CALL TO ORDER:
Chairperson Howard-Jones called the Regular Meeting to order at 5:02 p.m.
ROLL CALL:
Present: Chairperson Howard-Jones, Commissioners Aharoni, Chereskin, Gallegos,
McCann and ex-off icio Savary
Absent: None
Staff Present: Cynthia Haas, Senior Management Analyst
Eric Munoz, Associate Planner
COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Board.
APPROVAL OF MINUTES:
ACTION: Motion by Commissioner McCann, and duly seconded, to approve the Minutes of the
Regular Meeting of November 9, 1992, and the corrected Minutes of October 14, 1992,
as submitted. Chairperson Howard-Jones, Commissioners Aharoni, Chereskin, Gallegos and
McCann

Chairperson Howard-Jones announced that Agenda item #8 would be heard first, followed by Agenda
item #6.
NEW BUSINESS:
8. Plaaues and New Desianations
Chairperson Howard-Jones presented the Culver-Myers-Capp plaque to Mr. and Mrs. Capp in recognition
of their restoration work on this historic home.
OLD BUSINESS:
6. Santa Fe Depot
Cynthia Haas, Senior Management Analyst, announced that February 5, 1993 is the date for the State
hearing regarding placement of the Santa Fe Depot on the National Historic Register.
Chairperson Howard-Jones led a discussion regarding usage of the Santa Fe Depot by the Convention &
Visitor Bureau of the Chamber of Commerce. She stated that the Historical Society is unhappy with the
present arrangement because they no longer have a space in the depot to house their files and do
research. The status of the present lease arrangement was also discussed and Lee Bohlman, Chamber
Executive Director, was present to answer questions. The current lease runs until September 30, 1993 but

Ms. Bohlman did not have a copy of the signed lease with her at the meeting. A subcommittee, consisting
of Commissioners Chereskin and McCann, will review the lease and building arrangements and make
recommendations at the January meeting.
1. Environmental ImDacVRewrts
Eric Munoz, Associate Planner, gave an update on the status of the EIR's being prepared that could impact historic resources.
2. Incentives for Historic Preservation
Cynthia Haas, Senior Management Analyst, presented a draft letter to property owners listed on the
Historic Resources Inventory, inviting them to attend the February 1993 meeting of the Commission.
3. Pine Street School Pediment
Cynthia Haas, Senior Management Analyst, stated that the pediment proposal has been placed on the City
Council Agenda for December 15,1992.
4. Ramsev House
Chairperson Howard-Jones reported that the escrow had closed on the Ramsey House. The new owner is
Mr. Ed Johnson, Manager of the Blue Cross Office in San Diego, who is an antique collector. He plans to
restore the home and move into it with his wife and two small children. Chairperson Howard-Jones will
draft a welcome letter to Mr. Johnson and invite him to the February meeting of the Commission.
5. Leo Carrillo Ranch
Commissioner Aharoni updated the Commission on the current activities of the subcommittee and stated
that today is the final date for receipt of comments on the EIR.

Motion was made by Commissioner Gallegos, and duly seconded, to accept the EIR as
presented, with one minor change.
Chairperson Howard-Jones, Commissioners Aharoni, Chereskin, Gallegos and McCann
Chairperson Howard-Jones will submit a letter to the Planning staff regarding the Commission's
acceptance and recommendation.
7. Historic Preservation Goals WorkshoD
Cynthia Haas, Senior Management Analyst, reported that many of the homes on the Historic Resources
Inventory were not on the Planning Department's computer but have now been added. A new resource
inventory was provided to the Commissioners.
Chairperson Howard-Jones reviewed and discussed the goals which were established at the Commission
workshop held on November 16, 1992.

INFORMATIONAL:
9. SOHO
Chairperson Howard-Jones reported that the SOHO Conference will be held on February 18, 1993 in
Anaheim. She explained that the conference consists of commissions throughout the County meeting
together to discuss common problems. She plans to attend the conference. Commissioners Gallegos and
McCann would like to attend also. Commissioners Chereskin and Aharoni will check their schedules to determine if they can join them.
10. Historic Resources lnventorv
The Commission reviewed and discussed the April 16, 1991 Agenda Bill which adopted the Historic Resource Inventory.
1 1. Miscellaneous Articles
Chairperson Howard-Jones reviewed a November 15,1992 article from the San Diego Union-Tribune
regarding the Estudillo House in Old Town, one of San Diego’s first historic tourist attractions.
12. Summaries of Various Boards. Committees, and Commissions
Summaries of other meetings were not discussed.
13. Januarv 1993 Meetina and Aaenda
Cynthia Haas, Senior Management Analyst, reviewed items for the January agenda.
