HomeMy WebLinkAbout1990-09-10; Historic Preservation Commission; MinutesMINUTES Meeting of: HISTORIC PRESERVATION COMMISSION Time of Meeting: 5:OO p.m. Date of Meeting: September 10, 1990 Place of Meeting: City Council Chambers COMMISSIONERS CALL TO ORDER: Chairperson Howard-Jones called the Meeting to order at 5:Ol p.m. ROLL CALL: Present: Commissioners Howard-Jones, Aharoni, Christiansen, Gallegos and Ex Officio Member Marcus. Commissioner Robertson arrived at 5:lO p.m. Absent: None. Staff Members Present: Clint Phillips, Senior Management Analyst Eric Munoz, Assistant Planner APPROVAL OF MINUTES: The Minutes of the Meeting held August 13, 1990, were approved as amended to change Mr. McClellan's first name to Jayce, and to change the sentences in the next to last paragraph on page 2 to read: The City can give the owner bonus density right to put it on a different property. If a person agrees to restore their property and are giving up a higher density, they can transfer that right to another property. '' PUBLIC COMMENT: There were no requests to address the Commission on a non- agenda item. OLD BUSINESS: CULTURAL RESOURCE SURVEY Linda Roth and Judy Berryman presented a pre-outline of their plan and work to date on the survey. They had a board with photographs that needed identifying and sacks of photographs they have taken of sites. They had questions of the Commission about houses and any information the Commissioners might have on historic data. They stated they will be dividing the homes into groups by architecture. Ms. Roth indicated that the commercial district was confusing to them, but assured the Commission they would return with a more comprehensive report by the next meeting. CULTURAL RESOURCE SURVEY REPORTS Eric Munoz reported on the Aviara project,stating there is a master E.I.R. for the project and each individual planning area is getting a mitigated negative declaration, with the main focus on noise. The constrained areas have been deeded and the archaeological and cultural resources identified. Howard-Jones Aharoni Christiansen Gallegos c MINUTES September 10, 1990 HISTORIC PRESERVATION COMMISSION Page 2 COMMISSIONERS OLD BUSINESS: (Continued) Commissioner Gallegos inquired about the sites along the proposed trail along the lagoon and staff said they were not important and might fit into the trail system. Mr. Munoz reported on the Kelly Ranch project, stating this is in for a master plan amendment and tentative tract amendment, involving 150 single family residences and 700 multi-family residences. In response to query, Mr. Munoz stated he would check on the Kelly house site. He said the project is incomplete now and cannot be processed. CARRILLO RANCH/GRANTS Clint Phillips referred to a report, copies of which were given to the Commissioners, and stated that Commissioner Aharoni supplied the mitigation information for Deedee's house and those measures have been implemented. There has been no meeting date set as yet for a meeting of the Carrillo Ranch Planning & Development Time Line Subcommittee. Joan Kindle had requested Clint Phillips to announce that the Rancho Santa Fe Historic Society plans a tour of the Ranch on Friday, September 14, 1990, at 10:30 a.m. HISTORIC PRESERVATION ORDINANCE AMENDMENT Clint Phillips reported this item will go to Council on September 18, and as soon as he has a copy, he will get copies to the Commissioners. MAPS AND SITE RECORDS OF CARLSBAD'S CULTURAL RESOURCES Clint Phillips stated that RECON will send the information on this to him by courier. The Planning Department will keep the documents and maps for confidential reference by City staff and designated personnel. The City Library has indicated it can provide secure storage for these documents and would be willing to enter into a confidentiality agreement with San Diego State University and the San Diego Museum of Man to do so. HISTORIC PRESERVATION INCENTIVES RESEARCH Commissioner Aharoni inquired whether the Commission wished to look at particular buildings now or wait until after the survey has been completed. He said there are a lot of programs--both public and private, but he felt it was necessary to know what there was available, first, unless there was one particular building the Commissioners wanted to focus on. He suggested that after the survey is completed, the Commission could look at the top 20, and if they are all private, the owners would have to be sold on the approach, and whether they would support this. If one building were focused on, it could be a model plan, and he further suggested applying for block grant funds to implement the program. practice house to develop a format. Staaecoach Park Display No report. Carlsbad School Buildina Pediment Roy Blackford is working on this item. Cultural Resource Site Markers Commissioner Robertson will meet with Clint Phillips regarding the plaques for sites and make a report at the next meeting. CULTURAL RESOURCES Commissioner Christiansen is still working on the designations for the Young House and the Twin Inns. The Carlsbad Theatre feasibility study was a moot point, since the owner plans to re-open the theatre. was not accepted by the City; however, the Commissioners requested staff to obtain the report for perusal. That report The Commission discussed the Gaus House and the replacement of the windows. The comment was made that the house had been moved. The statement was made that the Knowles Cottage will not be moved. Clint Phillips had updated the Inventory to include Type of Ownership and Type of Use. CULTURAL RESOURCES TOUR Clint Phillips stated that the work that is being done on the Ramsey House is legal; however, the sign there is illegal. It is too large and no permit was obtained by the owners regarding any subdivision of the property. will watch this property. Staff Chairperson Howard-Jones said the tour was excellent and very informative. NEW BUSINESS: ZONE 20 SPECIFIC PLAN EIR The Commission expressed the desire to be kept informed about this project. Staff indicated there would be a Scoping Meeting on September 24. MINUTES September 10, 1990 HISTORIC PRESERVATION COMMISSION Page WMMISSIONERS RANCHO SANTA FE ROAD ASSESSMENT DISTRICT AND GENERAL PLAN AMENDMENT EIR Clint Phillips showed the Commission the one copy of this EIR in his possession.
