CALL TO ORDER:
Acting Chairperson Wanamaker called the Regular Meeting to order at 51 0 p.m.
ROLL CALL:
Present: Acting Chairperson Wanamaker, Commissioners Bizieff, Varela, and ex-officio
Noble
Absent: Commissioners Aharoni and Jones
Staff Present: Cynthia Haas, Senior Management Analyst
Dave Bradstreet, Director of Parks & Recreation
Cynthia Haas, Senior Management Analyst announced that Commissioner Jones was being released from
the hospital today after heart surgery. Also, that Commissioner Aharoni would try to make the meeting but
he would be at least an hour late.
COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Board.
APPROVAL OF MINUTES:
The Commission postponed approval of the Minutes of September 13, 1993 and November 8, 1993 to the
February meeting.
OLD BUSINESS:
1. Election of Officers
The Commission postponed the election of officers to the February meeting.
2. Carrillo Ranch
Dave Bradstreet, Director of Parks & Recreation, gave a historical report on the Carrillo Ranch for the
benefit of the new Commissioners. He also discussed the maintenance and budget for the Ranch and
stated that Keith Beverly has applied for a financial grant of $1.5 million through CALPA. CALPA funding
will be a June 1994 ballot measure.
Joan Kindle, Curator of the Carrillo Ranch, gave a presentation on some Carrillo Ranch artifacts which had
recently been donated to the City by a relative of Leo Carrillo.
3. Rancho Aqua Hedionda
The Commission discussed the Kelly's request to replace information submitted in the Roth Survey;
however, Commissioners Bizieff, Varela, and Wanamaker all concurred that there should be two
documents and each document should stand on its own merit. Formal action on this request by the Kellys
was postponed until the February meeting when, hopefully, a full Commission would be present.

4. Proiect List for Grant Fundinq
Cynthia Haas, Senior Management Analyst, discussed the CLG grant process for the benefit of the new
Commissioners. She stated that the application must be submitted by March 31, 1994 and that any
recommendation to apply for CLG funds needs to be approved by the City Council prior to submitting the
application. She asked Commissioners to be thinking of a project which could be submitted for funding;
however, she advised them that matching funds by the City are required and funds are somewhat limited.
Further action on a possible application for CLG funds was postponed until Commissioner Aharoni could
be in attendance.
5. Revision to the Historic Preservation Ordinance
Cynthia Haas, Senior Management Analyst, stated that the only remaining item on the ordinance which
needs to be clarified is what percentage of the vote should be required to form a Historic Preservation
District. The Commission postponed action on this item until the February meeting.
NEW BUSINESS:
6. Environmental Impact Remrts
Cynthia Haas, Senior Management Analyst, passed out a report on the status of ElRs for January 1994.
Green Valley will be the next project to be reviewed.
7 1994 HPC Goals Workshop
After discussion, the Commission determined that the best time to hold the 1994 Goals Workshop would
be at the regular meeting on March 14, 1994 in the City Council Conference Room.
8. Santa Fe DemVPlaaue
Cynthia Haas, Senior Management Analyst, reported that staff had received an inquiry from NCTD about
whether or not there would be a plaque placed at the Santa Fe Depot site commemorating the fact that it
was recently placed on the National Register as a historic landmark. If a plaque is placed, they would
appreciate being named since they donated the land on which the Depot sits.
After discussion, Commissioners Varela and Wanamaker volunteered to work together prior to the next
meeting to come up with some appropriate wording for a plaque. Cynthia Haas will try to get more
information about who received the inquiry from NCTD and whether or not it came through official
channels.
9. Save Our Heritaae Oraanization (SOH01 Workshop
Commissioners were polled to find out who would be able to attend the SOH0 Workshop to be held
tomorrow afternoon at the Mission San Luis Rey. All three Commissioners in attendance stated that they
would be unable to attend and it is doubtful if Commissioner Jones would be able to attend since he is
recuperating from surgery. Nobody knew if Commissioner Aharoni was planning to attend the Workshop.
10. February Aaenda
The Commission reviewed items for the February agenda.
