Date of Meeting: Place of Meeting: August 9, 1993 CITY COUNCIL CHAMBERS CORRECTED CALL TO ORDER: Acting Chairperson Aharoni called the Regular Meeting to order at 506 p.m. ROLL CALL: Present: Acting Chairperson Aharoni, Commissioners Chereskin, Jones, Wanamaker, and ex-officio Noble Staff Present: Ramona Finnila, City Council Member Cynthia Haas, Senior Management Analyst Patricia Cratty, Senior Management Analyst Eric Munoz, Associate Planner COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA: There were no requests to address the Board. APPROVAL OF MINUTES: Mfih~ChMt~hYhbWAhAt6h3 Commissioner Wanamaker noted that Gary Nessim's name had been misspelled on page 2, item 4, of the Minutes of July 12, 1993. ACTION: VOTE: 3-0 AYES: NOES: None ABSTAIN: None Motion by Commissioner Jones, and duly seconded, to approve the Minutes of the Regular Meeting of July 12, 1993, as corrected. Acting Chairperson Aharoni, Commissioners Jones, and Wanamaker OLD BUSINESS: 1. Carrillo Ranch Subcommittee Commissioner Aharoni reported on the status of the Rancho Carrillo Master Plan which was heard by the City Council on July 20, 1993. 2. Environmental Impact Rewrts Eric Munoz, Associate Planner, gave an update on the status of the EIR's being prepared that could impact historic resources. Commissioner Chereskin arrived at 5:20 p.m. NEW BUSINESS: 3. Commission Apwintments Cynthia Haas, Senior Management Analyst, reported that there were no current applications for vacancies on the Commission. Commissioners requested that staff determine if a display ad could be placed in the newspaper seeking vo I u n teers. P HISTORIC PRESERVATi . COMMISSION - August b, ,993 PAGE 2 4. Acting Chairman Aharoni stated that he has a conflict of interest because his company is involved in some work for the Ramsay House property. He excused himself and passed the gavel to Commissioner Chereski n. Ramsay House - 1330 ChuDarosa Way Eric Munoz, Associate Planner, presented building plans for the restoration and improvement of the Ramsay House. The Commission discussed the details of the project. Mr. Ed Johnson and his architect were present and ACTION: VOTE: AYES: NOES: ABSTAIN : answered questions. Motion was made by Commissioner Jones, and duly seconded, to accept the plans as proposed and submit a recommendation for approval to the City Council. Should the existing ordinance be changed, the applicant would have the right to resubmit his plans for consideration. Commissioners Chereskin, Jones, and Wanamaker None Acting Chairperson Aharoni 3-0-1 Acting Chairman Aharoni returned to the meeting. 5. Cynthia Haas and Patricia Cratty, Senior Management Analysts, led an in-depth review of Chapter 22.04 of the Historic Preservation Ordinance. Commissioners suggested various revisions which will be incorporated and presented at the September meeting. Revisions to the Historic Preservation Ordinance Ex-officio Commissioner Noble left the meeting at 7:48 p.m. INFORMATIONAL: 6. ISTEA UDdate Staff member Cratty discussed the ISTEA funds, noting that applications are due to SANDAG on September 10, 1993. Council will review and approve projects for submittal at their meeting on September 7, 1993. 8. SeDtember Meetina and Aaenda The Commission reviewed items for the September agenda.
