CALL To ORDER:
Chairperson Howard-Jones called the Meeting to order at
5:08 p.m.
ROLL CALL:
Present: Commissioners Howard-Jones, Aharoni, Gallegos
and Ex Officio Member Marcus.
Absent: Commissioners Christiansen and Robertson.
Staff Members Present:

APPROVAL OF MINUTES:
The Minutes of the Meeting held October 23, 1990, were
approved as presented.
PUBLIC COMMENT:
There were no requests to address the Commission on a non-
agenda item.
OLD BUSINESS:
1. CARRILLO RANCH STABILIZATION PROJECT
Joan Kindle was present to answer questions and
asked for a copy of the information that will go
out to the Subcommittee.
The video on Leo Carrillo that Mrs. Kindle has
acquired is available for educational use. The
video will be shown at the Parks and Recreation
Commission Meeting next Monday evening.
Clint Phillips reported that there has been no
response to his memorandum to the Planning
Department, and Commissioner Gallegos asked that
this item be kept on the agenda for next month.
2. EIR CULTURAL RESOURCE SURVEY REPORTS
Eric Munoz reported that Cannon Reach I1 goes
through most of the Kelly property. This is the
south side of the Lagoon, west of the Kelly
property, adjacent to the freeway. The EIR is
dated April 1983.
Mr. Munoz stated that there is no significant
space around the Kelly house. There used to be
pine trees there, but they are gone, and
Commissioner Gallegos said there is an
archaeological site where the pine trees used to
be.

Mr. Munoz stated that some archaeological studies
were made on the original EIR, and more will be
done.
Commissioner Gallegos stated there is a data
recovery program going on at this time, and he
would like a report next month on what RECON is
finding.
Mr. Munoz distributed copies of the prehistoric
sites around Batiquitos Lagoon. Commissioner
Gallegos had said that those sites need to be
identified.
3. ARCHAEOLOGICAL GUIDELINES
Commissioner Gallegos reported that this
Commission got a grant for RECON to do guidelines,
and those were submitted to SHPO. Marty Orenyak
wanted something easier to understand by his
group, and as a result the guidelines were
revised. When the revised guidelines were given
back to Commissioner Gallegos, he discovered that
some major changes had been made. Mr. Gallegos
stated that this is not the same document that was
originally sent to SHPO. He suggested that he
should meet with Brian Smith and get these
revisions back to the Planning Department.
4. CULTURAL RESOURCES
Ramsey House - nothing has happened, but the house
is empty and falling into disrepair. Commissioner
Gallegos suggested a letter to the realtor
expressing this Commission's concern for the
structure.
The consensus of the Commission was to have
Chairperson Howard-Jones write a letter to the

There was nothing to report on the Knowles House,
St. Michael's and Twin Inns.
5. SUBCOMMITTEE REPORTS
Cultural Resource Site Markers - A marker will be
made for Batiquitos Lagoon sites listing all those
sites and will be placed close to 1-5, near the
park and ride area.
Chairperson Howard-Jones asked for the information
on where the markers were purchased, the price,
etc.

NEW BUSINESS :
6. CARLSBAD HISTORICAL MUSEUM FUNDING AND STRUCTURES
Commissioner Gallegos explained that this item
was on the agenda to see whether anything further
could be done to use the house sitting on
Christiansen Way for a museum. The house will be
rented at its present locality for a year or two.
The Historical Society has a plan for a 25,000
square foot three-building complex, in which there
would be a museum, with the other leases paying
for the cost of the buildings. The museum would
eventually be able to use the entire space.
Chairperson Howard-Jones suggested that perhaps
the Magee barn could be used to house farm
equipment and items of that type. She also
suggested that storage €or the artifacts now on
hand be addressed at the time the proposal is made
by the Historical Society. Commissioner Aharoni
said maybe this could be a school project, and he
would call the schools, and report at the next
meeting .
7. USE OF HISTORIC STRUCTURES FOR AFFORDABLE HOUSING
Chairperson Howard-Jones stated that some areas
are buying up old industrial buildings and
remodeling them into low-cost housing. Although
there are no such buildings in this area, there
might be some houses to be saved for low-cost
housing.
8. CALIFORNIA PRESERVATION FOUNDATION WORKSHOP
This Workshop will be held December 7, 1990, in
Hollywood, and any Commissioners wishing to attend
should let Clint Phillips know.

BOARDS

10. DECEMBER CALENDAR
The next regular meeting of the Historic
Preservation Commission will be December 10.
