CALL TO ORDER:
Chairman Bizieff called the Regular Meeting to order at 5:Ol p.m.
ROLL CALL:
Present : Chairman Bizieff, Commissioners Jones, Schwei, Valenti, Wanamaker, and
ex-officio Noble
Staff Present: Patricia Cratty, Senior Management Analyst
Ramona Finnila, City Council Member
COMMENTS FROM THE AUDIENCE ON ITEMS NOT LISTED ON THE AGENDA:
There were no requests to address the Board.
Vice-chairman Jones opened the meeting and stated that Chairman Bizieff would be a few minutes late.
BUSINESS:
1. Walkina TourKertified Local Government Grant
Planning Commissioner Noble reported that he had checked into the availability walking tours in Carlsbad
and, at present, there are no "official" walking tours being conducted. He also talked to Patra Straub, a
professional tour guide, who is a resident of Carlsbad. She is very interested in the prospect of a walking
tour of Carlsbad historical sites and points of interest, and would be happy to attend a meeting of the
Commission to discuss it further. Ms. Straub thinks that if a walking tour is developed, it needs to have
signage along the route.
Commissioner Valenti reported that he discussed a walking tour with the Historical Society and was
advised that they have conducted walking tours in the past for school children.
Commissioner Jones reported that he had discussed a walking tour with Dee Landers of the Planning
Department. She advised him that a walking tour was created for the Barrio but has not yet been
implemented.
Commissioner Schwei and Chairman Bizieff arrived at 506 p.m.
The Commission discussed the possibility of applying for a CLG grant to defray some of the costs. Patricia
Cratty, Senior Management Analyst, stated that staff has not yet received the grant application forms but is
expecting them at any time. She will contact the State Office of Historic Preservation to see when the
applications can be expected.

ACTION: Motion by Commissioner Valenti, and duly seconded, to approve the Minutes of the
Regular Meeting of January 9, 1995, as submitted.

City Council Member Finnila arrived at 510 p.m.
BUSINESS, CONTINUED:
2. National Preservation Week
Commissioner Schwei gave a report on her ideas for lational Preservation Week. She stated that he had
contacted an acquaintance who is on the Arts Commission regarding an art contest for children between
the ages of 8-1 4. Various details were discussed including publicity, judging, and the types of prizes to be given the winners.
ACTION: Motion was made by Commissioner Valenti, and duly seconded, to conduct an art
contest for 3rd grade school children in Carlsbad; a flyer and letters will be passed out
to third grade teachers at all of the local elementary schools encouraging their
participation; entries may be marker, crayon, or water color; entry deadline is April 8,
1995; five prizes will be awarded in each category; a public ceremony will be held to
award the prizes; participants will receive a white tee shirt with a historic preservation
logo printed in dark green; the Carlsbad Arts Commission will be asked to provide two
judges; the Carlsbad Historical Society will be asked to provide two judges; remaining
judges will be selected from the Carlsbad Historic Preservation Commission.

Commissioner Schwei agreed to coordinate the event. She will make a formal contact with the Arts
Commission and ask if they would participate by providing two judges. Commissioner Valenti will Contact
the Historical Society.
3. Santa Fe DeDOt Plaque
Several Commissioners stated that they had not yet had an opportunity to visit the depot to consider a
location for placement of a plaque. This item was tabled to the next meeting.
Commissioner Valenti left the meeting at 6:18 p.m.
4. Carrillo Ranch Master Plan
Patricia Cratty, Senior Management Analyst, presented a memo to the Commission from Mark Steyaert,
Park Development Coordinator, requesting that a representative be appointed from the Historic
Preservation Commission to assist in the selection of a consultant to prepare the Carrillo Ranch Master
Plan. Chairman Bizieff volunteered his services.

ACTION: Motion was made by Commissioner Wanamaker, and duly seconded, to appoint
Chairman Bizieff to the Carrillo Ranch Master Plan Consultant Selection Committee..

RE PORTS:
Patricia Cratty, Senior Management Analyst, reported that the Barrio slide show has been completed and
will be shown in March on Daniels Cablevision.
Ex-officio Member Bailey Noble reported that he had been selected by the Planning Commission to serve
for one more year on the Historic Preservation Commission.
City Council Member Finnila reported that she had been advised by Joan Kindle that the trailer to contain
the Carrillo artifacts is due to arrive within days.
NEXT MEETING:
The next meeting of the Historic Preservation Commission will be March 13, 1995 in the City Council
Chambers.
ADJOURNMENT:
By proper motion, the Regular meeting of February 8, 1995 was adjourned at 6:24 p.m.
