HomeMy WebLinkAbout1991-08-15; Historic Preservation Commission; MinutesMINUTES Meeting of: HISTORIC PRESERVATION COMMISSION Time of Meeting: 5:OO p.m. Date of Meeting: August 15, 1991 Place of Meeting: City Council Chambers COMMISSIONERS CALL TO ORDER: Chairperson Howard-Jones called the Adjourned Meeting to order at 5:02 p.m. ROLL CALL: Present: Commissioners Howard-Jones, Aharoni, Gallegos, McCann and Zavala. Absent: Ex-Officio Member Holmes. COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED IN THE AGENDA : Patty Cratty, Senior Management Analyst, distributed copies of a letter dated August 14, 1991, from Brian Smith Engineers, Inc., regarding the Ramsay House. He requested a special meeting of the Historic Preservation Commission prior to September 3. APPROVAL OF MINUTES: The Minutes of the Meeting held July 18, 1991, were approved as amended. OLD BUSINESS: 1. EVANS POINT/KELLY BARN: Mr. Tony Griffin, George Wimpey, Inc., in reply to Commission coranent that he had volunteered to donate $100,000 toward the re-location of the Kelly barn, stated that he had stated that if it was necessary to re-locate the barn, the developer would be happy to make a substantial donation to the Commission to facilitate that; but he did not mention a specific amount of money. Mr. Griffin reiterated his statement made at the last meeting that the EIR had been done strictly in accordance with regulations by a consultant hired and paid by the developer. The historic consultant was qualified and decided the barn was not of historic significance. He added that in the spirit of cooperation, he had promised to have a report on the barn prepared. That report indicates a severely deteriorated condition of that barn, and to refurbish it would mean a new barn with some old components, with any intrinsic value then lost. Mr. Griffin stated the developer did not want to do that, as this would have an economic impact on the project. Mr. Griffin stated that the grain bin could be re-located on the site, as it is less deteriorated than the barn. However, the old stage sign that was affixed to the bin has been lost through vandalism. Howard-Jones Aharoni Gallegos McCann Zavala -1 MINUTES A crust 15, 1991 HISTORIC PRESERVATION COMMISSION Page 2 COMMlSSlONERS ’ OLD BUSINESS: (Continued) Mr. Griffin stated that once the demolition of the barn was started, it would fall apart and there would just be some old lumber left. Mr. Griffin stated that the grain bin might be re-located on the south side of the site near the existing eucalyptus grove. The stage sign could be replaced, with the design for that sign to be submitted to the Commission for approval. As far as the re-location of the barn, Mr. Griffin said he could not concede that part, as the cost would be prohibitive. The re-location of the bin would be approximately $11,000, while the cost to replace the barn would be approximately $131,000. This would, in fact, be building a new barn, which would not be historical. In reply to Commission query, Mr. Griffin stated the project was ready to go as soon as approvals are received from the City, and hopefully this will be late fall or early December. He said that most planning issues have been resolved at this time. However, no work can be done until the grading permits are issued, and because Coastal permits are necessary, grading cannot be done between October and April. Mr. Griffin stated the re-location of the bin would probably be in May of next year, and a professional would be hired to prepare the stage sign. Don Neu stated that the widening of El Camino Real and the correcting of the existing drainage problem created some planning problems for the barn, as the barn would be flooded in the winter season. Also, there is a riparian area to the north of the barn that is open space. Commission consensus was to save some of the wood from the barn to use it somewhere on the site and have the developer move the bin, with recordation of historic data for the barn. Mr. Griffin stated he would be happy to come up with a plan for the relocation of the grain bin, with the replacement of the stage sign. As far as the mitigation is concerned, he said he would be happy to look at any proposal the Commission presented and give it sympathetic considerat ion. MINUTES Auaust 15, 1991 HISTORIC PRESERVATION COMMISSION Pase 3 COMMlSSlONERS OLD BUSINESS: (Continued) The Historic Preservation Commission recommended approval of the Evans Point developer's proposal to relocate the grain bin and replace the stage sign. The developer is to come back with a plan, subject to this Commission's approval, for relocation of the bin and the re- construction of the sign. Also, recordation of historic data for the existing barn is to take place, and an effort made to save materials from the barn to be used some place else in the project. The developer is to consider some form of contribution to support the Commission in pursuing this particular effort. The motion was amended to include monitoring of the grading in that area, and should sub-surface historic findings be found, those to be treated in accordance with City guidelines for historic materials. Also, a plaque to be placed on the site. 2. ENVIRONMENTAL IMPACT REPORTS: Eric Munoz distributed copies of the Environmental Review Update for August 1991, and read through it for the Commission. 3. CARLSBAD SCHOOL PEDIMENT: Chairperson Howard-Jones stated the School District had agreed to have the pediment placed over the entrance to their offices, but provided no funding. There is no funding for this pediment, and she stated a fund-raising will be necessary. 4. COMMISSION GOALS AND PROJECT PRIORITIES: Patty Cratty stated she would like direction for establishing the criteria, with either a subcommittee from the Commission or a workshop. The Commissioners felt that staff should bring a proposal to the Commission, containing information on what other cities are doing. Ms. Cratty said the other two staff members and she could make telephone calls to other cities to determine what other communities are doing. Chairperson Howard-Jones suggested that Ms. Cratty make a composite list showing requirements for properties listed as #I, down through those designated as #4; also, requirements for preservation or loss of structures. 5. CULTURAL RESOURCE SURVEY: Commission discussion determined that public input was necessary before any action was taken by this Commission. 6. BARRIO DAYS FIESTA: Commissioner Zavala reported on the progress of the planned Fiesta. Chairperson Howard-Jones stated this Commission would man the table in the museum. She and Commissioner Aharoni volunteered for that duty. PLAQUES: Chairperson Howard-Jones and Commissioner McCann will work as a subcommittee with staff to determine where plaques should be placed and what other materials are available for appreciation plaques. 8. LEO CARRILLO RANCH STABILIZATION SCHEDULE: Patty Cratty referred to the information given to the Commission, and stated that 184 days of work are needed for the stabilization. WEW BUSINESS: 9. CARRILLO RANCH MASTER PLAN: Brian Hunter, the Planner for the Master Plan, was present to answer Commission questions. He will present the proposal next month. Commissioners expressed concern about the encroachment of the development into the open space around the Ranch. Mr. Hunter stated that the family had sold all the surrounding property to developers. He said that there will be a lot of fill and it will affect the Ranch site. Ms. Cratty stated there is no master plan for Carrillo by the City at this time. Chairperson Howard-Jones recommended that the subcommittee be re-activated to be a part of the planning for the entire area. The Commissioners stated they wanted a buffer zone around the park, which would be a passive park area. Mr. Hunter said Carrillo is a passive park in the park inventory. Mrs. Howard-Jones added that with all the fill, the Ranch would be very low, and there would be no view to the north. She said there should be a natural slope around the Ranch, and the subcommittee should address this. Item #14 was taken out of order at this time. 14.REVIEW OF REOUEST FOR DEMOLITION PERMIT FOR 2901 OCEAN STREET : Patty Cratty stated this request was stopped due to the Resource Inventory. The house is part of the Inventory, but is not significant, and is a 53 or #4. The Historic Preservation Commission recommended that the property at 2901 Ocean Street be documented with pictures and an interview with the owner. Chairperson Howard-Jones said that nothing had been done about designating trees as points of interest. Discussion determined that the original trees that were planted in the City should be saved. Ms. Cratty said she would discuss this with Parks and Recreation. Eric Munoz said that a standard needed to be developed for considering trees as points of interest, and ultimately develop an inventory. Also, the public needs to be informed of this, to avoid any trees being removed, unless they are a safety hazard. The Historic Preservation Commission directed staff to send a letter to the City Council congratulating them on their decision to save the tree on Oak Avenue and informing them the Commission is looking into the evaluation of the other trees in the City. 10.FORMAT FOR STAFF REPORTS: 12.LETTER FROM THE OFFICE OF HISTORIC PRESERVATION REGARDING EDUCATIONAL OUTREACH: 13.MILLS ACT AGREEMENT: 17.SEPTEMBER AGENDA: The Historic Preservation Commission continued the above items to the next meeting. OFF-AGENDA ITEM: The Commission decided to hold a Special Meeting on August 29, 1991, at 5:OO p.m., with the location to be determined, to discuss the Ramsay House.
