HomeMy WebLinkAbout1990-06-11; Historic Preservation Commission; MinutesMINUTES Meeting of: HISTORIC PRESERVATION COMMISSION Time of Meeting: 5r00 p.m. Date of Meeting: June 11, 1990 Place of Meeting: COMMISSIONERS City City Council Chambers CALL TO ORDER: Vice-Chairperson Gallegos called the Meeting to order at 5:OO p.m. ROLL CALL: Present: Commissioners Gallegos, Christiansen, Aharoni and Ex Officio Member Marcus. Absent: Commissioners Howard-Jones and Robertson. Staff Members Present: Clint Phillips, Senior Management Analyst Debbie Fountain, Senior Management Analyst Eric Munoz, Redevelopment Assistant Planner APPROVAL OF MINUTES: The Minutes of the Meeting held May 14, 1990, were approved as presented. PUBLIC COMMENT: There were no requests to address the Commission on a non- agenda item. OLD BUSINESS: 1. 1990 CALIFORNIA PRESERVATION FOUNDATION ANNUAL CONFERENCE Eric Munoz attended this conference and gave the report, stating this was his introduction to historic preservation. The main topic was the earthquake and how it forced the issue of historic preservation. Many of the older buildings damaged should have been saved, as they were of historic significance. Mr. Munoz stated that the other seminars involved developers’ aspect of historic preservation and what they look for; the cost of rehabilitating historic structures rather than demolishing them and cost benefits. It was discussed whether it was possible to create a viable place to draw people and be more of a magnet than before in order to be cost effective. Mr. Munoz reported on a tour of the dock areas, to view examples of rehabilitation and revitalization. There were some buildings torn down in Santa Cruz that it was felt should have been saved due to their historic value. He said he would get a copy of an Ordinance tliat was passed as an emergency Ordinance for the treatment of historic resources due to the earthquake. Also, Mr. Munoz said he had a list of cassettes available from the conference, and he would order any that the Commissioners would like to have. Gallegos Aharoni Christiansen 3 -. MINUTES COMMISSIONERS HISTORIC PRESERVATION COMMISSION June 11, 1990 Page 2 OLD BUSINESS: (Continued) Vice-Chairperson Gallegos requested a schedule of conferences set for the coming year. 2. CARLSBAD FOUNDERS’ DAY Vice-Chairperson Gallegos reported on a meeting held to determine a work plan. He referred to the work plan distributed to the Commissioners and read through the plan. He said that staff was recommending the Commissioners look at this plan between now and the next meeting and come back in July with more definitive action. The feeling was that if this plan were to be implemented in June of 1991, it would be necessary to get started on the recommendations now to go to the Council. Any comments will be included in an additional summary for next month. Debbie Fountain added that this Commission will need to recommend just what the celebration should involve. Vice-Chairperson Gallegos said that the Mayor had thought it should be from year to year. He indicated the funding has not been addressed as yet. 3. CULTURAL RESOURCE SURVEY Clint Phillips reported the Housing and Redevelopment Office received a total of five proposals from consultants for the Cultural Resource Survey project. Commissioners Robertson and Aharoni met with staff to review those proposals. They were looking at the professional qualifications. The selection committee identified two out of the five proposals, and those have been sent to the State Office of Historic Preservation. In the meantime, both firms have been asked for more information. 4. CARRILLO RANCH/GRANTS Clint Phillips stated that Wayne Donaldson had said they were not going to test the archaeological sites on the ranch. Roberta Greenwood is working with his office on archaeological matters at Carrillo. Vice-Chairperson Gallegos asked staff to find out what she is doing for Mr. Donaldson and get more information about these sites. 5. AVIARA PROJECT PRE-HISTORIC SITES Clint Phillips stated he had called the Planning Department and inquired whether the trail system would impact any historic sites, and Planning had said “no”. Vice-Chairperson Gallegos stated he wanted to know every site along the lagoon area and the trail system. Commissioner Christiansen commented that any such information placed on plaques along the trails and lagoon would be a wonderful source of information for people visiting that area. HISTORIC PRESERVATION ORDINANCE AMENDMENT Clint Phillips stated that the Commissioners had asked for the changes in the amendment to be highlighted and this was done. Staff is in the process of making up an agenda bill to go to Council. 7. SUB-COMMITTEE REPORTS Calavera Park Wall DisRlav The display there is now a wall display. Brochure/Newsletter The newsletter will be out soon. Historic Preservation Incentives Prosram NO report. Historic Displav at Staaecoach Vice-Chairperson Gallegos said that there are a few artifacts from there--and some from pre-historic sites, too. Commissioners Aharoni and Christiansen will help put together a display for that park. 8. CULTURAL RESOURCES Vice-Chairperson Gallegos reported that the Hart Realty Building and the Highland bungalows are all points of interest, and staff is preparing Agenda Bills for these sites. Mr. Gallegos will get the needed information to Clint Phillips to allow him to make up a Resolution for the Batiquitos Lagoon sites. Mr. Gallegos asked Commissioner Christiansen to bring a copy of the walking tour sites that the Historic Society conducts. Roy Blackford inquired about the archaeological sites on the proposed golf course at Calavera. The EIR is in process and Clint Phillips will contact Brian Hunter about any possible sites. Vice-Chairperson Gallegos stated that no EIR's are coming to the Commission, and he suggested that Eric Munoz discuss this with Planning. NEW BUSINESS : 9. AOUA HEDIONDA LAGOON PROJECTS Clint Phillips gave a list of projects pzoposed around the Agua Hedionda Lagoon and the status of those projects. Eric Munoz will check on these projects and the Cannon Road extension. 10. Clint Phillips stated that staff had reviewed the consultant's letter of agreement and at this time a computer-generated base is not within the scope of work.
