HomeMy WebLinkAbout1990-05-14; Historic Preservation Commission; MinutesA MINUTES cs Meeting of: HISTORIC PRESERVATION COMMISSION Time of Meeting: 5:OO p.m. Date of Meeting: May 14, 1990 Place of Meeting: COMMISSIONERS City Council Chambers CAU TO ORDER: Vice-Chairperson Howard-Jones called the Meeting to order at 5:OO p.m. ROLL CALL: Present: Commissioners Howard-Jones, Christiansen, Aharoni and Ex Officio Member Marcus. Commissioner Gallegos arrived at 5:05 p.m. Absent: Commissioner Robertson. Staff Members Present: Clint Phillips, Senior Management Debbie Fountain, Senior Management Analyst Analyst APPROVAL OF MINUTES: (one motion) The Minutes of the Meeting held February 15, 1990, were approved as presented. The Minutes of the Meeting held March 12, 1990, were approved as presented. The Minutes of the Meeting held April 9, 1990, were approved as presented. PUBLIC COMMENT: There were no requests to address the Commission on a non- agenda item. OLD BUSINESS: 1. 1990 CALIFORNIA PRESERVATION ANNUAL CONFERENCE. Clint Phillips reported that Eric Munoz, Redevelopment Assistant Planner, attended the conference held on April 25- 29, 1990, in San Francisco. He was to provide a summary report together with slides that he took of San Francisco and the earthquake damage. The report and slide presentation will be given at the next meeting. 2. CARLSBAD FOUNDERS' DAY. This item was trailed until later in the meeting. 3. CAIUSBAD THEATRE MITIGATION. Clint Phillips said that this item was placed on the agenda to comment on the follow-up. He said if work was not started on the demolition permit within 120 days, the application will be null and void. Copies of the mitigation guidelines were sent to the owner and to the Building office. Clint Phillips reported that the RFP's were sent out May 8, 1990, and 15 consultants expressed interest. The deadline for returning these is May 29, 1990, to the Redevelopment Office. The Commission Subcommittee will review the RFP's and select a consultant. A Subcommittee was formed of Commissioners Aharoni and Robertson. Item two was taken up at this time. 2. CARLSBAD FOUNDERS' DAY. Clint Phillips reported staff had met with the Big Bang Committee (Carlsbad's fundraiser for the fireworks) and one idea was to combine Founders' Day with the Carlsbad BBQ. Mr. Phillips referred to the copy of the summary contained in the packet. Debbie Fountain said there were more decisions to be made for any proposal to be made to Council. This was a starting place, and the Commission will need to make some decisions eventually. Commissioner Howard-Jones had talked with Glen McComas and he liked that idea. He also felt that the people honored should be the founders of Carlsbad and not the first City Council, looking at other areas rather than political. Ms. Fountain said that it was thought that for the first Founders' Day, it would be nice to have a daytime reception to honor all the oldtimers. Commissioner Howard-Jones said she has ten or twelve names on a list. This reception could be on Friday, and lead into the BBQ planned by the Big Bang Committee. Also, it could be on Saturday, and lead into the BBQ. The different alternatives were listed in the report. Commissioners Howard-Jones and Gallegos will work on this project. Vice-Chairperson Howard-Jones asked how much this Commission should be responsible for, and Commissioner Gallegos suggested that perhaps City staff could be used to work with the Big Bang Committee. Mr. Phillips added that the events will dictate what kind of staff should be used. The Subcommittee will meet before the next Commission meeting and the determination should be made what activities should be included. 5. CARRILLO RANCH/GRANTS. Clint Phillips stated it was more appropriate to report on this item separately. He asked for a new Commissioner be placed on the Subcommittee for the Archaeological sites. Commissioner Aharoni volunteered to serve on this Subcommittee with Commissioner Gallegos. Commissioner Gallegos stated that the archaeological sites had been identified and one could be put into open spaces. He said it was now a matter of seeing what report comes back, and he asked Clint Phillips to see whether they are going to test these sites. The consultant tired a subcontractor to do a soils analysis. The stabilization committee has not met and will not until the consultant's report is finished. Calavera Park Display Case - Commissioner Howard Jones reported the display case has been vacated and the drawing is displayed on the wall of the Center. BrochureINewsletter - No report. Carrillo Ranch Archaeolosical Sites - These have been discussed. National Historic Preservation Week - Commissioner Howard- Jones reported there are displays in the Library and programs on Cable TV. Council on May 8, 1990. There was a Proclamation read at Historic Preservation Incentives Proaram - No report. Historic Preservation Ordinance Amendment - This is on the Agenda as a separate item. 7. CULTURAL RESOURCES. Commissioner Howard-Jones has not talked with anyone regarding the Hart Realty Building. Commissioner Christiansen reported she could not get an answer from the owners of the Capp House. She has not hearc anything from anyone on the Ramsey House. The owners are waiting for the plans for the house. Commissioner Christiansen will try to reach the owners of the Highland Bungalows. Commissioner Gallegos is working on the Batiquitos Lagoon Ridge Site as a point of interest. He suggested that a district could be formed for all the sites around the Lagoon. Clint Phillips stated that the four sites that are being discussed have been included in the Objectives for the Department. Staff has determined these could be designated as Points of Interest, and Mr. Phillips will fill out the necessary forms and bring to the Commission in June. NEW BUSINESS: 8. APPOINTMENT OF NEW OFFICERS. Commissioner Howard-Jones was nominated and unanimously elected Chairperson. Commissioner Gallegos was nominated and unanimously elected Vice-Chairperson. 9. HISTORIC PRESERVATION ORDINANCE AMENDMENT. Commissioner Gallegos reported the changes had been made in the Ordinance and were indicated by him. All Commissioners had copies of the changes and agreed with those changes. MINUTES COMMISSIONERS HISTORIC PRESERVATION COMMISSION May 14, 1990 Page 4 NEW BUSINESS: (Continued) It was discussed with Mike Holzmiller, Planning Director, as to whether the Commission was happy with the present arrangement of being under Housing and Redevelopment, or did they want to be under the Planning Department. difference would be that there would be a planning person for the EIR's. Commissioner Gallegos stated that if the Commission wanted to make that kind of a change, it would have to be initiated by the Commission. The Commissioners were asked to think about this. Commissioner Christiansen commented that she felt they would have to start over if they made that change, and might lose things, because this was six years late working with the Commission. The only 10. ARCHAEOLOGICAL SURVEY OF AVIARA PROJECT. Clint Phillips reported that the field work has been completed on this survey and the report will be finished by June. There are nine sites in all, and the analysis has been completed. 11. CANNON ROAD MITIGATION PLAN. Clint Phillips reported on this item, which had appeared in the Parks and Recreation Summary Report of March 19, 1990. Keith Beverly indicated that a report was going forward to Council, and Mr. Phillips indicated a copy of the report was attached to the packet. Commissioner Howard-Jones requested there be someone appear before this Commission to explain things such as this map. INFORMATIONAL: 12. SUMMARY REPORTS FROM VARIOUS COMMISSIONS, COMMITTEES AND BOARDS. This was an information item. 13. JUNE CALENDAR.
