CALL TO ORDER:
Called to order 5:06 P.M.
ROLL CALL:
Present: Commission Members Blackford,

APPROVAL OF MINUTES:
Minutes of the Meeting held September 12, 1988, approved with corrections.
CHAIRPERSON ' S REPORT
None
OLD BUSINESS:
1- PACIFIC RIM ARCHEOLOGICAL SITE
Patricia Cratty stated that the project archeologist, Dale Hunter, planned to attend the meeting but had an emergency.
discussed the need to have the project planner
attend the November meeting to discuss the City's
role in assuring compliance with the EIR since the
archeologist worked for the developer. Commission
would like to know who determines the adequacy of
the mitigation; how is the final report accepted and who gives the final acceptance. Commission requested that the project planner and the archeologist be invited to attend the November meeting.
Commission
Commission discussed the letter from 'la concerned
citizen" stating that without the person signing
the letter or specific requests for information,
they could not fully know what the writer was
requesting or expressing.
2. HISTORIC RESOURCES/SITE DESIGNATION
Stonecutters House: Commissioner Christiansen stated that she is still gathering information on the Stonecutters House.
Shiplev-Ward House:
Staff member Cratty stated that the memo on the Shipley-Ward house had been sent to the Building Department as requested by the Commission. Commissioner Howard-Jones stated that the remains of the house had been torn down.
James Kelly House:
Commissioner Robertson stated that he is still researching the James Kelly House.

Commission requested an update on 3309 Roosevelt.
Commissioner Robertson stated that the house had
recently been painted so perhaps they did not
intend to tear the house down in the near future.
Commission requested that staff take photos.
After discussion, Commission determined that the Twin Inns, Carlsbad Union Church and the Gaus House should be considered for designation.
3. TOOTSIE K SIGN
Staff member Cratty stated that Mrs. Beebe Groose
had called requesting the Commission to reconsider
moving the Tootsie K Sign from the current site to
Rotary Park. The property owners are redoing property boundaries and would like to keep the sign on the original ranch. They would agree to designation. After discussion, Commission concurred with the intent to keep the sign on the original ranch as long as the new owners restored the sign and agreed to landmark designation. Staff Member Cratty will contact the owners and update the Commission.
4. SUB-COMMITTEE REPORTS
Calavera School DisDlav Case:
Commissioner Howard-Jones stated that the display for Calavera Park is near completion and asked if
the Commission felt it should be framed.
Commissioner christiansen suggested the frame be
made of eucalyptus. Commissioner Robertson will check on the cost of having a frame made to include a small brass plaque noting the significance of eucalyptus.
Brochure :
Commissioner Robertson distributed the brochure
that has been designed for educational purposes. Commission discussed modifications to the
brochure. quality paper and placed at various areas like the Depot and included with packets to owners of proposed historic resources.
Brochure will be printed on good
Joint Workshop with Citv Council:
Chairperson Blackford stated that he has nearly
completed the draft of the context for the joint
meeting with Council. Draft will be available for discussion at the November meeting.
5. HISTORIC PRESERVATION CONFEXENCE
After discussion, Commission agreed that Commissioner Swenson will attend Wednesday, Commissioner Robertson on Thursday and
Commissioner Howard-Jones on Friday. mail the program to Commissioners. Staff will
6. ARCHEOIDGICAL GUIDELINES
Staff member Cratty stated that the Certified
Local Government funds cannot be released from the State until a project agreement is signed. The State plans to send the agreement to Cities by the end of October. As soon as funds are released,

staff will prepare a request for proposal to
solicit a consultant to prepare archeological guidelines.
NEW BUSINESS/INFORMATIONAL
7. HISTORIC BUILDING CODE
Staff member Cratty reported on the Historic Building Code conference stating that the conference was more appropriate for building inspectors. One of the highlights was that if a historic building is sprinkled, many of the regular code requirements can be waived. Chairperson Blackford stated that owners of historic buildings may appeal to the State for relief from the building codes if they feel the historic building code could be used as an alternate. Commission requested that staff send a memo to the Building Department asking when the City had adopted the State Historic Building Code.
8. RULES AND PROCEDURES:
Commission discussed the need to have formal meeting procedures and changes needed to the draft. Commission will continue discussion at the November meeting.
9. NOVEMBERCALENDAR
Commission noted that the calendar included with the packed was helpful in scheduling for the upcoming month. Items for the November agenda include :
