Meeting of: HISTORIC PRESERVATION COMMISSION

CALL TO ORDER:
Chairman Blackford called the Meeting to order at
5:02 p.m.
ROLL CALL:
Present: Chairman Blackford, Commissioners Christiansen,
Howard-Jones, and Swenson.
Absent: Commissioner Robertson and Ex-Officio Member
Marcus.
Staff Members Present:
Patty Cratty, Senior Management Analyst
APPROVAL OF MINUTES:
The Minutes of the Regular Meeting held November 14,
1988, were approved as amended to show the arrival time
of Commissioner Robertson as 5:23 p.m.
CONTINUED ITEMS/OLD BUSINESS:
1. ARCHAEOLOGICAL SITE MITIGATION - VIEWEPOINT
Patty Cratty referred to a copy of the condition to be
added to the proJect and added that the Planners are
working on the mitigated Negative Declaration.
The Commissioners felt a letter should be sent to the
Planning Department stating that this Commission had
seen the condition and recommended it be included in the
conditions for the project.
Don Fontana, testana Builders, was present to answer
Commission questions, and stated he had a copy of the
comments from the peer review and Dennis Gallegos'
response to that review. These were sent to Dee
Landers of the Planning Department, and she was now
working on the mitigated Negative Declaration.
Patty Cratty stated she would have a complete packet of
the peer review and Mr. Gallegos' response, together
with the mitigated Negative Declaration, for the January
meeting.
2. PACIFIC RIM ARCHAEOLOGICAL SITES
Patty Cratty reported the Commission wished to discuss
this item again this month with regard to storage places
for the artifacts.
Commissioner Howard-3ones stated she felt the developers
should be required to do something about storing and
interpreting artifacts from their developments.
A suggestion was made with regard to a one or two
percent fee to be added to the conditions of a
development to pay for the storage of any artifacts
found on that property.

Commission discussion regarding the forming of guidelines
by the Commission determined that it would probably be a
year before such guidelines were in place, and .in the
meantime the Commission would need to discuss each
project on an individual basis.
Commission consensus was to continue to talk this matter
over with Larry Clemens of Hillman Properties to try to
provide a permanent onsite display of the artifacts and
descriptive information. If that is determined not
possible, then an agreement with the new Library should
be pursued to display the artifacts there.
In answer to Commission query regarding student interns,
Patty Cratty stated she would check into that
possibility.
The Commission, by consensus, requested staff to compose 2
letter to Hillman Properties, to be signed by the
Commission Chairman, asking about the possibility of the
developer providing a site for the display of the
artifacts from the property.
3. SUB-COMMITTEE REPORTS
Commissioner Howard-3ones displayed a color drawing of
the schoolhouse for display in the Calavera Hills center.
Patty Cratty reported that Commissioner Robertson is
working on the brochure and should have it ready for the
next meeting.
Chairman Blackford stated he had been working on the joint
workshop with Council and would welcome some assistance ir
planning this workshop.
Chairman Blackford, Commissioner Howard-Jones and she
meet together before the next meeting and discuss this
workshop.
Patty Cratty suggested that

Commission discussion on this item determined that the
Members would like to continue the informal style of
meetings they have been following.
This item was continued to the January meeting.
5. HISTORIC RESOURCES/SITE DESIGNATION
games Kelly House - Patty Cratty reported this property
is in escrow to be sold, and the status of the
designation is on hold. Ms. Cratty will check with
Commissioner Robertson about the documentation for the
house.
Stonecutter's House - Commissioner Christiansen reported
there has been illness in the family and she would
contact them to determine what dates might be suitable
for photographs to be taken.

Shipley-hard House - This will be written up as a point
of interest in January 1989.
Twin Inns - Steve Densham has restated his position to do
nothing until the development there is completed.
Carlsbad Union Church - Gaus House - Patty Cratty stated
this item needs more research. Commissioner Howard-3ones
will assist Ms. Cratty with this item in 3anuary. The
Commission determined it would like the Gaus House to
have first priority with 3oe Skymba before he retires, as
he was to shoot a video of the property, along with an
interview with the Gaus sisters.
Tootsie K Sign - Patty Cratty reported the moving of the
sign will be photographed by the owners.
3309 Roosevelt Street - Patty Cratty reported this
building will be destroyed, but there is no date set for
this.
1101 Knowles - This is on the Commission's "C" list and
the site will be razed, but the Historical Society is
interested in moving the building to the museum property.
NEW BUSINESS:
6. CARLSBAD THEATER
Patty Cratty reported the theater is closed by order of
the Fire Department. She said that staff will be going
forward to Council in January to ask for a feasibility
study to determine the use of the theater and an economic
study.
7. PLAQUES FOR DESIGNATED SITES
Patty Cratty reported the Depot and Mcgee House are the
only two landmarks with plaques and the Commission
should determine where the next ones should go.
Commission consensus was that a plaque should be placed
at Alt Karlsbad and the Culver Meyers-Caps House.
Patty Cratty will check whether plaques have been
approved for placement at points of interest.
This item will be continued to the next meeting.
8. PROCEDURES FOR CHANGE OF OhNERSHIP ON DESIGNATED
LANDMARKS
Patty Cratty said she had talked with the State and it
is not proper to record a designation of historic
landmark on a property title. If a property changes
ownership, the new owner is not notified. It is hoped
that the previous owner would inform any prospective
buyer of the status of the property.
Ms. Cratty added that if any new owner applied for a
permit to do any alterations, that would trigger the
City mechanism to have such a request come before
Council.

Chairman Blackford suggested staff send a form letter to
cities in California to find how they handle this.
9. STATE HISTORIC PRESERVATION COMMISSION WORKSHOP
Patty Cratty announced this workshop will be held in
February or March in Sacramento, and staff and
Commissioners should make plans to attend. She will
bring more information on this workshop as soon as it is
received.

Patty Cratty stated that Commissioner Robertson had
requested a discussion about the possibility of changing
the meeting night.

11. SUMMARY REPORTS
The consensus of the Commission was to continue to
receive the Summary Reports.
ADJOURNMENT:
