Meeting of: HISTORIC PRESERVATION COMMISSION

CALL TO ORDER:
Vice Chairperson Gallegos called the Meeting to order at
5:OO p.m.
ROLL CALL:
Present: Commissioners Gallegos, Aharoni and Christiansen.
Absent: Commissioners Howard-Jones and Robertson and Ex-
Officio Member Marcus.
Staff Members Present:
Clint Phillips, Senior Management Analyst
Eric Munoz, Assistant Planner
APPROVAL OF MINUTES:
The Minutes of the Meeting held September 19, 1990, were
approved as presented.
PUBLIC COMMENT:
There were no requests to address the Commission on a non-
agenda item.
OLD BUSINESS:
1. CULTURAL RESOURCE SURVEY PROJECT
Linda Roth gave an update on the cultural resource survey
project, showing three volumes of pictures with historic
data. She said there is nothing available for the years
between 1929 and 1946. Ms. Roth stated the project is on
schedule and should be ready some time in December.
2. CULTURAL RESOURCE SURVEY REPORTS
Eric Munoz reported there was no update as far as the
Aviara project. He stated that on the Kelly Ranch, the
area by the ranch house had been divided out to remain
Kelly property. In answer to Commission query, he stated
this probably included the barn. There is an
archaeological site near the eucalyptus tree area, and
Commissioner Gallegos wanted to know the status of that
area. Staff was asked to determine what was included in
the area divided off by the Kellys and the name of the
firm that did the EIR.
Mr. Munoz was requested to determine the status of the
data recovery by RECON and bring a copy of the report to
this Commission.

3. CARRILLO RANCH/GRANTS
Clint Phillips reported on a recent meeting with Wayne
Donaldson and stated that preliminary drawings and specs
were presented and turned over to Engineering. The
information will go to the Stabilization Committee. The
priorities are the same and this will probably go out to
bid with the most significant areas to get the
stabilization.
Mr. Phillips stated the Time Line Subcommittee met and
the development around the Ranch will determine the
access to the Ranch. The construction work will go out
to bid in January of 1991. The eight and a half acres
around the Ranch have not been identified. The
Commission's concern was to keep development away from
the Ranch.
The Historic Preservation Commission requested staff to
determine the land use planning for the eight and a half
acres adjacent to the Leo Carrillo Ranch, as to the
amounts, what uses are planned, such as parks, shopping
centers, etc..
4. HISTORIC PRESERVATION ORDINANCE AMENDMENT
Clint Phillips reported that as soon as the Agenda Bill
is available, the Commissioners will receive a copy.
5. MAPS AND SITE RECORDS OF CARLSBAD'S CULTURAL RESOURCES
Clint Phillips reported that the maps are in the Planning
Department at this time and being placed on microfiche.
6. HISTORIC PRESERVATION INCENTIVES RESEARCH
Commissioner Aharoni referred to the attachments
contained in the packet and stated the Commission needs
to decide the direction it wishes to take. He suggested
going through the material in the survey and pulling out
the property that needs help.
Ms. Roth spoke from the audience and said she felt the
barrio should be helped first.
The consensus of the Commission was that any buildings
that might be lost should be identified for incentives
and priorities need to be established.
Commissioner Aharoni said that ten buildings needed to be
chosen and determine what those ten need. This
Commission should ask the City Council for permission for
public input and find what the public feels should happen
to these buildings.

Clint Phillips recommended that the Commission wait for
the survey report and select the property for
preservation incentives at that time.
7. SUBCOMMITTEE REPORTS
There were no reports for Historic Preservation
Newsletter; Stagecoach Park Display; and Carlsbad School
Building Pediment.
Cultural Resource Site Markers
Vice Chairperson Gallegos reported that the marker for
the area around the Batiquitos Lagoon is to include all
the pre-historic sites surrounding the Lagoon.
8. CULTURAL RESOURCES
Commissioner Aharoni had researched the Knowles Avenue
House, and determined that provisions for preservation
pursuant to relocation are not available at this time.
The consensus of the Commission was that there should be
a video record of the building and the same type of
information obtained for this building as was obtained
for the Gaus House.

9. ARCHAEOLOGICAL GUIDELINES
Vice Chairperson Gallegos reported that Planning

was having difficulty in interpreting the archaeological
