Date of Meeting: Place of Meeting: August 10, 1992 CITY HALL COUNCIL CHAMBERS CALL TO ORDER: Chairperson Howard-Jones called the Regular Meeting to order at 5:ll p.m. ROLL CALL: Present: Chairperson Howard-Jones, Commissioners Aharoni, Gallegos, McCann and ex-off icio Savary Absent: None Staff Present: Cynde Haas, Senior Management Analyst Eric Munoz, Associate Planner Keith Beverly, Senior Management Analyst, Parks €4 Recreation COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA: There were no requests to address the Board. APPROVAL OF MINUTES: ACTION: AYES: NOES: None ABSENT: None Motion by Commissioner McCann, and duly seconded, to approve the Minutes of the Regular Meetings of May 11, 1992 and July 13, 1992, as submitted. Chairperson Howard-Jones, Commissioners Aharoni, Gallegos and McCann OLD BUSINESS: 1. Environmental Impact Reports Eric Munoz, Associate Planner, gave an update on the status of the EIR's being prepared that could impact historic resources. Commissioner Gallegos discussed his review of the Calavera Hills and Shelley Carlsbad EIR's. The reply from RECON to the Commission's letter regarding the destruction of site W181 was discussed. The Commission is concerned why proper procedures were not followed that ultimately resulted in the destruction of this environmental site. Mr. Munoz will have a meeting with RECON to share the Commission's comments. 2. Incentives for Historic Preservation Cynde Haas, Senior Management Analyst, presented a "draft" letter and survey to be distributed to property owners on the Cultural Resources Inventory. After discussion, the Commission approved the letter with no changes. Chairperson Howard-Jones announced that the Carlsbad Historical Society will be having their annual meeting on Thursday, October 16, 1992, and Wayne Donaldson will be giving a presentation on historical landmarks. Chairperson Howard-Jones will see if the Society will be publishing an announcement flyer. If so, she would like it included with the letter when it is sent out to the homeowners. If possible, the Commission would also like to see the revised brochure sent out in the same mailing. HISTORIC PRESERVATION COMMISSION August 10,1992 PAGE 2 Chairperson Howard-Jones requested Ms. Haas to research the status of the guidelines which staff was supposed to prepare regarding implementation of the Mills Act (Minutes of 5/11/92). Ms. Haas will report at the next meeting. Chairperson Howard-Jones requested Ms. Haas to research the status of the photographs which were going to be taken on the home remodeling at 1475 Pine Street (Minutes of 5/11/92). Ms. Haas will report at the next meeting. 3. Ramsav House Commissioner McCann updated the Commission on the status of the Ramsay House, which is a Designated Landmark. He stated that a foreclosure sale was held the last week of July and there were no successful bidders. As a result, the property reverted to the lender, HomeFed Bank, and is being managed by their REO department. He presented a "draft" letter to be sent from the City to HomeFed Bank notifying them of the historical significance of the Ramsay House. Joe Valenti, 3491 Loren Street, Carlsbad, addressed the Commission and stated that the Ramsay House is sitting wide open and is an invitation to children and vandals. Because it has historical significance, he is concerned that the landmark could be destroyed beyond repair. Ms. Haas will have the Code Enforcement Officer investigate the situation. The Commission suggested that after the investigation, some comment could be included in the letter to HomeFed Bank about the unlocked condition of the home and the fact that it violates City ordinances. 4. Pine Street School Pediment Commissioner Aharoni reported on his meetings with his architect who evaluated the proposed location of the pediment. The final drawing is now in the hands of the sculptor. However, Mr. Aharoni noted that the original architect should also be given an opportunity to approve the final drawing. After that has been done, a letter of proposal should be requested from the sculptor which states the final cost and a statement he has the necessary workers compensation and liability insurance coverage. Once the final costs have been determined, the fundraising can begin. Chairperson Howard-Jones stated that she finally made contact with the school board and they have given a letter supporting the pediment. However, due to the present economic climate, the school board made it very clear that they cannot participate in anything which might be construed as financial support. 5. Leo Carrillo Ranch Subcommittee Keith Beverly, Senior Management Analyst, Parks & Recreation, updated the Commission on the proposals made by the property owners of Zone 18 regarding the dedication of park lands and a school site at the Carrillo Ranch. NEW BUSINESS: 6. Historic Preservation Commission Vacancy Cynde Haas, Senior Management Analyst, informed the Commission that an agenda bill to appoint a new Historic Preservation Commissioner had been scheduled for the City Council Meeting of August 1 1, 1992. Ms. Haas stated that Mr. Samuel Chereskin was the only individual to apply for the post. HISTORIC PRESERVATION COMMISSION August 10,1992 PAGE 3 7. Historic Preservation Brochure The Commission reviewed their existing brochure. Chairperson Howard-Jones highlighted areas which were currently out of date and made suggestions for new information. The Commissioners unanimously agreed to delete the reference to "increased property value" under the heading of Potential advantages for the property owner. INFORMATIONAL: 8. Summaries of Various Boards, Committees and Commissions There were no reports or updates. 9. September Aaenda Cynde Haas, Senior Management Analyst, reviewed the items for the September 14, 1992 agenda. 10. California Heritaae Fund Cynde Haas, Senior Management Analyst, reviewed the material provided by the Office of Historic Preservation on AB 3755, which would establish a State fund for historical resources. She stated that AB 3755 has the strong support of the Resources Agency and has been a long-term goal of the California Heritage Task Force. If enacted, the fund will provide a strong link between economic development and historic preservation, which is expected to stimulate many types of projects. There would be some start-up funding involved but, ultimately, the fund would be self-supporting. A fact sheet on the fund was distributed to Commissioners. The Resources Agency has requested letters of support as well as the names of any persons willing to present public testimony during the legislative hearing process. 1 1 . President's Historic Preservation Awards and National Historic Preservation Awards Cynde Haas, Senior Management Analyst, passed out a summary list of the award winners, by award type. The City of Carlsbad did not receive an award. Our entry was the Carlsbad Depot. ADJOURNMENT: By proper motion, the Regular meeting of August 10, 1992 was adjourned at 655 p.m. to 12:30 p.m. on August 14, 1992 at Carrillo Ranch for the dedication ceremonies.
