Absent: Cornmissloner Robertson and Ex-Officio Member Mary Marcus. APPROVAL OF MINUTES: The Minutes of the Meetlng held July 10, 1989, were approved as mended. OLD BUSINESS: 1. ARCHAEOLOGICAL GUfDELlNES UPDATE. Dale Cheever, Bill Manley and Dr. Susan Hector, Consultants from Recon, were present to glve an UPLJ,~ on the guidel ines. Copies of the Preliminary Draft of the Cultural Resource Gufdellnes were dlstributed to the Commissioners. They were asked to submit any recommendations or changes by Thursday, August 17, 1989. Ms. Cheever gave a summary of the guidel lnes and the method used to compile them. The questions of how much Information the City wants, how it wll 1 be kept and how it wf 1 I be used wi 1 I need to be answered, and also who wl 1 1 have access to that Information. Curation was discussed and Mr. Manley stated that this Is a state-wide problem of who pays for It, how accessible it is, etc. He further commented that houses were Included In the archaeological sltes, as there is the possibllity ff the orlginal house is intact, that there is an archaeologlcal site there. Ms. Cheever stated that input was needed on the data recovery approval, with steps to be completed in the process for the developers and ways to check thelr work. She commented that she felt copies of the reports should be avatlable In the Ilbraries. She added that there will be a list of sltes compiled and the general cond ltion of the sites. ARROYO LA COSTA MASTER PLAN AND EIR. Patty Cratty introduced thls item and stated that Dee Landers of the P fanning Department was here to d iscuss the Commission's concerns. Ms. Landers introduced Fay Round, who also would answer questions, but that she would also take any questions back to the environmental consultants for answers. Fay Round stated that constraint level studies were done on this property and that report should be on f i le. He said that this property was not good for deep f I I I, and they had recommended a data recovery program, and when the scope of work was received, this could be a condition to be sent to this Commission. Ms. Landers said the EIR is almost complete and the master plan and tentative maps are being reviewed. She said the mitigation program is not detailed enough and staff wi I I make comments to the consu Itants, and it would be helpful to have a letter from the Commission anticipating the adoption of the guidelines. Landers added that she felt It would be to the City's benef It to have this project reviewed in the I ight of those gufdelines. She will send copies of the cond it ions to th i s Comm i ss ion. Ms. 3. EVANS POINT EIR AND TENTATIVE MAP. Associate Planner Donald Neu gave an update on this item, stating the Plannlng Department was waiting for changes to the proposal, and until the complete appl fcatlon Is received, the EIR report wit I not be revised. In response to Commission query, Mr. Neu stated the City is looking at leaving the open space area as such, as it is not usable as a park. Commissloner Gallegos added that he wou Id I ike the area surveyed again. The Kelly barn was discussed by the Commissioners, and Mr. Neu said that the barn needs a lot of repair and if left as it is, access would be restricted. The comment was made that most of the farm equipment was destroyed as it was fat ling apart. Chalrman Blackford said that the recommendation should be made to have the developer reinforce and maintain the barn. Mr. Neu said the developer would want to know how long he would have to maintain the barn. The suggestion was made to have this a responsibility of the homeowners association as part of the development. The ad hoc committee agenda was stil I pending Council rev i ew. CARR I LLO RANCH/GRANTS . At this time ftem #11 was taken out of order. 11. CULTURAL RESOURCES. Patty Cratty referred to Mr. Norman's proposal with regard to the theatre and said that the feasibi I ity study is due in the end of this month. Mr. Norman was present to answer questions regard ing the theatre. 5. PEDIMENT FROM CARLSBAD SCHOOL OFFICES AT 801 PfNE AVENUE. Patty Cratty reported that Municipal Projects had said if thls Commission wanted to go to Council and ask for $3,000, for the pediment, but that there was no money in the present budget. Ms. Cratty said the pediment was originally in three pieces, and the construction people said it was Impossible to keep it intact during the removal process. Commissioner Howard-Jones volunteered to contact the School District people to let them help decide what their feel ings were about lnstal I ing the ped iment at the 1 ocat ion. The Historic Preservation Commission agreed to contact the School District to have them help decide what should be done with the pieces of the ped iment at the new Senior Center/School Distrlct Offices. 6. COMMISSION WORKSHOP UPDATE. Patty Cratty reported on the workshop held July 20, 1989, and stated that staff had written the goals. The Commission added goals to preserve one prehistoric site annually and curatlon of Carlsbad's EIR reports. Ms. Cratty said she had requested space for artlfacts at the new library, as the Commlssion had requested. She also suggested there be a goals workshop each year. 7. HISTORIC PRESERVATION CONFERENCE UPDATE. Staff and Commissioner Gallegos attended this conference and Commissioner Gallegos gave a report. "Mil Is Act" were distributed to the Commissioners. Copies of the 8. ARCHAEOLOGICAL TOUR UPDATE. Clint Phillips reported on the tour. Commissioner Gallegos suggested that the Commission take part in a unit of an excavation and use the artifacts for public display. the Batiquitos Lagoon, on August 22, and this meeting wi I I be adjourned to 8:OO a.m. on that date, in the event a quorum of Commissioners is present. EIR MITIGATION REPORTS. Patty Cratty referred to the memorandum from Charles Grfmm, Assistant Planning Dlrector, contained in the packet, with regard to the EIR mitigation reports. Chairman Blackford asked for a memorandum to Mr. Grimm asking for a 1 i I st of those reports that they do have in their possession. 10. SUB-COMMITTEE REPORTS. Patty Cratty asked the Commissioners to think about collecting artifacts for the Twin Inns for the next Calavera Hills display. Ms. Cratty distributed copies of the Historic Preservation brochures as printed by Commissioner Robertson. There was no report on the newsletter. Ms. Cratty reported there was no confirmation at this time for the joint Councl I/Commlssion meeting. 11. CULTURAL RESOURCES. Part of thls Item was d iscussed on Page 3 of the Minutes. Ms. Cratty distrlbuted copies of the Consent for Historic Landmark Designation as approved by the City Attorney Ms. Cratty reported that all the informatiion has sbeen obtained on the Gage House and Hart Real Estate Off Ice, and the owners need to be contacted to sign the consent forms. Commissioner Howard-Jones w I1 contact the Hart Real Estate Office and Commissioner Christiansen will contact the Gage House Owners. Reference was made to the letter from Lowel I Ponte regard ing the adobe home at 522 Tamarack Avenue and his request to be added to the Cultural Resources list. By consensus, the Historic preservation Commission agreed to add the Warrington house at 522 Tamarack Avenue to the A I ist as number #15. NEW BUSINESS: 12. PLAQUES FOR PRE-HISTORIC SITES. Commissloner Gal legos stated that this was an lmportant goal and there needs to be a listing made on pre- historic sites. He vo\unteered to help complle a list of known sites to determine which sites should get plaques. Mr. Gal legos suggested these be tted into the map and this Commission notified through the EIR. Ms. Cratty said this Commission Is on the list to receive all EIR's, whether or not there are cultural resources. Patty Cratty gave the report on this farm equipment and the consensus of the Commisslon was to investigate loaning this to Vlsta. 14. OCEANSIDE HISTORIC PRESERVATION COMMISSION.
