friday, September 16, 1988, at 4:OO p.m. MINUTES September 19 88 HISTORIC PRESERVATION COMMISSION Page 4 COMMISSIONERS ' IO.
