CALL TO ORDER:
Chairperson Howard-Jones called the Special Meeting to order at 5:02 p.m.
ROLL CALL:

Absent: Commissioner Gallegos

COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Commission.
OLD BUSINESS:
1. Rancho Carrillo Master Plan
Commissioner Aharoni reported on the recent action taken by the Parks & Recreation Commission at their
meeting of February 22, 1993 regarding the Rancho Carrillo Master Plan. He is concerned that many
recommendations heretofore made by the Historic Preservation Commission have not been considered, as
follows :
(a) Main Entrance to Ranch from Melrose Avenue
The Historic Preservation Commission feels the main entrance to the Ranch should be from Carrillo
Way.
(b) Drainaqe
The Historic Preservation Commission feels that the weir complex should be retained.
(c) Removal of Existinq Bridae
The Historic Preservation Commission feels that the existing bridge should be retained.
Brian Hunter, Senior Planner, addressed the Commission and reviewed the history of the Rancho Carrillo
Master Plan and its current status, using architectural renderings. He stated that the Carlsbad School
Board, at their recent meeting, approved the school site and staff is now working with them on a joint use
parking agreement. Mr. Hunter stated that the present Melrose alignment, and the entrance to the Carrillo
Ranch from Melrose, was largely due to a decision by the California Fish & Game Department because it
has the least amount of impact to the extensive native vegetation. Furthermore, the slopes in the Master
Plan will exceed the requirements of the Hillside Ordinance because of the environmental sensitivity of the
area. There will also be a segment of the Citywide trail system that goes through the center of the Master
Plan between the school site and the historic ranch house. Mr. Hunter stated that there had been some
commercial areas designated on the original Master Plan in 1984 but they have now been deleted and
replaced with open space and extensive landscaping to provide 80-90% screening to the old Ranch site.

Allen Kindle, Carlsbad, representing the Friends of Carrillo Ranch, addressed the Commission and stated
that the new school to be built will be a year-round school and the school will only allow parking in their lot
on the weekends. As a result, there will be insufficient public parking on weekdays for the park.
Chairperson Howard-Jones led a discussion regarding the issues that the Historic Preservation
Commission is concerned about. The Planning Commission will hold a public hearing on the Master Plan
at their meeting on April 7, 1993. After discussion, the Commission requested staff to write a letter to the
Planning Commission reiterating their concerns, as follows:
(a) Planning
The Historic Preservation Commission is concerned that the area around the Carrillo Ranch is
being planned before the park area is planned.
(b) Securitv
The Historic Preservation Commission feels there is insufficient security for the historic buildings
which are listed on the National Register.
(c) Access
The Historic Preservation Commission would like to see an entrance to the park from Carrillo Way
and suggested the possibility that Carrillo Way could be realigned slightly to the north in order to
provide a road into the Ranch along the southerly perimeter of the school site.
(d) Bridae
The Historic Preservation Commission would like to preserve the natural ambiance of the park and
would like to retain the bridge and weir complex.
ADJOURNMENT:
By proper motion, the Special meeting of March 30, 1993 was adjourned at 6:22 p.m. to the Planning
Commission meeting on April 7, 1993 at 6:OO p.m. and then to a tour of the Carlsbad Theatre on April 12,
1993 at 4:OO p.m.
